దేవతల ఆశీర్వాదం

ఆ రోజు పొద్దుణ్ణుంచీ నేను తిరిగి తిరిగి అలసిపోయి ఉన్నాను. ఆ మధ్యాహ్నం ఇంద్రవెల్లి మండలంలోని కేస్లాపూర్ ఆశ్రమపాఠశాలలో మా గిరిజన సంక్షేమశాఖ కమిషనర్ కోసం ఎదురుచూస్తూ ఉన్నాం. ఆమె ఆ పాఠశాలను సందర్శించవలసి ఉంది. నేను కూడా అదే మొదటిసారి ఆ పాఠశాలను సందర్శించడం.

అక్కడ నిజంగా చూడవలసింది ఏముందో నాకు అర్ధం కాలేదు. అదొక సాధారణమైన ఆశ్రమపాఠశాలగానే నాకు కనబడింది. కాకపోతే గోండు సాంస్కృతిక జీవితంలో కేస్లాపూర్ కున్న ప్రాధాన్యత దృష్ట్యా ఉత్నూరు సమగ్ర గిరిజనాభివృద్ధి సంస్ధకు ఏ అధికారులు వచ్చినా అతిథులు వచ్చినా వారు కేస్లాపూర్ చూడటానికి పోవడం తప్పనిసరి.

అది గోండుల్లోని మెస్రం తెగవారి ఆరాధ్యదైవమైన నాగోబా వెలిసిన పవిత్ర స్ధలమయినందువల్లనే కాదు. అక్కడ ప్రతి పుష్యమాసంలో జరిగే నాగోబా జాతర సందర్భంగా గత నలభై యాభైయ్యేళ్లుగా ప్రభుత్వం కేస్లాపూర్ దర్బార్ పేరిట ప్రజావాణిని వినడానికి వస్తూండటం కూడా ఒక కారణం కావచ్చు. 80ల ప్రారంభంలో ఇంద్రవెల్లిలో గోండుల సమావేశాన్ని భగ్నం చెయ్యడానికి జరిగిన పోలీసు కాల్పుల వల్ల కూడా ఆ ప్రాంతం చారిత్రిక ప్రాధాన్యతను సంతరించుకుంది.

కాని చారిత్రిక, సాంస్కృతిక సుసంపన్న నేపథ్యం కలిగి ఉన్న ఆశ్రమ పాఠశాలగా నాకా పాఠశాల కనబడలేదు. అదొక సాధారణ హాస్టలుగానే, చాలా రొటీన్‌గా, నిస్తేజంగా ఉంది. నేను ఆ పాఠశాలని సందర్శించగానే ఆ పాఠశాల నాలో ఏ కుతూహలాన్నీ రేకెత్తించలేదు. సాధారణ ప్రభుత్వాధికారిగా నేనా పాఠశాలలో నా ఉన్నతాధికారి రాకను నిరీక్షిస్తూ ఉన్నాను.

కొద్ది సేపటికి మా ప్రాజెక్టు అధికారి దాసరి శ్రీనివాసులు మా కమిషనర్ ఛాయారతన్ గారిని వెంటబెట్టుకుని వచ్చారు. ఆమె రాగానే చాలా ఉత్సాహంగా ఆ పాఠశాల మొత్తం కలయదిరిగారు. పిల్లల్ని పలకరించారు. ఉపాధ్యాయుల్ని ప్రశ్నించారు. ఆ కొద్దిసేపూ నేనామె వెంటనే ఉన్నాను. కాని ఏమీ మాట్లాడలేదు. నిశ్శబ్దంగా ఉన్నాను.

ఒకటి రెండు చోట్ల ఆమెకి పాఠశాలపనితీరు నచ్చనట్టుగా ఆమె ముఖకవళికలే చెప్పాయి. కాని ఆమె ఎవర్నీ ఏమీ అనలేదు. నేను ఆదిలాబాద్ జిల్లాకి గిరిజన సంక్షేమాధికారిగా ఉత్నూరులో చేరి కొద్ది రోజులే కావస్తున్నందున నన్ను కూడా ఏమీ అనలేదు.

కాని తన సందర్శన ముగించుకుని వెళ్లిపోబోతూ అక్కడ నిలబడ్డ ప్రధానోపాధ్యాయునితో ‘మీ కొత్త సంక్షేమాధికారి వచ్చాడు. అతడు మీ పాఠశాలల రూపురేఖల్ని మార్చెయ్యబోతున్నాడు చూడండి’ అని వెళ్లి పోయారు.

ఆ మాటలు నాకు చాలా ఆశ్చర్యాన్ని కలిగించాయి. ఏ నమ్మకంతో, ఏ విజన్‌తో ఆమె ఆ మాటలు అనివుండవచ్చు? నేనా పాఠశాలను మరొక్కమారు చూసాను. దానిలో ఏ కొద్దిపాటి మార్పు తేవాలన్నా కొన్ని యేళ్లపాటు నిర్విరామంగా కష్టపడితే గాని సాధ్యమయ్యేలా లేదు. కాని నాలో పూర్వపు ఉత్సాహం ఉందని చెప్పలేను.

అప్పటికే విద్యారంగంలో నేను కన్న కలలు ఒక్కసారి కాదు. ఎన్నోసార్లు భగ్నమయ్యాయి. ఎంతో ఉత్సాహంగా నువ్వొక పని మొదలుపెడతావు. కొంత ముందుకు నడుస్తావు. ఇంతలో ఎవరో నిన్ను వెనక్కి లాగుతారు. వైరుధ్యం మొదలవుతుంది. సంఘర్షణకు దారి తీస్తుంది. కల కలవరంగా మారుతుంది.

ప్రయత్నాలు, పాఠశాలలు పిల్లల్లాంటివి. ఒకసారి వాటితో అనుబంధం పెంచుకున్నాక ఏ మాత్రం తడబాటు, ఎడబాటు కలిగినా మనసు గాయపడుతుంది. మళ్లా మరొక్కమారు అటువైపు చూడాలనిపించదు. బహుశా ఆనాటి మనఃస్ధితి కూడా అదేనేమో.

అందుకనే ఆమె నేనా పాఠశాలల రూపురేఖలు మారుస్తానన్నప్పుడు నాకది ఏదో అసంగతమైన మాటలానే వినిపించింది. కాని చెప్పొద్దూ, స్వతహా, స్వాప్నికుణ్ణి కాబట్టి ఏ గోండు దేవతలో ఆ పవిత్ర స్ధలంలో నామీదనొక ఆశీర్వాదాన్ని ఆ క్షణంలో వర్షించారేమో అనికూడా అనుకోకపోలేదు.

లాండ్ ఆఫ్ సరస్వతి

అదిలాబాద్ జిల్లా చారిత్రికంగా, సాంస్కృతికంగా, భౌగోళికంగా చాలా ముఖ్యమైన ప్రాంతం. అందునా ముఖ్యంగా ఆదిలాబాద్ జిల్లాలోని గిరిజనులకొక స్పష్టమైన చారిత్రిక భూమిక ఉంది. ప్రఖ్యాత మానవ శాస్త్రజ్ఞుడు, అదిలాబాద్ ఆదివాసుల హృదయాల్ని గెలుచుకున్న మానవప్రేమికుడు హైమండార్ఫ్ చెప్పినట్లుగా అదిలాబాద్ ప్రాంత ఆదివాసులకున్నంత విస్పష్టమైన చారిత్రిక స్ధానం దేశంలోని మరే ఆదివాసుల తెగకీ లేదు.

సాధారణంగా గోండులని మనం వ్యవహరించే అదిలాబాద్ జిల్లా గిరిజనుల్లో ఆదివాసతెగలు ముఖ్యంగా నాలుగు. వారు గోండులు, ప్రధాన్‌లు, కొలాములు, తోటీలు. వారంతా ఒకే సామాజిక – రాజకీయ – ఆర్ధిక వ్యవస్ధగా అల్లుకుని శతాబ్దాలుగా జీవిస్తూ వచ్చారు. వీరిని అనుకుని కొద్ది సంఖ్యల్లో నాయక్‌పోడులు, ఆంథ్‌లు కూడా ఉన్నారు. 1976 నుంచి జిల్లాలో లంబాడాల్ని కూడా షెడ్యూలుతెగగా ప్రభుత్వం గుర్తించడంతో నేడు చెప్పుకోదగ్గ సంఖ్యలో వారుకూడా గిరిజన సమూహంలో భాగంగా ఉంటున్నారు.

వీరిలో కొలాముల్ని, తోటీల్ని ఆదిమగిరిజన తెగలుగా ప్రభుత్వం గుర్తించింది. తక్కువ జనాభా, వ్యవసాయానికి పూర్వపు ఆర్ధిక వ్యవస్ధ, అత్యంత కనిష్ట అక్షరాస్యత వారిని ఆదిమ గిరిజన తెగలుగానే నిలిపి ఉంచుతున్నాయి.

గోండులు ఒకప్పుడు మధ్యభారతాన్ని పరిపాలించారు. క్రీస్తు శకం తొమ్మిదవ శతాబ్దం నుంచి వారి పాలకవంశావళిని చరిత్రకారులు నిర్ధారించగలిగారు. అయితే పధ్నాలుగో శతాబ్ది నుంచి పద్ధెనిమిదవ శతాబ్ది వరకు వారి ఏలుబడిని మధ్యభారతం చవిచూసింది.

పద్ధెనిమిదో శతాబ్ది మధ్యలో వారు మరాఠాల చేతిలో తమ రాజ్యాన్ని పోగొట్టుకున్నారు. అప్పటినుండి దాదాపు రెండువందల ఏళ్ల పాటు వారు వివిధ శకలాలుగా ఒక వైపు బేరారులో బహుమనీ సుల్తానుల ఏలుబడిలో, మరొకవైపు నైజాం ఏలుబడిలో, ఇంకొకవైపు మరాఠాల అణచివేతలో, బ్రిటిష్ పాలనలో మగ్గుతూ వచ్చారు. ఈ అణచివేతను ఎదురిస్తూ వారొకదాని వెనక ఒకటిగా తిరుగుబాట్లు చేస్తూనే వచ్చారు.

కొన్నాళ్లు మాణిక్‌ఘర్ కోటను చేజిక్కించుకోవడానికి చేసిన తిరుగుబాటు. ఆ తర్వాత మొదటి స్వాతంత్య్ర సంగ్రామంలో భాగంగా, ఆ తరువాత రోహిల్లాల తిరుగుబాటులో ఇలా ఎక్కడికక్కడ గోండువీరులు స్వదేశీపాలకులకూ, విదేశీ పాలకులకూ కూడా వ్యతిరేకంగా తిరగబడుతూనే వచ్చారు.

ఈ తిరుగుబాట్లన్నీ దాదాపుగా బయటి ప్రపంచపు పోకడల్తో ఏదో ఒక మేరకు పరిచయముండే గోండుల నుంచి తలెత్తినవి కాగా, బయటి ప్రపంచానికి దూరంగా కొండకోనల్లో అణచివేతకూ, దోపిడీకి గురవుతూ వచ్చిన గోండుల అగ్రహానికి వ్యక్తీకరణనిచ్చినవాడు కుంరం భీం.

1940లో అసిఫాబాద్ ప్రాంతంలో నేటి కెరమిరి మండలంలోని జోడేఘాట్, బాబెఝరి గ్రామాలు కేంద్రంగా కుంరం భీం చేసిన తిరుగుబాటు కావడానికి చిన్నదే అయినప్పటికీ చారిత్రకంగా దాని ప్రభావం అపారం.

అంతవరకూ జరిగిన గోండు తిరుగుబాట్లు కేవలం రాజకీయ పోరాటాలుగా భావించబడగా, కుంరం భీం తిరుగుబాటుని నిజాంప్రభుత్వం కేవలం రాజకీయ సంఘటనగా భావించలేదు. దానికి ప్రధాన కారణం అప్పటి నిజాంకు సలహాదారుగా వ్యవహరిస్తున్న గ్రిగ్‌సన్.

ఆయన దాన్నొక సామాజిక – ఆర్ధిక కోణం నుంచి పరిశీలించవలసి ఉంటుందని భావించాడు. అందుకని ఆస్ట్రియాకు చెందిన మానవశాస్త్ర పరిశోధకుడు, అప్పటికీ నాగా తెగల పరిశోధన కోసం భారతదేశంలో ఉంటున్న క్రిష్టఫర్ వాన్ ప్యూరర్ హైమండార్స్‌ని గోండ్ సమస్యని మానవశాస్త్ర కోణం నుంచి పరిశీలించ వలసిందిగా అభ్యర్ధించాడు. హైమండార్స్ 41-42 మధ్యకాలంలో అప్పటి ఉత్నూరు తాలూకాలోని మార్లవాయిలో నివసించి గోండ్ సమస్యల మీద సవివరమైన అధ్యయనాన్ని సమర్పించాడు.

ఆ అధ్యయనాన్ని, ఆయన సూచనల్నీ ఆధారం చేసుకుని నిజాం ప్రభుత్వం గోండుల సమస్యల పరిష్కారానికి చారిత్రాత్మకమైన, అత్యంత అభ్యుదయకరమైన సంస్కరణల్ని చేపట్టింది.

ఆ సంస్కరణల్లో మూడు ముఖ్యమైన అంశాలున్నాయి. మొదటిది, గోండుల, గిరిజనుల భూమి సమస్యను పరిష్కరించడం, వారి భూమి హక్కులను సంరక్షించడం, రెండవది, గిరిజన పంచాయతీ వ్యవస్ధను బలోపేతం చేయడం, ఇక మూడవది, అతి ముఖ్య మైంది, గోండుల విద్యాభివృద్ధి కోసం అభ్యుదయ ప్రణాళికను రూపొందించి, అమలు చెయ్యడం.

ఆ సంస్కరణలు అమలుజరుగుతూ ఉండగానే, హైదరాబాద్ రాష్ట్రం ఆంధ్ర ప్రదేశ్ రాష్ట్రంలో విలీనమయ్యింది. దరిమిలా,1956లో దేశవ్యాప్తంగా చేపట్టిన సామాజిక వికాస పథకంలో భాగంగా ఉత్నూరులో గిరిజనాభివృద్ధి సమితిని ఏర్పాటు చెయ్యడం జరిగింది.

ఆ తరువాత ఇరవయ్యేళ్లకు 1975లో గిరిజన ఉపప్రణాళికా వ్యూహంలో భాగంగా అదిలాబాద్ కేంద్రంగా సమగ్రగిరిజనాభివృద్ధి సంస్ధను ఏర్పాటు చేసారు. కానీ గిరిజనుల పరిస్ధితుల్లో పెద్దగా మార్పు రాలేదు. దాని ఫలితంగానే ఇంద్రవెల్లిలో రక్తం చిందింది. దాని అనంతర పరిణామాల్లో సమగ్ర గిరిజనాభివృద్ధి సంస్ధను అదిలాబాద్ నుంచి ఉత్నూరు తీసుకొచ్చారు. సమగ్ర గిరిజనాభివృద్ధి సంస్ధ తన ఆస్తిత్వాన్ని రుజువు చేసుకోవడం మొదలుపెట్టింది.

ఈ పరిణామాలు ఇక్కడితో ఆగలేదు. 1986 దరిదాపుల్లో ఉత్నూరుకి సమీపంలోని అల్లంపల్లి వద్ద తీవ్రవాదులు పన్నిన మొదటి మందుపాతర పేలి, పోలీసులు మరణించారు. దాని పర్యవసానంగా అప్పటి ముఖ్యమంత్రి ఎన్.టి. రామారావు గిరిజనాభివృద్ధి వ్యూహానికి సంబంధించి అనేక చారిత్రాత్మక నిర్ణయాలు తీసుకున్నారు.

అవి కేవలం ఆదిలాబాద్ గిరిజన ప్రాంతాలకు మాత్రమే కాక, రాష్ట్రంలోని గిరిజనప్రాంతాలకన్నిటికీ వర్తించే నిర్ణయాలు. గిరిజన ప్రాంతాల్లో సింగిల్ లైన్ పరిపాలనా విధానం ప్రవేశపెట్టి తద్వారా ఐ.టి.డి.ఏ.ప్రాజెక్టు అధికారులకు గిరిజన ప్రాంతాల వరకూ జిల్లా కలెక్టరు అధికారాల్ని బదలాయించారు. అంతేకాక, అనేక దిగువ స్ధాయి ఉద్యోగాల్లో స్ధానిక గిరిజనులకు నూటికి నూరుశాతం పోస్టుల్ని రిజర్వు చేసారు.

విద్య, వైద్య రంగాల్లో అదనపు సిబ్బందిని గిరిజన ప్రాంతాల్లో నియమించారు. భూమి హక్కులు, అటవీ ప్రాంతాల్లో ఆక్రమణలు, గిరిజనులకు వారి అవసరాలకు ఇప్పసారా కాచుకోవడానికి అనుమతినివ్వడం లాంటి నిర్ణయాలు కూడా ప్రభుత్వం తీసుకుంది.

అన్నిటికన్నా ముఖ్యం ఆ నిర్ణయాల్లో భాగంగా గిరిజన ప్రాంతాల్లో పాఠశాలలు లేని జనావాసాల్లో 3777 ఏకోపాధ్యాయ పాఠశాలల్ని ప్రారంభించడం జరిగింది. వీటిలో ఒకేసారిగా వెయ్యి పాఠశాలల్ని అదిలాబాద్ గిరిజన ప్రాంతాల్లో తెరవడం జరిగింది. అంతేకాక, అన్ని రంగాల్లో అదిలాబాద్ జిల్లాను ఆదర్శ జిల్లాగా తీర్చిదిద్దే వాగ్దానాన్ని కూడా ప్రభుత్వం అందించింది.

ఆ విధంగా 1940 నుంచి 1990 వరకూ అయిదు దశాబ్దాలుగా అదిలాబాద్‌లో తలెత్తిన ప్రతి తిరుగుబాటూ, తలెత్తిన ప్రతి కల్లోలం గిరిజన జీవితాలకు కొత్త వాగ్దానాల్నీ, కొత్త కార్యక్రమాల్నీ, వాటితో పాటు కొత్త వెలుతుర్నీ కూడా తీసుకు వచ్చింది.

అటువంటి చారిత్రిక భూమిలో పనిచేసే అవకాశం రావడం జీవితంలో లభించిన అత్యంత విలువైన అవకాశాల్లో ఒకటని భావిస్తాను. ఆ అవకాశం తనంత తానుగా వచ్చినప్పటికీ, నేను కర్నూలు నుంచి అదిలాబాద్ వెళ్లడానికి చాలా నెలలే ఆగవలసి వచ్చింది.

నన్ను అదిలాబాద్‌లో పనిచెయ్యవలసిందిగా మొదట ఆహ్వానించింది అప్పట్లో గిరిజన సంక్షేమ మత్రిగా ఉండిన కొట్నాక భీంరావుగారు. ఆయన గిరిజన నాయకుల్లో అత్యంత అనుభవజ్ఞుడు. వయోవృద్ధుడు. స్వతహాగా గోండుతెగకి చెందిన గిరిజనుడు. అదిలాబాద్‌లో గ్రాడ్యుయేషన్ పూర్తి చేసుకున్న మొదటి గిరిజనుడు కూడా. మనిషి చాలా సౌమ్యుడు. నిరాడంబరుడు. నిగర్వి, తారతమ్యభేదాలెంచనివాడు.

ఆయన్ని తలచుకున్నప్పుడల్లా నాకు గుర్తొచ్చే మొదటి దృశ్యం ఆయన్ని నేను మొదటిసారి శ్రీశైలంలో ప్రభుత్వ అతిథి గృహంలో కలిసినప్పుడు, ఆ రాత్రి తను డిన్నర్ తీసుకోవడానికి వెళ్తూ అక్కడున్న ప్రతి ఒక్కరిని, అధికారుల్ని, చిన్న ఉద్యోగుల్ని, అటెండర్లని, డ్రైవర్లని కూడా తనతో కలిసి భోజనం చెయ్యమని ఆహ్వానించడం.

సాధారణంగా ప్రభుత్వ వసతి గృహాల్లో అధికారిక భోజన కార్యక్రమాలు జరిగినప్పుడు తమతో మరెవ్వరూ కలిసి భోజనం చెయ్యడాన్ని ఇష్టపడని ఉన్నతాధికారులుండే  ప్రభుత్వ వాతావరణంలో అటువంటి భోజనాహ్వానాన్ని ప్రతి ఒక్కరికి అందించగలగడం ఒక్క భీంరావు గారికి, అది కూడా అతడొక గోండు గిరిజనుడైనందు వల్లనే సాధ్యపడిందిŠ అనుకుంటాను.

నేను కర్నూల్లో ఉండగా భీంరావుగారు నా జిల్లాలో చాలాసార్లే పర్యటించారు. అహోబిలం పరిసరప్రాంతాల్లో చెంచువారి అభివృద్ధి కోసం చేపట్టిన కార్యక్రమాల్ని ఆయనకొకసారి చూపించినప్పుడు ఆయన ముగ్ధుడయి తమ జిల్లాలో పనిచేయవచ్చు కదా అనడిగారు. నేను సరేనన్నాను.

తీరా చేసి ఉత్తర్వులు వచ్చేటప్పటికి నా సేవల్ని వదులుకోవడానికి మా కలెక్టర్ ఇష్టపడలేదు. ఆయన దాదాపు అలా నన్ను అక్కడే మరొక ఎనిమిదినెలలు ఆపేసారు. అప్పుడు సమగ్ర గిరిజనాభివృద్ధి సంస్ధ ప్రాజెక్టు అధికారిగా పనిచేస్తున్న దాసరి శ్రీనివాసులు గారు మాత్రం నా ఉత్తర్వులు అమలు జరిగేదాకా ఊరుకోలేదు. ఆయనే అంత పట్టుబట్టి ఉండకపోతే నాకు అదిలాబాద్‌లో పనిచేసే అవకాశమే లభించి ఉండేది కాదు.

1992 ఆగష్టులో నా పెళ్లి జరిగి వారం రోజులు తిరక్కుండానే నేను కర్నూల్లో రిలీవ్ అయి నా భార్యతో పాటు ఉత్నూరు బయల్దేరాను. ఆ ఊరు ఎక్కడుందో నాకు తెలియదు. దారి కూడా తెలియదు. మా కర్నూలు ఆఫీసు జీప్‌లో మమ్మల్ని దింపడానికి మా ఆఫీస్ డ్రైవర్ సుంకన్న, రామచంద్రయ్య తోడువచ్చారు.

అది వర్షాకాలం. దారి పొడుగునా ముసురు. ఆ రోజంతా మేం ప్రయాణిస్తోనే ఉన్నాం. మధ్యలో మేం దారి తప్పాం కూడా. తెలంగాణా దారుల్లో పచ్చని మొక్కజొన్న చేల మధ్య నేను నా కర్మభూమిని అన్వేషిస్తో ప్రయాణిస్తూ ఉన్నాను.

మేం గోదావరి దాటగానే అక్కడొక బోర్డు ఎదురయ్యింది. (ఆ బోర్డు ఇప్పటికీ ఉందక్కడ.) ‘వెల్‌కమ్ టు ద లాండ్ ఆఫ్ సరస్వతి’ అని. నాకది సారస్వతభూమి ఎందుకయిందో అర్ధం కాలేదు. ఆ జిల్లాలో జ్ఞానసరస్వతి దేవాలయం ఉందని నా కప్పుడు తెలియదు.

ఆ మేఘాచ్ఛన్న ఆకాశం కింద, అవిశ్రాంతంగా కమ్ముకున్న ముసురుహోరు మధ్య, ఎక్కడికి వెళ్తున్నానో, ఎందుకు వెళ్తున్నానో నాకే స్పష్టంగా తెలియని ఆ ప్రయాణాం తంలో నేనొక సరస్వతీ భూమిలో అడుగుపెడుతున్నానని తెలియగానే నాకొక్క సారిగా ఒళ్లంతా ఝల్లుకుంది. అనిర్వచనీయమైన ఆనందమేదో చల్లని తెమ్మెరలా నా హృదయాన్ని తాకిపోయింది.

మేం ఉత్నూరు చేరేటప్పటికి పొద్దుపోయింది. అక్కడ అధికారులెవ్వరూ లేరు. కాని ఆఫీసులో ఛార్జి తీసుకోవడానికి ఏర్పాట్లు చేసి ఉండటంతో నేను బాధ్యతల్ని స్వీకరించాను. మా కోసమొక గెస్ట్‌హవుజ్ సిద్ధంగా ఉండటంతో అక్కడకు చేరుకున్నాం. అప్పుడు మాతో ఉన్న సుంకన్న, రామచంద్రయ్య తిరిగి వెళ్లడానికి అనుమతి కోసం నిలబడ్డారు.

A Prophecy in Keslapur

I had been traveling continuously since morning and was thoroughly exhausted. That afternoon, we were waiting for our Commissioner of Tribal Welfare at the Keslapur Ashram School in Indervelly mandal, which she was scheduled to inspect. It was also my very first visit to the school.

I struggled to see what was remarkable about the place. To my eyes, it appeared to be just another ordinary ashram school. Yet, given the deep cultural significance Keslapur holds in Gond tradition, visiting it was mandatory for any dignitary or senior official arriving at the Utnoor Integrated Tribal Development Agency (ITDA).

This reverence was not merely because Keslapur is the sacred abode of Lord Nagoba—the deity worshipped by the Mesram clan of the Gonds. It was also because, during the annual Nagoba Jatara held every Pushya month, the state government had been convening the historic ‘Keslapur Darbar’ for nearly half a century to hear the grievances of the tribal people. Furthermore, the region had acquired a grim historical weight following the police firing on a peaceful Gond assembly at Indervelly in the early 1980s.

Despite this rich historical and cultural backdrop, the campus bore no trace of its legacy. It functioned as an ordinary, lifeless hostel, steeped in dull administrative routine. When I stepped onto the premises, it aroused no curiosity within me. Stand-offish and weary, I simply stood there as a typical government officer waiting for a superior’s arrival.

Presently, our Project Officer, Sri Dasari Srinivasulu, arrived escorting Commissioner Smt. Chhaya Ratan. The moment she stepped out of her vehicle, she toured the entire school with boundless energy—greeting the children, inspecting the facilities, and questioning the teachers. I accompanied her every step of the way, but remained completely silent, offering no comments.

Though her subtle facial expressions betrayed her displeasure at the school’s working conditions in one or two places, she refrained from reprimanding anyone. Since I had joined as the District Tribal Welfare Officer at Utnoor in Adilabad district only a few days prior, she spared me any criticism as well.

Yet, as she concluded her inspection and prepared to depart, she turned to the headmaster standing nearby and remarked, “Your new Tribal Welfare Officer has arrived. Just watch—he is going to reshape your schools.”

Her words caught me entirely off guard. With what belief, or through what foresight, had she uttered those words? I turned to look at the school once more. Bringing about even the slightest meaningful improvement here seemed like a task requiring years of relentless, agonizing toil. I could not honestly say I possessed my old enthusiasm.

By then, the dreams I had nurtured in the field of education had been shattered not once, but many times. You initiate a noble endeavor with boundless passion; you push it forward a short distance; then someone abruptly pulls you back. Contradictions arise, escalating into conflict, until the dream sours into a painful ordeal.

Educational initiatives and schools are very much like children. Once you form an emotional bond with them, even the slightest faltering or enforced separation leaves deep scars on the heart, making you reluctant to ever invest yourself so fully again. Such was my guarded frame of mind that afternoon.

That was why her confident prediction that I would overhaul the schools sounded almost surreal and out of place to my ears. Yet, truth be told, being an innate dreamer, I could not help but wonder whether some benevolent Gond deity had quietly showered a blessing upon me in that sacred place at that exact moment.

The Land of Sarasvati

Adilabad is a region of immense historical, cultural, and geographical significance. In particular, the Adivasis of Adilabad occupy a unique place in history. As the renowned anthropologist Christoph von Fürer-Haimendorf—a deeply compassionate scholar who won the hearts of the tribal people—observed, no other Adivasi community in India possesses as distinct and well-documented a historical legacy as the indigenous tribes of Adilabad.

The tribal population of the district, collectively referred to as Gonds, comprises four primary indigenous communities: the Gonds, Pardhans, Kolams, and Thotis. For centuries, these four groups lived deeply intertwined within a single social, political, and economic ecosystem. Alongside them resided smaller populations of Naikpods and Andhs. Since 1976, when the government recognized the Lambadas as a Scheduled Tribe in the district, they too have constituted a significant demographic within the broader tribal fold.

Among these groups, the government designated the Kolams and Thotis as Particularly Vulnerable Tribal Groups (PVTGs). Their small population, reliance on pre-agricultural livelihoods, and extremely low literacy levels keep them in a particularly fragile socio-economic state.

The Gonds were once sovereign rulers of Central India. Historians have traced their royal lineages as far back as the ninth century AD, though their paramount regional rule flourished between the fourteenth and eighteenth centuries. In the mid-eighteenth century, they lost their kingdom to the Marathas. For nearly two centuries thereafter, fragmented into various territories, they languished under the rule of the Bahmani Sultans in Berar, the Nizam of Hyderabad, the Marathas, and the British Empire.

Yet, the Gonds never submitted passively to oppression; they rose in successive rebellions across generations. From early armed struggles to reclaim the historic Manikgarh Fort, to active participation in the 1857 First War of Independence and the subsequent Rohilla uprisings, Gond warriors repeatedly revolted against indigenous despots and colonial rulers alike.

While these earlier uprisings were largely spearheaded by Gond leaders who possessed some familiarity with the outside world, it was Kumram Bheem who gave voice to the raw anger of the remote hill-dwelling Gonds, who had suffered relentless exploitation far from the public eye.

Though Kumram Bheem’s 1940 uprising—centered in the villages of Jodeghat and Babejhari near Asifabad—was modest in geographical scale, its historical impact was monumental.

Unlike previous revolts, which the state dismissed as mere law-and-order disturbances, the Nizam’s administration recognized that Bheem’s rebellion could not be treated as a routine political event. This shift in perspective was largely due to W.V. Grigson, Revenue Member and advisor to the Nizam, who insisted that the Gond problem be understood through a socio-economic lens.

At Grigson’s initiative, the Austrian anthropologist Christoph von Fürer-Haimendorf—who was then in India conducting research among the Naga tribes—was invited to study the Gond predicament from an anthropological perspective. Living in Marlavai village in the Utnoor taluk between 1941 and 1942, Haimendorf carried out an immersive field study and submitted a comprehensive report.

Based on his findings and recommendations, the Nizam’s government initiated historic and highly progressive reforms. These rested on three vital pillars: first, resolving land disputes and securing tribal land rights; second, revitalizing the traditional Rai Center tribal panchayat system; and third, most crucially, designing and implementing a progressive education plan tailored specifically for the Gonds.

While these reforms were unfolding, the State of Hyderabad was merged into independent India, subsequently forming part of Andhra Pradesh. In 1956, as part of the nationwide Community Development Programme, a Tribal Development Block was established at Utnoor. Two decades later, in 1975, the Integrated Tribal Development Agency (ITDA) was set up under the Tribal Sub-Plan strategy, initially headquartered at Adilabad.

Despite these administrative structures, the core living conditions of the Adivasis saw little genuine improvement. This systemic neglect culminated in the tragic Indervelly police firing of 1981, where innocent Gond lives were lost. In the wake of that tragedy, the government relocated the ITDA headquarters from Adilabad directly to Utnoor, forcing the agency to assert its physical and administrative presence in the tribal heartland.

The cycle of unrest, however, did not end there. Around 1986, near Allampalli close to Utnoor, a landmine detonated by armed naxalite insurgents claimed the lives of several police personnel. This violent escalation prompted the then Chief Minister, Sri N.T. Rama Rao, to institute a series of radical policy decisions regarding tribal welfare and security strategy across the region.

These policy decisions were applied not only to the tribal belts of Adilabad, but extended across every Scheduled Area in the state. Under the newly introduced ‘Single Line Administration’ framework, the statutory administrative powers of the District Collector were delegated directly to the ITDA Project Officers within their respective tribal jurisdictions. Furthermore, the government instituted a 100 percent job reservation for local Scheduled Tribes across all non-gazetted and lower-level cadres.

Additional medical and educational personnel were deployed in strength across remote tribal habitations. The state also enacted progressive measures securing tribal land rights, curbing illegal forest encroachments, and granting indigenous communities legal permission to brew traditional Mahua liquor for personal consumption.

Most crucially, the government sanctioned the establishment of 3,777 single-teacher primary schools in unserved tribal habitations statewide. Of these, one thousand schools were sanctioned for the Adilabad agency alone in a single stroke, accompanied by an official pledge to develop Adilabad into a national benchmark for integrated tribal development.

Thus, across the five decades spanning from 1940 to 1990, every uprising and social upheaval that stirred Adilabad brought forth fresh commitments, innovative welfare programs, and a new dawn for tribal life.

To receive an opportunity to serve in such a historic land was, I believe, one of the most precious privileges of my professional life. Yet, though the assignment materialized unexpectedly, several months elapsed before I could actually transition from Kurnool to Adilabad.

The person who first invited me to serve in Adilabad was Sri Kotnak Bheem Rao, then Minister for Tribal Welfare. He was among the most senior and revered tribal statesmen in the state—an elder statesman belonging to the Raj Gond tribe, and the very first graduate among the Adivasis of Adilabad. He was a man of extraordinary gentleness, completely devoid of vanity, humility itself, and utterly incapable of making distinctions of rank or status.

Whenever I recall his memory, the first image that rises before my eyes is our very first meeting at the government guest house in Srisailam. That evening, as he walked to the dining hall for dinner, he personally invited every single person present—senior officers, junior staff, office attenders, and drivers alike—to sit and share the meal alongside him.

In a rigid administrative culture where senior officials seldom tolerate subordinates sharing their table during official banquets, extending such a warm, unpretentious invitation to all was something only Bheem Rao could do—a grace born, no doubt, of his innate Gond heritage.

During my tenure in Kurnool, Minister Bheem Rao toured my district on several occasions. Once, while showing him the integrated development projects we had designed for the vulnerable Chenchu community around Ahobilam, he was deeply impressed and remarked, “Why don’t you come and serve in our district?” I accepted his invitation without hesitation.

Yet, when the official transfer orders arrived, Collector Rajaiah was reluctant to spare my services, detaining me in Kurnool for nearly eight months. It was only through the persistent intervention of Sri Dasari Srinivasulu, Project Officer of the ITDA at Utnoor, that my relief was eventually secured. Had he not pressed the matter so doggedly with the government, the opportunity to serve in Adilabad would have slipped away.

In August 1992, barely a week after my wedding, I was formally relieved at Kurnool and set out for Utnoor alongside my bride. I had no prior knowledge of the town, nor did I know the terrain. Sunkanna and Ramachandraiah, our faithful office staff of Kurnool, accompanied us in the departmental jeep to drop us at our new station.

It was the height of the monsoon, and a thick, continuous drizzle blanketed the landscape. As we journeyed throughout the day, we lost our way among the winding country roads of Telangana, traversing lush green fields of maize as I sought out my new Karmabhoomi—the designated field of my life’s labor.

The moment we crossed the bridge over the majestic Godavari River, a large welcome arch caught my eye (a signboard that stands at that spot to this day): “Welcome to the Land of Saraswati.” At the time, the phrase puzzled me; I did not yet know that the district housed the ancient Gnana Saraswati Temple at Basar.

Under that overcast sky, amidst the rustle of the steady rain and the quiet fatigue of a long journey into the unknown, the realization that I was stepping onto the sacred soil of Saraswati sent a sudden, electric thrill through my entire body. An indescribable joy touched my heart like a gentle, cool breeze.

It was late at night when we finally pulled into Utnoor. No receiving officers were present, but administrative arrangements had been put in place for me to assume charge immediately. After completing the formal paperwork at the office, we moved to the government guest house prepared for our stay.

Standing outside in the porch, Sunkanna and Ramachandraiah waited quietly to take leave and begin their return journey to Kurnool.

As I bade them farewell, both men were overcome by an irresistible wave of emotion, tears streaming down their faces. We had shared an intimate bond over two intense years, enduring countless administrative trials together across the district. As their jeep turned around and vanished into the dark, rain-swept night, I felt with quiet certainty that one significant chapter of my life had closed, and another was unfolding in the ancient, mystical depths of the Dandakaranya forest.
