కరికులం సంస్కరణలు

ఈ సంస్కరణలన్నిటినీ ఉపాధ్యాయులూ, పిల్లలూ, సమాజమూ పూర్తిగా అంగీకరించారనే అనుకోవాలి. వాటి పట్ల వారు పెద్ద వ్యతిరేకతనేమీ వ్యక్తం చేయలేదు. కానీ, మేం ఆశ్రమ పాఠశాలల కరికులంని సంస్కరించడానికి పూనుకున్నప్పుడు మాత్రం తీవ్రాతితీవ్రమైన అసమ్మతీ, నిరసనా, వ్యతిరేకతా వ్యక్తమయ్యాయి. అవి చివరకి రాజకీయవర్గాల్ని కూడా వివాదంలోకి లాగకుండా ఉండలేకపోయాయి.

బహుశా, అక్కడ మేం చేపట్టిన సంస్కరణలన్నిటిలో అత్యంత వివాదస్పదమైన చర్యగా కరికులం సంస్కరణనే చెప్పవలసి ఉంటుంది. అలాగని దాన్ని బట్టి కరికులం సంస్కరణల్ని పాఠశాలలు వ్యతిరేకిస్తాయని గానీ, దానికి యాజమాన్యాలు తీవ్రమైన మూల్యాన్ని చెల్లించవలసి వస్తుందని గానీ మనం అర్ధం చెప్పుకోగూడదు.

బహుశా, నాకు తెలిసి ఆధునిక భారతీయ విద్యలో అంతపెద్దఎత్తున సార్వత్రికంగా కరికులం సంస్కరణలకు సిద్ధపడింది మా గిరిజనాభివృద్ధి సంస్ధ మాత్రమేనని చెప్పాలి. ఆ విధంగా ఆ సంస్కరణల్ని నేనువిద్యాసంబంధంగా అత్యంత చారిత్రాత్మక సంఘటనగా పేర్కొనకుండా ఉండలేను.

అయితే, కేవలం సంస్కరణలొక్కటే సంభవించిఉంటే ఏం జరిగి ఉండేదో నేను చెప్పలేను. ఎందుకంటే, ఒక వైపు మా సంస్కరణలు అమలు జరుగుతూ ఉండగానే మరొకవైపు మా ప్రాజెక్టు అధికారి బడికిపోని ఉపాధ్యాయుల పట్ల అత్యంత కఠినంగా వ్యవహరించడం మొదలుపెట్టారు. ముఖ్యంగా ఏకోపాధ్యాయుల పట్ల ఆయన రాజీలేని వైఖరి చూపడాన్ని మొదలుపెట్టారు.

అటువంటి వైఖరిని నేను కూడా ఉత్నూరు వెళ్లిన మొదటిరోజుల్లో ఆశ్రమ పాఠశాలల సిబ్బంది పట్ల చూపించకుండా ఉండలేకపోయాను. కాని, ఢిల్లీలో శిక్షణ పొందిన తరువాత, నేను ఉపాధ్యాయుల్ని శిక్షించడం కన్నా వారి సామర్ధ్యాల పెంపుదలకి శిక్షణనివ్వడం తక్షణ అవసరమని భావించడం మొదలుపెట్టాను.

కృత్యాధారబోధనని ప్రవేశపెట్టడంతో, నివాససదుపాయాన్ని కల్పించడంతో, ఎడ్యుకేషనల్ కౌన్సిలర్లను ఏర్పాటుచెయ్యడంలో ఏకోపాధ్యాయులకు తమ సామర్ధాన్ని పెంచుకోవడానికీ, తమ పనితీరు మార్చుకోవడానికీ తగినన్ని అవకాశాలు తను కూడా ఇచ్చాననే ప్రాజెక్టు అధికారి భావించారు.

అంత ఏకాగ్రతతో, శ్రద్ధతో, అంకితభావంతో తను విలువైన అవకాశాలు కల్పించినప్పటికీ ఏకోపాధ్యాయులు వాటిని వినియోగించుకోవడానికి సిద్ధపడకుండా తమ పాతపద్ధతుల్లోనే కొనసాగుతూండటాన్ని ఆయన అంగీకరించలేకపోయారు.

ఒక్కొక్కప్పుడు, మనం జీవితంలో కొన్ని అనుభవాలు గడిచిపోయాక, వెనక్కి తిరిగి చూసుకున్నప్పుడు, ‘అప్పుడలా జరగకపోయిఉంటే ఎలా ఉండి ఉండేది’ అని ఆలోచించకుండా ఉండలేం. నిజమే, చరిత్రలో ‘అయితే’ అనిదానికి చోటు లేదు. ఆ సంఘటనల్ని మనం వెనక్కి తిప్పలేం. అలాగని ఆ ఆలోచనల్ని రాకుండా కూడా ఆపలేం. బహుశా, అలా ఆలోచించడం ద్వారా మనం ఆ అనుభవాల్ని కూలంకషంగా అర్ధం చేసుకోవడానికి ప్రయత్నిస్తున్నామేమో, తిరిగి అటువంటి పరిస్ధితులు సంభవించినప్పుడు మరింత మెరుగైన నిర్ణయాల్ని తీసుకునేలా ఆ విచికిత్స మనకి అవకాశమిస్తుందేమో.

ఉత్నూరులో ఆ అనుభవాల్ని తిరిగి తిరిగి పర్యావలోకించుకున్నప్పుడు నాకు మా ప్రాజెక్టు అధికారి చేసిన పనులు తప్పనిసరేనేమో అనిపిస్తుంది. అటువంటి పరిస్ధితిలోకి ఆ విద్యాసంస్ధలూ, ఆ గిరిజనాభివృద్ధి సంస్ధా కూడా తమని తాము నెట్టుకున్నాయి. కేవలం ఇన్‌స్టిట్యూషనలైజేషన్‌ని మాత్రమే అభివృద్ధిగా భావించి, ఆ సంస్ధల ఫలితాలు ప్రజలకు అందుతున్నాయో లేదో పట్టించుకోకపోతే, ఇంటర్నలైజేషన్‌కు అవకాశాన్నివ్వకపోతే, ఏదో ఒక నాటికి ఎవరో ఒకరు దానికి తీవ్ర మూల్యాన్ని చెల్లించకమానదు.

ఆ రోజు ఉత్నూరులో జరిగిందదే. కాని ఈ అనుభవం మారుమూల గిరిజన ప్రాంతాలకు మాత్రమే సంభవించిందీ, వారికి మాత్రమే సంబంధించిందీ అయినట్టయితే నేను దీన్ని ప్రస్తావించడానికి అర్ధమే లేదు. దేశంలోని అత్యధిక గ్రామీణ పాఠశాలలు నేటికి కూడా అదే పరిస్ధితిలో కొనసాగుతున్నందనే, అందువల్ల వాటికి సమాజం ఏదో ఒక రోజు తీవ్ర మూల్యం చెల్లించవలసివచ్చే ప్రమాదం ఉన్నందునే ఈ అనుభవాల్ని నేనిక్కడ ప్రస్తావిస్తున్నాను.

ప్రాథమిక, మాధ్యమిక పాఠశాలల కరికులంలో సంస్కరణల్ని ప్రవేశపెట్టే నాటికే, గిరిజన ప్రాంతాల విద్యాలయాలన్నిటిలో అభద్రత, భీతి విస్తరిల్లి ఉన్నాయి. నేను వాటిని గమనించక పోలేదుగానీ, సామర్ధ్యకల్పన దిశగా పాఠశాలల్ని నడిపించాలంటే వాటన్నిటికీ ఉమ్మడి ప్రణాళిక తప్పనిసరి అన్న దానిలో రాజీపడటానికి మాత్రం సిద్ధంగా లేను.

ఉత్నూరు గిరిజన ప్రాంతం జిల్లా అంతటా దాదాపు నలభైనాలుగు మండలాల్లో విస్తరించి ఉంది. పార్వతీపురంలోలాగా ఇక్కడ ఏడాదికి ఒక పాఠశాలని ఎంపిక చేసుకుని దాన్ని ఆదర్శపాఠశాలగా తీర్చిదిద్దతే దాని ప్రభావానికి తక్కిన పాఠశాలలు మేల్కొంటాయని ఆశించలేం. పాఠశాలకీ పాఠశాలకీ మధ్య భౌతిక దూరమూ ఎక్కువే. సామాజిక దూరమూ ఎక్కువే. అటువంటి దూరమూ, ఒంటరితనమూ తీవ్రంగా ఉన్నాయి కాబట్టే అక్కడ స్కూలు కాంప్లెక్సు వ్యవస్ధని ఏర్పాటు చెయ్యడం జరిగిందని ఇంతకుముందే వివరించాను.

అటువంటి పరిస్ధితుల్లో నాకు అక్షరాస్యతా ఉద్యమం అనుభవాలు కొంతదారి చూపించాయి. మనం నిర్దిష్ట ప్రణాళికను ముందుస్తుగా సిద్ధం చేసుకుంటే దాన్ని స్కూల్ కాంప్లెక్స్‌ల ద్వారా అమలు చేస్తే ఫలితాలు సత్వరంగా, గణనీయంగా ఉంటాయని నేను భావించాను.

అయితే, కర్నూల్లో ప్రణాళిక, దాని దర్శనం ఒక కలెక్టర్ చేతుల్లో, నిర్ణయాధి కారం ఒక కోర్ కమిటీ చేతుల్లో మాత్రమే ఉండేవి. అందుకు భిన్నంగా నేను నా ప్రణాళికను విద్యాసంవత్సరం ప్రారంభంలోనే ప్రతి ఉపాధ్యాయుడి చేతుల్లోనూ ఉంచాలనుకున్నాను. ప్రతి ప్రధానోపాధ్యాయుడికీ నా దర్శనాన్ని తన దర్శనంగా భావించేలా చేయాలనుకున్నాను. దాన్ని అమలు పరిచే బాధ్యత ప్రతి స్కూల్ కాంప్లెక్స్ తన భుజాలకెత్తుకోవాలనుకున్నాను.

కరికులంకి సంబంధించి మూడు ముఖ్యమైన అంశాల్ని నేను ఆ ప్రణాళిక ద్వారా సంస్కరించాలనుకున్నాను. మొదటిది, పాఠ్యబోధనకు సంబంధించిన అంశాల్ని, అందులో టైంటేబుల్, పాఠ్యాంశాలకు అవసరమైన కాలవ్యవధి, ఆయా పాఠాల్ని చెప్పవలసిన నెలలు, వాటిని బోధించేతీరు మొదలైనవి ఉన్నాయి.

రెండవది, సహపాఠ్యకార్యక్రమాలు, అదనపు పాఠ్యకార్యక్రమాలకు సంబంధించింది. పాఠశాలను గిరిజన జీవితానికి, ఉత్పాదకతకు సన్నిహితంగా తీసుకు వెళ్లడానికి సహపాఠ్యకార్యక్రమాలు, అదనపు కార్యక్రమాలు ఎంతో ఉపకరిస్తాయని నేను గ్రహించాను. వాటికి పాఠశాలల్లో తగినచోటు లేనందున మాత్రమే పాఠశాల ప్రజాజీవితానికి దూరంగా జరిగిపోతోందని గ్రహించినందువల్లనే దాన్ని కూడా నా సంస్కరణాంశంగా ఎంచుకున్నాను.

మూడవది, పరీక్షలు, పిల్లల హాజరు, వెనకబడిన విద్యార్ధుల కోసం ప్రత్యేక కార్యక్రమాలు మొదలయినవాటికి సంబంధించింది.

ఈ సంస్కరణల్ని వివరించేముందు మన జాతీయ కరికులం ఫ్రేమ్ వర్క్ గురించి నాలుగుమాటలు చెప్పవలసిఉంటుంది. భారతదేశంలో నెలకొని ఉన్న కరికులం విషయంలో కొఠారి కమిషన్ తీవ్రపదజాలాన్ని వాడిందని నేను ఈ సందర్భంగా గుర్తుచెయ్యాలి. కమిషన్ ఇలా అంది :

జాతీయ విద్యా కరికులం దేశం కోసం కరికులం ఫ్రేమ్‌వర్క్‌ని రూపొందిస్తున్నప్పుడు కొఠారి కమిషన్ ఆశయాల్ని పూర్తిగా ప్రతిఫలించలేదనే చెప్పాలి. 1975లో రూపొందించిన ఫ్రేమ్‌వర్క్ గాని, దాన్ని తిరిగి 1988 లో సవరించి రూపొందించిన కరికులం ఫ్రేమ్‌వర్క్ గాని జాతీయ కమిషన్ స్ఫూర్తిని వదిలిపెట్టి రూపొందించిన విధాన పత్రాలేనని చెప్పవలసి ఉంటుంది. అప్పటికింకా 2000 సంవత్సరం నాటి కరికులం ఫ్రేమ్‌వర్క్ రాలేదు.

ఏ పుస్తకవిద్యనయితే బీదప్రజలమీద రుద్దకూడదని మహాత్మాగాంధీ భావించాడో ఆ పుస్తకవిద్యను కొఠారి కమిషన్ నంగిరినంగిరిగా అమోదించగా, జాతీయ కరికులం విధాన పత్రాలు 1975,1988, 2000 ఆ నంగిరితనాన్ని కూడా వదిలిపెట్టి నిస్సంకోచంగా తిరిగి ఆ పుస్తకవిద్యనే గాఢాలింగనం చేసుకున్నాయి. ఎందుకిలా జరిగింది?

ఇది యాదృచ్ఛికం కాదు. దీనివెనక ఉన్న నేపథ్యానికి మానవచరిత్రకెంత నేపథ్యముందో అంత నేపథ్యముంది. మొదటినుండీ మానవజీవితంలో, సమాజంలో కాయకష్టం తక్కువ స్ధాయికి చెందిన మానవానుభవంగానూ, పుస్తకపఠనం విశిష్ట స్ధాయికి చెందిన మానవానుభవంగానూ గుర్తింపుపొందుతూ వచ్చాయి. దీనివల్ల పాఠశాలలు తొలినుంచీ సమాజాన్ని రెండు స్రవంతులుగా విడగొడుతూ వచ్చాయి. ఒకటి శిష్టసమాజం. అది పుస్తకపఠనం మీద ఆధారపడ్డ చదువుని ఇష్టపడుతుంది. ఆ పుస్తకాలేమిటన్నది ఆయా కాలాన్ని బట్టి మారుతూ ఉండవచ్చు. ప్రాచీన కాలంలో ఆ పుస్తకాలు మతగ్రంథాలు. మధ్యయుగాల్లో అవి సాహిత్య, తత్త్వశాస్త్ర గ్రంథాలు. ఇప్పటి యుగంలో సాఫ్ట్‌వేర్, టెక్నాలజీ, మెడికల్ గ్రంథాలు.

అన్ని యుగాల్లోనూ గమనించవలసింది ఒక్కటే. అదేమంటే పుస్తకపాండిత్యం శిష్టజనవిద్యకి గుర్తు. మరొకవైపు ఆ పుస్తకపఠనంలో వెనకబడే మనుష్యసమూహాలకు, కాయకష్టానికి చెందిన నైపుణ్యాల్నివ్వడమే గత్యంతరంగా ఉంటుంది.

ఇది నిజానికి కృత్రిమవిభజన. మనమొకవేళ ఈ కృత్రిమవిభజనను అంగీకరించామనుకున్నా. మన పాఠశాలలకి ఆ కృత్రిమ విభజన పట్ల కూడా గౌరవం లేదని మనకు బోధపడుతుంది. ఎందుకంటే అవి పుస్తకజ్ఞానం మీద ఆధార పడినంతగా కాయిక నైపుణ్యాల మీద ఆధారపడలేదు. వాటి దృష్టిలో చదువంటే పుస్తకం పట్టి చదివే చదువు మాత్రమే. ఆ చదువులో ఉత్తీర్ణుడైనవాడే విద్వాంసుడు. దానిలో తప్పిపోయినవాడు నిరక్షరాస్యుడు.

మనది ప్రజాస్వామిక దేశమే అయినప్పటికీ, మన విద్యాదర్శాలు విద్యని సార్వత్రికం చెయ్యాలని ఎంతగా తపించినప్పటికీ మన విద్యావిధాన పత్రాలు మాత్రం విద్యనొక శిష్టజన నైపుణ్యంగానే భావించడానికి అలవాటు పడిపోయాయి. ఆ అలవాటే మన కరికులం రూపకల్పనను నిర్ధారిస్తూన్నంతకాలం విద్య పుస్తకవిద్యగానే పరిగణించబడుతుంది.

కాని నాకు గిరిజన సమాజాల్ని విద్యావంతం చేయవలసిన బాధ్యత ఉంది. ప్రస్తుత పాఠశాలల నుండి నూటికి ఎనభై మంది పిల్లలు జారిపోతున్నారంటే దాన్ని నేను ఆ పిల్లల బలహీనతగా భావించలేను. ఈ ‘డ్రాప్ అవుట్’ గురించి జాతీయ విద్యా విధానం గానీ, కరికులం పత్రాలు గాని ఏమీ ఆలోచించనట్టే కనిపించింది.

నిజానికి ‘డ్రాప్ అవుట్’ అనే పదంలో కూడా తృణీకారం, అవహేళన, నిర్దయ ఉన్నాయి. దీనికి ప్రత్యామ్నాయంగా నేను రెండు పదాలు విన్నాను. ఒకటి ప్రొఫెసర్ శశిధరరావుగారు తరచు వాడుతూండే పదం ‘పుష్ అవుట్’ అనేది. ఆయన అనేదేమంటే బడి నుంచి పిల్లవాడు తనకై తాను జారిపోవడం లేదనీ, యథార్ధానికి బడినే అతణ్ణి తననుంచి బయటకు గెంటేస్తోందనీ. పుస్తకవిద్యమీద వల్లమాలిన అభిమానం చూపిస్తున్నందువల్ల పాఠశాలలు గిరిజన, దళిత, గ్రామీణ విద్యార్ధుల్ని బయటకు నెట్టేస్తూనే ఉంటాయని ఆయన మాటల ద్వారా నేను గ్రహించాను.

మరొకమాట నేనొక సాంఘిక కార్యకర్త నుంచి విన్నాను. ఆ కార్యకర్త ‘డ్రాప్ అవుట్ రేటు’ అనే పదానికి బదులు ‘రిజక్షన్ రేటు’ అనే పదాన్ని వాడాలని సూచించింది. ఆ మాట నాకు చాలా నచ్చింది. పిల్లలు బడిని మధ్యలో విడిచిపెట్టేస్తున్నారంటే దాని అర్ధం వారు దాన్ని ఆ మేరకు తిరస్కరిస్తున్నారని, గిరిజనుల్లో నూటికి 80 మంది బడిని మధ్యలో వదిలిపెట్టేస్తున్నారంటే దాని అర్ధం నూటికి 80 మంది గిరిజన బాలబాలికలు పాఠశాలల్ని ప్రస్తుత రూపంలో తిరస్కరిస్తున్నారన్న మాట. వారి తిరస్కారానికి మూలాలు ఎక్కడున్నాయి?

విద్యాప్రణాళికల రూపకల్పనలు చేసేవారు గిరిజన, లేదా దళిత లేదా గ్రామీణ విద్యార్ధులు బడి మానెయ్యడానికి కారణం పేదరికంలో ఉందంటారు. అది అర్ధ సత్యం మాత్రమేననీ, బడి తన కరికులంని కేవలం పుస్తకాధారకరికులంగా మాత్రమే పరిమితం చేసుకోవడం అంతకన్నా ముఖ్యకారణమని గుర్తించాలి.

ఈ ప్రహేళికను ఎక్కడ ఛేదించాలి? సూక్ష్మంగా పరిశీలించగా నాకు దీనికి మూలాలు బడి టైంటేబుల్‌లో ఉన్నాయనిపించింది. ప్రతి ప్రధానోపాధ్యాయుడూ తన పాఠశాలకొక టైం టేబుల్‌ని రూపొందిస్తున్నప్పుడు దానిలో పాఠ్యకార్యక్రమాలకీ మధ్య ఒక నిష్పత్తి ప్రకారం కాలాన్ని కేటాయిస్తాడు.

ఆ నిష్పత్తి ఎలా కేటాయించాలో పాఠశాల విద్యాశాఖ కమిషనర్ ఎప్పటి కప్పుడు తెలియచేస్తుంటాడు. ఆ సాంకేతిక పరిజ్ఞానాన్ని పాఠశాల విద్యాశాఖ కమిషనర్‌కు రాష్ట్ర విద్యాశిక్షణా, పరిశోధనా సంస్ధ (ఎస్.సి.ఇ.ఆర్.టి) అందిస్తుంది. ఆ పరిజ్ఞానాన్ని ఎస్.సి.ఇ.ఆర్.టి జాతీయ కరికులం ఫ్రేమ్ వర్క్ నుంచి సంగ్రహిస్తుంది.

మరి కరికులర్, కో-కరికులర్, మరియు ఎక్ట్స్రా కరికులర్ అంశాలకు దేనికి ఎంత సమయాన్ని కేటాయించాలో జాతీయ కరికులం ఫ్రేమ్‌వర్క్‌కి ఎవరు చెప్పారు? ఇలా ప్రశ్నించుకుంటూ పోతే మనం బెంజిమిన్ బ్లూమ్ దగ్గరకు చేరతాం. బ్లూమ్ అమెరికాకు చెందిన విద్యా, మనోవైజ్ఞానిక వేత్త. అతడు విద్యాలక్ష్యాల వర్గీ కరణకు ప్రయత్నించాడు. ఆ ప్రయత్నంలో అతడు విద్యాలక్ష్యాలను స్ధూలంగా గ్రహణ- సామర్ధ్య క్షేత్రమనీ (కాగ్నిటివ్ డొమైన్), భావావేశక్షేత్రమనీ (ఎమోటివ్ డొమైన్), మానసిక – శారీరిక చలన క్షేత్రమనీ (సైకో-మోటార్ డొమైన్) అనీ విభజించాడు.

మన విద్యావేత్తలు ఈ క్షేత్రాలకు అనుగుణంగా కరికులంని రూపొందిస్తున్నప్పుడు కాగ్నిటివ్ డొమైన్ ద్వారా బోధించే విషయాల్ని పాండిత్య (స్కాలస్టిక్) విషయాలన్నారు. మొత్తం పుస్తకవిద్య అంతా ఈ క్షేత్రం పరిథిలోకి వస్తుంది. తెలుగు, గణితం, సాంఘిక శాస్త్రాలు, సైన్సు, ఇతరభాషలు అన్నీ పాండిత్యవిషయాలే. సహ పాఠ్యకార్యక్రమాలన్నీ భావావేశరంగానికి చెందినవనీ, అదనపు పాఠ్యకార్యక్రమాలు మానసిక – శారీరక చలనసంవేదనకు చెందిన విషయాలనీ కరికులం కర్తలు భావించారు.

ఈ రెండింటినీ పాండిత్యేతర (నాన్-స్కాలస్టిక్) అంశాలుగా పేర్కొన్నారు. కరికులం ఫ్రేమ్ వర్క్ పాండిత్య, పాండిత్యేతర అంశాల పట్ల సమయ విభజనకు పూనుకున్నప్పుడు ఆ విభజనను ఒక్కో దశకు ఒక్కో నిష్పత్తిలో నిర్ణయించింది.

అది ప్రాథమిక విద్య అయితే మొత్తం సమయంలో పాండిత్యవిద్యకు 60% సమయాన్నీ, పాండిత్యేతర విద్యకు 40% సమయాన్నీ కేటాయించాలనీ, ప్రాథమికోన్నత స్ధాయిలో ఆ నిష్పత్తి 70% : 30% ఉండాలనీ, ఉన్నత విద్యలో అది 75%:25% ఉండాలనీ నిర్ణయించింది. ఆ నిష్పత్తి ప్రకారమే పాఠశాలల కాల నిర్ణయ పట్టికల్ని తయారుచేయాలని పాఠశాల విద్యాశాఖ కమిషనర్ జిల్లాలకు ఉత్తర్వులిస్తూ ఉంటాడు.

ఈ విభజననే కృత్రిమ విభజన. బ్లూమ్ చేసిన టాక్సానమీ విద్యాలక్ష్యాల్ని బల్లపరుపుగా అర్ధం చేసుకోవడానికి ప్రయత్నించిన ఆధునిక భావన. తక్కిన పాశ్చాత్య నిర్మాణాలన్నిటిలానే అది కూడా చైతన్యవంతమైన, చలనశీలమైన అంశాన్ని యాంత్రికంగా అర్ధం చేసుకోవడానికి ప్రయత్నించిన నిర్మాణం. నిజానికి సృజనని బల్లపరుపుగా పరవలేం.

ఉదాహరణకి ఒక పువ్వు పూసిందనుకోండి. ఆ వికాసాన్ని చూసినప్పుడు మనలో గ్రహణశీలసంవేదనలు, భావావేశసంవేదనలు, మానసిక-శారీరక చలన సంవేదనలు ఒక్కసారిగా విజృంభిస్తాయి. ఆ విజృంభణలో దేనిశాతం ఎంత అనే లెక్కల్ని వెయ్యడం కష్టం.

పోనీ ఒకవేళ వేసామే అనుకున్నా, ఆ లెక్కలు 60% : 40% లేదా 70% : 30% ఉంటాయని ఏమిటి నమ్మిక? పిల్లవాడికి ప్రాథమిక విద్యలో పాండిత్యవిషయాలకు తక్కువ ప్రాధాన్యతా, ఉన్నతస్ధాయి విద్యలో ఎక్కువ ప్రాధాన్యతా ఉంటాయని ఎలా చెప్పగలం? దీనికి ఏ విధమైన పరిశోధనలు, అధ్యయనాలు, పరిశీలనలు ప్రాతిపదికగా ఉన్నాయి? ఎవరో ఎన్.సి.ఇ.ఆర్.టి ప్రొఫెసర్ నిర్ణయించిన ఈ నిరాధార నిష్పత్తుల్ని మారు ప్రశ్నించకుండా దేశీయ విద్యతలకెత్తుకోవడం మరింత ఆశ్చర్యం.

కనీసం ఆ నిష్పత్తుల్ని పాటించినా కూడా బాగా ఉండేది. వాస్తవంలో వాటి ఆచరణ చాలా హాస్యాస్పదంగా, శోచనీయంగా ఉంటుంది. ఒక ప్రధానోపాధ్యాయుడు తనకి అందుబాటులో ఉన్న ఉపాధ్యాయుల్ని, వారి వారి పరిమితులమేరకు టైం టేబుల్‌లో అమర్చడానికి పూనుకున్నప్పుడు అందులో ఎక్కడన్నా పూడ్చలేని ఖాళీలు కనిపిస్తే వాటిని పాండిత్యేతర అంశాలకు కేటాయిస్తాడు.

దానివల్ల ఒక్కో తరగతిలో ఒక్కో ఖాళీ పీరియడ్ ఏర్పడుతుంది. అతడా ఖాళీ పీరియడ్‌లో నీతివిద్య, సామాజికంగా ప్రయోజనాన్ని కలిగించే ఉత్పాదక శ్రమ (ఎస్.యు.పి.డబ్ల్యు) అని రాసుకుంటూ పోతాడు. పిల్లలు స్కూళల్లో ఆ వేళల్లో వాటిని తీరిక సమయాలుగా భావించి అల్లరి చేస్తుంటారు. ఉపాధ్యాయులకు కూడా అవి తీరికగంటలుగానే చలామణి అవుతుంటాయి.

మరొక చిత్రమేమిటంటే కొన్ని పాఠశాలల్లో క్రాఫ్ట్స్ టీచరు లేదా డ్రాయింగ్ టీచరు ఉన్నారనుకోండి. వాళ్లు ఆ సబ్జెక్టుల ద్వారా నాన్-స్కాలప్టిక్ అంశాలని బోధిస్తున్నారని ప్రధానోపాధ్యాయుడు భావిస్తూ ఉంటాడు. కాని ఆ సమయంలో వారు తమ పిల్లలకేమి బోధిస్తున్నారన్నది అతడు నిశితంగా పరీక్షించడు.

ఉదాహరణకి ఎస్.యు.పి.డబ్ల్యు నే తీసుకోండి. దాని అర్ధం క్రాప్ట్స్ అని మాత్రమే కాదే. అది సామాజికంగా ప్రయోజనం కలిగిన ఏ ఉత్పాదక శ్రమ అయినా కావొచ్చు. ఆశ్రమ పాఠశాలల్లో పిల్లల యూనిఫారములు తరచు చిరిగిపోయి, కాజాలు సాగిపోయి, గుండీలు ఊడిపోయి కనిపిస్తుంటాయి. ఆ తరగతి సమయంలో వారి ఎదట దారాలు, గుండీలు పోగుపోసి ఏ ఉపాధ్యాయుడైనా ఆ చినిగిన దుస్తుల్ని ఎలా సవరించుకోవాలో విద్యార్ధులకు చూపించాడనుకోండి. దాన్ని సామాజిక ప్రయోజనం కలిగిన ఉత్పాదక శ్రమ కాదనగలమా? ఏ ఒక్క పాఠశాలకైనా ఇటువంటి అవకాశాలు అపారం.

అయినప్పటికీ కరికులం సంస్కరణల్ని చేపట్టినప్పుడు మేం జాతీయ కరికులం ఫ్రేమ్ వర్క్‌ని భంగపరచలేదు. దానిలోని నిర్మాణాలు నాకెంత కృత్రిమంగా, యాంత్రి కంగా కనిపించినప్పటికీ, నా వ్యక్తిగత అభిప్రాయాలతో సార్వత్రిక విద్యను కలవర పరచాలనుకోలేదు. నేను చేసిందల్లా, దాన్ని నిర్మాణానికి అనువుగానే పాఠశాలల టైం టేబుళ్లను సరిదిద్దాను.

అంటే, ఉదాహరణకి ప్రాథమిక విద్యలో పాండిత్య, పాండిత్యేతర అంశాల మధ్య నిష్పల్తి 60% : 40% ఉండాలంటే, ప్రాథమిక పాఠశాల రోజుకు ఐదు గంటలు పనిచేస్తుందంటే అందులో మూడు గంటలు పాండిత్యాంశాల బోధనకూ, రెండు గంటలు పాండిత్యేతర అంశాలబోధనకూ వినియోగించాలని నిర్ణయించాం. ప్రాథమిక పాఠశాల ఉదయం 9 గంటలకు మొదలవుతుందంటే 12 గంటలదాకా పాండిత్య అంశాల బోధన సాగాలనీ, మధ్యాహ్నం 1.30 నుంచి 3.40 దాకా సహ పాఠ్యకార్యక్రమాల మీదా, అదనపు పాఠ్యకార్యక్రమాల మీదా దృష్టి పెట్టాలనీ ఆదేశించాం.

దీనివల్ల దాదాపుగా ప్రతి ప్రాథమిక పాఠశాలలోనూ మధ్యాహ్నమంతా ఆటపాటలతోనే గడిచిపోతుంది. ప్రాథమిక పాఠశాలల్లో పాండిత్య అంశాల బోధన కూడా కృత్యాధార పద్ధతిలో నడవవలసినందున నిజానికి పొద్దుటిపూట చదువు కూడా విద్యార్ధికి మానసిక ఉల్లాసంతో, ఉత్సాహంతో నడిచే అవకాశాలే ఎక్కువగా ఉండేవి.

ఉన్నత, ప్రాథమికోన్నత పాఠశాలల విషయానికి వస్తే, సహ పాఠ్యకార్యక్రమాలు, అదనపు పాఠ్యకార్యక్రమాలు మరింత శాస్త్రీయంగా, హేతుబద్ధంగా చేపట్టటానికి ప్రయత్నించాం. ఉన్నత పాఠశాలల్లో వాటికి కేటాయించవలసిన సమయం మొత్తం సమయంలో 25% అనుకుంటే, మొత్తం పాఠశాల పనిసమయం ఆరుగంటల్లో దానికి దాదాపుగా గంటా, గంటన్నర సమయం లభ్యమయ్యేది.

మేం చేసినదేమంటే ఆ గంటన్నర సమయాన్ని పాఠశాల కాలనిర్ణయ పట్టికలో చివరికి జరిపేసాం. దాన్ని రెండు పీరియడ్లుగా విభజించి మొదటిపీరియడ్‌ని అంటే 3.20 నుంచి 4 దాకా క్లబ్ కార్యక్రమాల సమయంగానూ, 4 నుంచి 4.40 దాకా  ఉమ్మడి కార్యక్రమాల సమయంగానూ ఏర్పాటుచేసాం.

అందుకుగాను పాఠశాలలోని పిల్లలందరినీ వారి వారి ఆసక్తుల ననుసరించి వివిధ సభలుగా ఏర్పాటుచేయవలసి ఉంటుంది. సంగీత నాటక సభ, కళాకౌశల సభ, పర్యావరణ పరిశీలన సభ, సంఘవిజ్ఞాన సభ, శాస్త్రవిజ్ఞాన సభ, క్రీడా సభ అటువంటి ముఖ్యమైన సభలు. ఆయా సభలు ఏడాది పొడుగునా ఏ నెలలో ఏ వారంలో ఏ పనిచేయాలో మేం ముందే ప్రణాళికను రూపొందించాం.

ఉదాహరణకి, శాస్త్రవిజ్ఞానసభ, ప్రతివారం ఒక థీమ్ తీసుకుని ఆ ఇతివృత్తం మేరకు తన కార్యకలాపాల్ని కొనసాగిస్తుంది. ఆ ఇతివృత్తాలు గిరిజన జీవితానికి సన్నిహితమైనవీ, మారుతున్న రుతువులకి అనుగుణంగా ఉండేవీ అయి ఉంటాయి.

ఆ మేరకి, ఉదాహరణకి సెప్టెంబరు నెలలో, వ్యాధులు బాగా ముసిరే అవకాశం ఉండే సమయం కాబట్టి ఆ నెలలో ఒక వారం ఆ సభ ‘అంటువ్యాధుల్ని’ థీమ్‌గా తీసుకుని పరిశీలన చేస్తుంది. అలాగే భూసారపరిరక్షణ మొదలుకుని, దుస్తుల దాకా ఎన్నో ఇతివృత్తాల మీద ఆ సభ కార్యకలాపాల్ని కొనసాగిస్తుంది. ఆ ఇతివృత్తాలు పిల్లల పాఠ్యపుస్తకాల్లోని వివిధ పాఠ్యాంశాలకి సంబంధించినవే. ఆ విషయాన్ని కూడా ప్రణాళిక స్పష్టం చేస్తుంది.

ఉదాహరణకి ‘మన ఇంటిని శుభ్రపరచుకుందాం’ అనే థీమ్ 7వ తరగతి సామాన్యశాస్త్రంలో, 8వ, 9వ, 10వ తరగతుల జీవశాస్త్రంలో ఉన్న పాఠాలలోని సారాంశాన్నే ఆచరణాత్మకంగా తెలుసుకునే అవకాశాన్నిస్తుంది.

ఆ థీమ్ కింద ఆ సభ పాఠశాల, హాస్టల్లోని పరిశుభ్రత గురించీ, మురుగు నీటి పారుదల ఏర్పాట్ల గురించీ, మరుగుదొడ్లు, మూత్రశాలలు సక్రమంగా ఉన్నాయా లేదా అన్నదాని గురించీ, గ్రామంలోని మంచినీటి బావిలో క్లోరినేషన్ గురించీ పరిశీలిస్తుంది. ఒక్కొక్కప్పుడు ఆ పరిశీలనల్లో ఇంటర్వ్యూలు, గ్రామసందర్శనలు కూడా ఉండవచ్చు.

ఉదాహరణకి ‘దుస్తులు’ అనే థీమ్ కింద చేపట్టదగ్గ పరిశీలనల్లో మచ్చుకి కొన్ని పరిశీలనలు ఇలా ఉండవచ్చు.

  • గ్రామంలో గల పత్తిచేల సందర్శన
  • వివిధరకాల దుస్తుల గురించి తెలుసుకోవడానికి గ్రామంలో గల వస్త్రాల దుకాణం సందర్శన
  • దుస్తులు కుట్టే విధానం మీద టైలర్‌తో ఇంటర్వ్యూ
  • సమీపంలో గల స్పిన్నింగ్, జిన్నింగ్ లేదా పట్టుపరిశ్రమ క్షేత్రాల సందర్శన.

              అలాగే సంఘవిజ్ఞాన సభ, పాఠశాల చుట్టూ ఉండే పరిసర సాంఘిక సమాజాన్ని అర్ధం చేసుకోవడానికి ప్రయత్నిస్తుంది. అది కూడా వారానికొక థీమ్ ఎంచుకుని ఆ థీమ్ ప్రకారమే తన పరిశీలనను చేపడుతుంది.

సాధారణంగా ఆ థీమ్‌లు గిరిజనబాలబాలికలకు తమ హక్కుల గురించీ, వివిధరకాల అన్యాయాల గురించీ, వాటిని తొలగించడానికి అందుబాటులో ఉన్న చట్టపరమైన సదుపాయాల గురించీ చెప్పేవిగా ఉంటాయి.

అవి ‘మన సమాజము’, ‘ప్రజాస్వామ్యము – పరిపాలన’, ‘సాంఘిక దురాచారాలు’, ‘ప్రజాజీవితము’ ‘ప్రణాళిక’ వంటి విస్తృత అంశాల మీద ఎంచుకో బడతాయి. ప్రతి ఒక్క అంశం కింద మళ్లా ‘ఉత్పత్తి’, ‘శ్రమ’, ‘పెట్టుబడి’, ‘పరిపాలన’, ‘పంచాయితీ’, ‘అంటరాని తనం’ మొదలైన సబ్ థీమ్‌లు ఉంటాయి. ప్రతి ఒక్క థీమ్ మేరకు చేపట్టవలసిన పరిశీలనల్ని నమూనా జాబితా రాసుకోవడం కూడా జరిగింది.

ఉదాహరణకి ‘ఉత్పత్తి’ అనే థీమ్ కింద ‘ఉత్పత్తి సాధనాలు – భూమి’ అనే సబ్ థీమ్‌ను ఎంచుకుని దానికింద ఈ కింది కార్యక్రమాల్ని చేపట్టవచ్చునని సూచించడం జరిగింది.

  • భూమిధరలు – వివిధరకాల భూముల ధరలను గురించి తెలుసుకోవడం
  • భూమి, తనఖా, కౌలు, అమ్మకం మొదలైన వాటి గురించి తెలుసుకోవడం
  • భూకమతాలు, చిన్నకమతాలు, పెద్ద కమతాల గురించి తెలుసుకోవడం, చూడటం,
  • భూమి సీలింగు – భూసంస్కరణలు, భూమి చట్టాల అమలు మొదలైన వాటి పరిస్ధితి ఎలా ఉందో గ్రామంలో ప్రత్యక్షంగా చూడటం.

సంగీతనాటకసభ వివిధ తరగతుల భాషావాచకాల్లో ఉన్న కథల్ని నాటకీ కరించడానికి ప్రయత్నిస్తుంది. అటువంటి నాటకీకరణకు అవసరమైన రంగాలం కరణను, చిత్రాలంకరణను కళాకౌశల సభ నిర్వహిస్తుంది.

ప్రతిరోజూ క్లబ్ కార్యక్రమాల్లో ఈ సభలు వేదికని విడివిడిగా కార్యక్రమాలు నిర్వహించాక, 4 గంటలనుండి 4.40 దాకా అందరూ సమావేశమై ఉమ్మడి కార్యక్రమాల్ని చేపడతారు. ఆ ఉమ్మడి కార్యక్రమాల్లో ఆయా క్లబ్బులు నెల పొడుగుతా చేసిన కృషిని ప్రదర్శించడం, ఉమ్మడి క్షేత్ర పర్యటనలు, ఎవరైనా అతిథిని ఆహ్వానించి అతనితో గడపడం వంటివి ఉంటాయి.

ముఖ్యంగా పాఠశాలలకి స్ధానికంగా ఉండే రిసోర్స్ పర్సన్లు అసంఖ్యాకంగా ఉంటారు. మారుమూల మండలంలో ఉన్న గిరిజన పాఠశాలకు ఆ విధంగా ఎంతమంది అందుబాటులో ఉండగలరో చూదామని జాబితా తయారు చేస్తే దాదాపు ఎనభై-తొంభై మంది రిసోర్స్ పర్సన్లు లెక్కతేలారు!

ఉదాహరణకి, గ్రామంలో సైకిలు రిపేరుపనివాడు ఉన్నాడనుకుందాం. సైకిలు పనిచేసే విధానాన్ని విద్యార్ధులకు వివరించడానికి అతడికి సైన్సు ఉపాధ్యాయుడి కన్నా ఎక్కువ నైపుణ్యం ఉంటుందనడంలో సందేహం లేదు. అలా చూసినట్లయితే, గ్రామ అధికారి, అంగన్ వాడి కార్యకర్త, ఎ.ఎన్.ఎం.వ్యవసాయ విస్తరణాధికారి, జి.సి.సి.సేల్స్‌మేన్, అసిస్టెంటు ఇంజనీర్, మెడికల్ ఆఫీసర్, పోలీసు సబ్ ఇనస్పెక్టర్.. ఈ జాబితాకు అంతులేదు.

వారిలో ప్రతి ఒక్కరిని పాఠశాలలో విద్యార్ధులతో ఒక గంట గడపమని ఆహ్వానించి నందువల్ల రెండురకాల ప్రయోజనాలున్నాయి. మొదటిది, అది పాఠశాల మొనాటీని పోగొడుతుంది. ప్రతిరోజునూ రొటీన్‌గా కాక కొత్తగా గడిపే అవకాశాన్ని స్తుంది. రెండవది, ఆ పాఠశాలలోపల ఏం జరుగుతోందో సమీప సమాజానికొక అవగాహన ఏర్పడుతుంది. ఆ సమాజం ఆ పాఠశాలను తనదిగా భావించడానికి, చెప్పుకోవడానికి ఉత్సాహపడుతుంది.

ఇటువంటి ఏర్పాట్లతో పాటు పండగదినాల్ని, సెలవుదినాల్ని గడపడానికి కూడా ప్రణాళిక రూపొందించడం జరిగింది. దీపావళి, క్రిస్మస్, రంజాన్ వంటి పండుగల్లో స్ధానిక మతపెద్దల్ని ఆమ్వానించడం, బాలబాలికలతో సాంస్కృతిక కార్య క్రమాల్ని నిర్వహించడం కూడా ఆ ప్రణాళికలో భాగంగా ఉన్నాయి.

ఈ విధంగా పాఠశాలలు కాలక్రమపట్టికలని, సహపాఠ్య, అదనపు పాఠ్య కార్యక్రమాల నిర్వహణని సంస్కరించడం ద్వారా పాఠశాలలు తమ ఒంటరితనం నుంచీ, నిస్తేజం నుంచీ బయటపడతాయని నేను భావించాను.

మూడవ అంశం, పిల్లల అకడమిక్ పెర్ ఫార్మన్స్‌ కు సంబంధించింది. సాధారణంగా ప్రాథమిక పాఠశాలలకు ఉమ్మడి పరీక్షలుండవు. వాటిని పాఠశాలలు తమకై తాము నిర్వహించుకోవాలని ప్రభుత్వం ఉద్దేశ్యం. కాని ఆచరణకు వచ్చేటప్పటికి అసలు పరీక్షలే లేని స్ధితి నెలకొని ఉండేది. ఎవరన్నా ప్రధానోపాధ్యాయుడు పరీక్షలు పెట్టినా ఆ ప్రశ్నపత్రాలు తను రూపొందించినవి కాక, బజారులో స్టేషనరీ దుకాణాల్లో కొనుగోలు చేసినవే అయి  ఉంటాయి.

అలాగని పరీక్షల నిర్వహణని కేంద్రీకృతం చేస్తే కూడా ఆ పరిణామాలు ఎలా ఉంటాయో ప్రాథమికోన్నత, ఉన్నత పాఠశాలల విషయం తెలియచేస్తుంది. ఆయా పాఠశాలల్లో త్రైమాసిక, అర్ధసంవత్సర, వార్షిక పరీక్షల ప్రశ్న పత్రాలు జిల్లా ఉమ్మడి పరీక్షా సంస్ధ నుంచి వస్తాయి. ఒక్క పదవతరగతి వార్షిక పరీక్షలకు మాత్రం రాష్ట్రస్ధాయి ప్రశ్నపత్రాలు వస్తాయి. తక్కిన పరీక్షల్ని ఆయా పాఠశాలలే నిర్వహించు కోవాల్సి ఉంటుంది. 

కానీ, అవి పరీక్షల్ని నిర్వహించాయా, ప్రశ్నపత్రాల్ని సకాలంలో దిద్దాయా, విద్యార్ధులకు మార్కులు చెప్పాయా, వెనకబడిన విద్యార్ధుల్ని గుర్తించాయా, వారికి ప్రత్యేక కోచింగు ఇచ్చాయా అన్నది మాత్రం ఎవరూ నిశితంగా పరిశీలించరు. దానివల్ల చాలా పాఠశాలల్లో, పరీక్షలు నామమాత్రంగానే జరుగుతాయి. ప్రతి ఉపాధ్యాయుడికీ శిక్షణా సమయంలో ఎంతో అట్టహాసంగా పరిచయమయ్యే ‘నిరంతర సమగ్ర మూల్యాంకనం’ అనేది నిజంగా ఎన్నటికీ వాస్తవంగా మారదు.

జిల్లా ఉమ్మడి పరీక్షా సంస్ధ తన పరీక్షల నిర్వహణ కోసం సంవత్సరం మొదట్లోనే సిలబస్ డివిజన్‌ని ఇస్తుంది. అంటే, ఏ తరగతికి ఏ పాఠం ఏ నెలలో బోధించాలన్న సమయవిభజన అన్నమాట. అదొక సార్వత్రికవిభజన. అందువల్ల ప్రత్యేక ప్రజాసమూహాల, ప్రత్యేక విద్యావసరాలకు వాటిలో చోటుండదు.

ఉదాహరణకి గిరిజన సమాజాల్లో వర్షాకాలం చాలా గడ్డుకాలం. విద్యార్ధులకి పాఠశాలలకి హాజరు కావడమే చాలా కష్టం. కాని ఆ సమయాన్ని పాఠశాల ప్రధానోపాధ్యాయుడు మరోలా పూరించడానికి అవకాశమే ఉండదు. ఎందుకంటే, ఆ నెలలో అతడు పాఠాలు బోధించినా బోధించకపోయినా ఉమ్మడి పరీక్షా సంస్ధ తన సిలబస్ డివిజన్ ప్రకారం పరీక్షాపత్రాల్ని పంపేస్తుంది. ఆ లక్ష్మణ రేఖల్ని ఉల్లంఘించడానికి ఏ పాఠశాలకి కూడా అవకాశం ఉండదు.

ఇది ఒక్కొక్కప్పుడు చాలా హాస్యాస్పదంగా కూడా ఉంటుంది. ఉదాహరణకి నేను ఎనిమిదవ తరగతి సామాన్యశాస్త్రంలో ఒక పాఠాన్ని చూసాను. అది వ్యవసాయమూ, వ్యవసాయ పనిముట్లు, వ్యవసాయ పద్ధతుల గురించి తెలిపే పాఠం. ఉమ్మడి పరీక్ష సంస్ధ ఇచ్చిన కాలవిభజన ప్రకారం ఆ పాఠాన్ని ఫిబ్రవరి నెలలో బోధించవలసి  ఉంటుంది.

ఏ రకంగా చూసినా దాదాపు ఏ గిరిజన గ్రామంలోనూ, ఆ మాటకొస్తే, ఏ గ్రామీణ ప్రాంతంలో కూడా అప్పుడు ఎటువంటి వ్యవసాయకార్యక్రమాలూ జరుగుతూ ఉండవు. అదే పాఠాన్ని జూలై లేదా ఆగష్టు నెలలకి జరిపినట్లయితే, పిల్లలకు ఆ ఉపాధ్యాయుడు వ్యవసాయమంటే ఏమిటో, వ్యవసాయ పద్ధతులంటే ఏమిటో, పనిముట్లు ఏమిటో ప్రత్యక్షంగా చూపవచ్చు.

నేనీ ప్రశ్న వేసినప్పుడు మా ప్రణాళిక రూపశిల్పుల్లో ఒకరైన మురళీధర్ చెప్పిందేమంటే ఆ పాఠాన్ని అక్కడకు జరిపితే, జిల్లా పరీక్షా సంస్ధ ఇచ్చే ప్రశ్నపత్రానికీ, ఆ పాఠాన్ని అప్పుడు బోధించడానికీ పొంతన ఉండదు. కాబట్టి ఆ ఆలోచన సాధ్యం కాదు.

ఆ రకంగా పూర్తి వికేంద్రీకరణ వల్ల ప్రాథమిక స్ధాయిలోనూ, పూర్తి కేంద్రీకరణవల్ల మాధ్యమిక స్ధాయిలోనూ పరీక్షల నిర్వహణకు అర్ధం లేకుండా పోయింది. అప్పుడు స్ఫురించిందేమంటే గిరిజన పాఠశాలల్ని ఉమ్మడి పరీక్షా సంస్ధ నుంచి విడదీసి మాకై మాకొక పరీక్షా సంస్ధను ఏర్పాటు చేసుకోవాలనే.

దాన్ని దశలవారీగా అమలు చేయాలనే ఉద్దేశ్యంతో మొదట యూనిట్ పరీక్షల్ని, ప్రాధమిక స్ధాయిలో వార్షిక పరీక్షల్ని గిరిజనాభివృద్ధి సంస్ధ తరపున నిర్వహించాలని నిర్ణయించాం. వాస్తవ పరిస్ధితులకు అనుగుణంగా సిలబస్ డివిజన్‌ను రూపొందించాం. ఉపాధ్యాయులకు వర్క్‌షాప్ నిర్వహించి ప్రశ్నపత్రాలు తయారుచేయించి ముద్రించాం.

మరొక ముఖ్య అంశం కూడా ఉంది. 93-94 విద్యాసంవత్సరాన్ని గుణాత్మక విద్యా సంవత్సరంగా మా సంస్ధ ప్రకటించింది కాబట్టి ఆ సంవత్సరం నిజంగా మా సంస్ధ ఏమి సాధించిందో కూడా మదింపు చేయాలనుకున్నాం.

అందుకని విద్యాసంవత్సరం మొదట్లోనే పిల్లలందరికీ ఒక పరీక్ష పెట్టాం. అది వారు అంతకు కింద తరగతిలో సాధించి ఉండవలసిన నైపుణ్యాల మీద పరీక్ష అన్నమాట. అంటే పదవతరగతికి విద్యార్ధులకు తొమ్మిదవ స్ధాయి మీద పరీక్ష అన్నమాట. ఆ పరీక్ష నిర్వహించి దానిలో విద్యార్ధులు సాధించిన స్ధాయిని గ్రేడ్ చేసాం.

ఏడాది చివర విద్యార్ధి తన వార్షిక పరీక్షలో సాధించిన గ్రేడ్‌ని ఆ మొదటి గ్రేడ్‌తో పోల్చి నిజంగా అతడు ప్రగతి సాధించాడా లేదా అన్నది కొలవడానికి వీలవుతుందని భావించాం.

పరీక్షల్లో పిల్లలు సాధించిన ప్రగతిని రాంకులిస్టుల రూపంలో తరగతి గదుల్లో ప్రదర్శించడం, ఆ ప్రశ్నపత్రాన్ని మళ్లా చూసి జవాబులు రాయడానికి విద్యార్ధులకు ఎసైన్‌మెంట్ ఇవ్వడంతో పాటు చదువులో వెనకబడ్డ విద్యార్ధులకు ప్రత్యేక కోచింగ్ సెలవుదినాల్లో చేపట్టడం కూడా తప్పనిసరి.

దీనివల్ల సెలవుదినాల్లో ఇళ్లకు వెళ్లిపోయేపిల్లలు ఇళ్లకు పోవడానికి అవకాశం లేకపోయింది. వాళ్లు ఏ ఒక్కక్షణం దొరికినా ఏదో ఒక విషయాన్ని నేర్చుకోవడానికే ఆసక్తి చూపించడం మొదలయ్యింది. విద్యార్ధులూ, ఉపాధ్యాయులూ కూడా ఒక్కలానే సమయం కోసం పరితపించడం మొదలయ్యింది. తాము ఇంతదాకా ఏ సమయాన్న యితే వృథా చేస్తూ వచ్చారో ఆ సమయం ఎంత విలువయిందో వారికొక్కసారిగా తెలియవచ్చింది. 

ఇది మేం ప్రణాళికను ప్రవేశపెట్టిన తక్షణమే జరగలేదు. నిజానికి ఆ వేసవి అంతా మేం ఉపాధ్యాయులతో వివిధ వర్క్ షాపులు నిర్వహిస్తూ ప్రణాళికకొక రూపాన్నివ్వడానికి ప్రయత్నిస్తూ ఉండగా అధికసంఖ్యాకులైన ఉపాధ్యాయులు అది తమకు సంబంధంలేని విషయమన్నట్టుగా నిర్లిప్తంగా చూస్తూ ఉండిపోయారు.

నేను జూన్‌నెలలో ఉత్నూరులోని ఉద్యానక్షేత్రంలో ప్రధానోపాధ్యాయులతో సమావేశమై వారికి ప్రణాళికను వివరించి, దాన్ని తప్పనిసరిగా అమలు చేయాలని చెప్పినప్పుడు కూడా చాలామంది దాన్ని అంతే ఉదాసీనంగా అందుకున్నారు. కాని ఆగష్టు నెల మొదలుకాగానే ప్రణాళిక ప్రకారం మేం స్కూలు కాంప్లెక్స్ వారీ సమీక్షల్ని మొదలుపెట్టగానే పాఠశాలలన్నీ ఒక్కసారిగా ఉలిక్కిపడ్డాయి.

నాకు బాగా గుర్తు. నా సమీక్షలు అదిలాబాద్ జిల్లాలోని అత్యంత వెనకబాటు ప్రాంతమయిన బెజ్జూరు ప్రాంతంలోని సలుగుపల్లి స్కూల్ కాంప్లెక్స్‌ తో మొదలు కావలసి ఉంది.

ఆ రోజు మహావర్షం. వరదలతో దారులన్నీ మూసుకుపోయాయి. కనీసం రెండు వాగుల్లో రెండుసార్లు నా జీపు ఇరుక్కుపోయింది. అయినా దాన్ని మోకులతో కట్టి లాగి బయటపడవేసుకుని మరీ సలుగుపల్లి చేరాను. ప్రణాళికలో నిర్ణయించుకున్న ఒక్క తేదీలో కూడా రాజీపడకూడదని వ్రతం పట్టాను. అలాగే తిరుగుప్రయాణం కూడా.

మా ప్రణాళిక ప్రకారం మర్నాడు మొగడ్‌దగడ్ స్కూల్‌కాంప్లెక్స్‌ లో సమీక్ష జరగవలసి ఉంది. ఆ రాత్రి కొండలమీద వర్షాలు కురుస్తున్నాయనీ, ఆగి ఉదయం వెళ్లమనీ అందరూ సలహానిచ్చారు. అగే తీరికెక్కడిది? సమయం లేదు. ఆ అర్ధరాత్రే బయలుదేరాం. కొంతదూరం వచ్చేటప్పటికి మధ్య దారిలో వాగు పొంగింది. అక్కడే గుర్తుగా కట్టె పాతి వాగు తగ్గేదాకా నిరీక్షిస్తూ గడిపాం. చివరికి తెల్లవారు జాము వేళల్లో వాగు తీస్తున్నదని రూఢి అయ్యాక జీపుల్ని ముందుకు కదిలించాం.

అవిద్యమీద మేం చేపట్టిన రాజీలేని పోరాటంగా దాన్ని అభివర్ణించవచ్చు. ప్రతి ఒక్కరూ పిల్లలూ, పెద్దలూ కూడా దాన్ని సంతోషంగా, సగర్వంగా స్వాగతించి ఉండవచ్చు. కానీ అలా జరగలేదు.

ఒక చెంప ఏకోపాధ్యాయ పాఠశాలల్లో కృత్యాధారవిద్యను ప్రవేశపెడుతూనే మరొక చెంప బడికి పోని ఉపాధ్యాయుల్ని ఒకరి వెనక ఒకరిని దాదాపు నలభై మందిని  ఉద్యోగాల నుంచి టెర్మినేట్ చేసిన సంస్ధ ఇప్పుడు ఆశ్రమ పాఠశాలల మీద దృష్టి పెడుతుందనీ, దీని పర్యవసానంగా మరెందరు ఉపాధ్యాయులు తమ ఉద్యోగాల్ని కోల్పోవలసివస్తుందోనని ఉపాధ్యాయ సంఘాలు ఆందోళన పడటం మొదలుపెట్టాయి. పర్యవసానంగా అవి నేను ప్రవేశపెట్టిన ఆశ్రమపాఠశాలల ప్రణాళికమీదనే తమ బాణాల్ని ఎక్కుపెట్టాయి.

The Curricular Reforms

One must assume that teachers, children, and society completely accepted all these reforms. They didn’t express much opposition to them. But, when we set out to reform the curriculum of ashram schools, extremely severe dissent, protest, and opposition were expressed. Ultimately, they couldn’t help but drag political sections into the controversy as well.

Perhaps, among all the reforms we undertook there, the curriculum reform must be cited as the most controversial action. However, we shouldn’t interpret from this that schools oppose curriculum reforms or that managements have to pay a heavy price for it.

Perhaps, to my knowledge, our tribal development agency was the only one in modern Indian education to have prepared for universal curriculum reforms on such a large scale. Therefore, I cannot help but describe those reforms as the most historic event educationally.

However, I cannot say what would have happened if only the reforms had occurred. This is because, while on one hand our reforms were being implemented, on the other hand, our Project Officer started dealing very strictly with teachers who were not attending school. Particularly, he began to show an uncompromising attitude towards single teachers.

I too couldn’t help but show such an attitude towards the staff of ashram schools during my early days in Utnoor. But after receiving training in Delhi, I began to feel that providing training to enhance their capabilities was an immediate necessity, rather than punishing teachers.

The Project Officer felt that he had provided enough opportunities for single teachers to enhance their capabilities and change their performance by introducing activity-based teaching, providing residential accommodation, and appointing educational councilors.

He couldn’t accept that despite his providing valuable opportunities with such focus, dedication, and commitment, single teachers were not ready to utilize them and were continuing in their old ways.

Sometimes in life, after going through certain experiences and looking back, we cannot help but wonder, “What would it have been like if it hadn’t happened that way?” True, there is no place for “ifs” in history. We cannot reverse those events. At the same time, we cannot stop those thoughts from coming. Perhaps, by thinking like that, we are trying to thoroughly understand those experiences; perhaps that introspection gives us the opportunity to make better decisions when such situations arise again.

When I repeatedly review those experiences in Utnoor, I feel what our Project Officer did was perhaps inevitable. Those educational institutions and the tribal development agency had pushed themselves into such a situation. If merely institutionalization is considered development, and no one cares whether the results of those institutions are reaching the people, and if no opportunity is given for internalization, inevitably someone, someday, will have to pay a heavy price for it.

That is exactly what happened in Utnoor that day. But if this experience happened only in remote tribal areas and pertained only to them, there would be no point in me mentioning it. I am mentioning these experiences here because the vast majority of rural schools in the country are still continuing in the same situation today, and therefore, there is a danger that society will have to pay a heavy price for them someday.

By the time we introduced reforms in the curriculum of primary and secondary schools, insecurity and fear had spread across all educational institutions in the tribal areas. It’s not that I didn’t notice them, but I was not ready to compromise on the fact that a common plan was necessary for all of them if the schools were to be guided towards capability building.

The Utnoor tribal area was spread across almost forty-four mandals throughout the district. We couldn’t expect here, like in Parvathipuram, that if we selected one school a year and developed it into a model school, the rest of the schools would awaken to its influence. The physical distance between schools was great. The social distance was also great. I explained earlier that it was precisely because such distance and isolation were severe that the School Complex system was established there.

Under such circumstances, the experiences of the literacy movement showed me some way. I thought that if we prepared a specific plan in advance and implemented it through School Complexes, the results would be quick and significant.

However, in Kurnool, the plan, its vision, and the decision-making authority were solely in the hands of one Collector and one Core Committee. In contrast to that, I wanted to place my plan in the hands of every teacher right at the beginning of the academic year. I wanted to make every headmaster consider my vision as his own vision. I wanted every School Complex to shoulder the responsibility of implementing it.

Regarding the curriculum, I wanted to reform three important aspects through that plan. First were the aspects related to academic teaching, which included the timetable, the time duration required for the lessons, the months in which those lessons were to be taught, the manner of teaching them, etc.

Second was related to co-curricular and extra-curricular programs. I realized that co-curricular and extra-curricular programs would be very helpful in bringing the school closer to tribal life and productivity. Because I realized that the school was moving away from public life solely because they didn’t have a proper place in schools, I chose that too as an aspect of my reform.

Third was related to examinations, children’s attendance, special programs for backward students, etc.

Before detailing these reforms, a few words must be said about our National Curriculum Framework. I must remind you in this context that the Kothari Commission used strong words regarding the curriculum prevailing in India. The Commission said this:

It must be said that when designing the curriculum framework for the country, the national educational curriculum did not fully reflect the aspirations of the Kothari Commission. It must be said that whether it was the framework designed in 1975 or the revised curriculum framework designed in 1988, they were policy documents formulated abandoning the spirit of the National Commission. The curriculum framework for the year 2000 had not yet come then.

While the Kothari Commission hesitantly approved the bookish education that Mahatma Gandhi felt should not be thrust upon poor people, the national curriculum policy documents of 1975, 1988, and 2000 abandoned even that hesitancy and unhesitatingly embraced that same bookish education firmly again. Why did this happen?

This is not a coincidence. The background behind this is as deep as the background of human history. Right from the beginning in human life and society, physical labor has been recognized as a lower-level human experience, and book reading as a superior-level human experience. Because of this, right from the beginning, schools have been dividing society into two streams. One is the elite society. It prefers education based on book reading. What those books are might change depending on the time. In ancient times, those books were religious texts. In the Middle Ages, they were literary and philosophical texts. In the present age, they are software, technology, and medical books.

The only thing to be observed in all ages is this: bookish scholarship is the mark of elite education. On the other hand, imparting skills related to physical labor becomes the only alternative for human groups that lag in that book reading.

This is truly an artificial division. Even if we assume we accepted this artificial division, it becomes clear to us that our schools do not even have respect for that artificial division. Because they did not rely on physical skills as much as they relied on bookish knowledge. In their view, education means only the education obtained by reading books. The one who passes in that education is a scholar. The one who fails in it is an illiterate.

Even though ours is a democratic country, and even though our educational ideals yearned deeply to universalize education, our educational policy documents became accustomed to viewing education merely as an elite skill. As long as that habit determines the design of our curriculum, education will be considered only as bookish education.

But I had the responsibility of educating tribal societies. If eighty out of a hundred children were slipping away from the present schools, I couldn’t consider it the weakness of those children. It seemed as if neither the national education policy nor the curriculum documents had thought anything about this ‘dropout’ rate.

In reality, there is contempt, mockery, and cruelty even in the word ‘dropout’. I heard two words as alternatives to this. One is the word Professor Sashidhar Rao used frequently: ‘Push Out’. What he meant was that the child is not slipping away from the school on his own, but in reality, the school itself is pushing him out. Through his words, I understood that schools, showing excessive fondness for bookish education, constantly push out tribal, Dalit, and rural students.

I heard another term from a social worker. That worker suggested using the term ‘Rejection Rate’ instead of ‘Dropout Rate’. I liked that word a lot. If children are leaving school midway, it means they are rejecting it to that extent; if 80 out of 100 tribals are leaving school midway, it means 80 out of 100 tribal boys and girls are rejecting schools in their present form. Where do the roots of their rejection lie?

Those who design educational plans say that the reason tribal, Dalit, or rural students drop out of school is poverty. It must be recognized that this is only a half-truth, and that the school limiting its curriculum solely to a book-based curriculum is a much more important reason.

Where should this enigma be broken? Upon microscopic examination, I felt its roots were in the school timetable. When every headmaster designs a timetable for his school, he allocates time in it according to a ratio between academic programs.

The Commissioner of School Education constantly informs how that ratio should be allocated. The State Council of Educational Research and Training (SCERT) provides that technical knowledge to the Commissioner of School Education. The SCERT extracts that knowledge from the National Curriculum Framework.

But who told the National Curriculum Framework how much time should be allocated to curricular, co-curricular, and extra-curricular subjects? If we keep questioning like this, we reach Benjamin Bloom. Bloom was an American educational and psychological thinker. He attempted to classify educational objectives. In that attempt, he broadly divided educational objectives into the Cognitive Domain, the Affective (Emotive) Domain, and the Psychomotor Domain.

When our educationists were designing the curriculum according to these domains, they called the subjects taught through the cognitive domain ‘Scholastic’ subjects. All bookish education falls under the purview of this domain. Telugu, mathematics, social studies, science, and other languages are all scholastic subjects. The curriculum creators considered that all co-curricular programs belonged to the emotive domain, and extra-curricular programs were subjects belonging to the psychomotor domain.

They referred to both of these as ‘Non-Scholastic’ subjects. When the Curriculum Framework undertook the time division between scholastic and non-scholastic subjects, it determined that division in a different ratio for each stage.

It determined that if it is primary education, 60% of the total time should be allocated to scholastic education and 40% to non-scholastic education; at the upper primary level, that ratio should be 70% : 30%; and in high school education, it should be 75% : 25%. The Commissioner of School Education issues orders to the districts to prepare school timetables according to that ratio.

This division itself is an artificial division. The taxonomy created by Bloom is a modern concept that attempted to understand educational objectives in a flat, linear manner. Like all other Western constructs, it too is a construct that attempted to understand a dynamic and mobile aspect mechanically. In reality, creation cannot be laid out flat.

For example, suppose a flower blooms. When we see that blossoming, cognitive sensations, emotive sensations, and psychomotor sensations surge within us all at once. In that surge, it is difficult to calculate the percentage of each.

Even if we assume we made a calculation, what is the guarantee that those calculations will be 60% : 40% or 70% : 30%? How can we say that scholastic subjects will have less importance in a child’s primary education and more importance in higher-level education? What kind of research, studies, or observations serve as the basis for this? It is even more surprising that the nation’s education blindly adopted these baseless ratios determined by some NCERT professor without questioning them.

It would have been good if they had at least followed those ratios. In reality, their implementation is very ridiculous and pathetic. When a headmaster sets out to arrange the teachers available to him in the timetable according to their respective limitations, if he finds any unfillable gaps anywhere, he allocates them to non-scholastic subjects.

Because of that, one empty period is created in every class. In that empty period, he keeps writing Moral Education, or Socially Useful Productive Work (SUPW). Children consider them leisure times in schools during those hours and make noise. For teachers too, they pass off merely as leisure hours.

Another funny thing is, suppose there is a crafts teacher or drawing teacher in some schools. The headmaster assumes that they are teaching non-scholastic subjects through those subjects. But he doesn’t closely examine what they are teaching their children during that time.

Take SUPW as an example. Its meaning is not just crafts. It could be any productive labor that has social utility. In ashram schools, children’s uniforms are frequently seen torn, buttonholes stretched, and buttons fallen off. Suppose any teacher piles up threads and buttons in front of them during that class time and shows the students how to mend those torn clothes. Can we deny that it is productive labor with social utility? Such opportunities are immense for any single school.

Nevertheless, when undertaking curriculum reforms, we did not disrupt the National Curriculum Framework. However artificial and mechanical its structures seemed to me, I didn’t want to disturb universal education with my personal opinions. All I did was adjust the school timetables to suit its structure.

That means, for example, if the ratio between scholastic and non-scholastic subjects in primary education must be 60% : 40%, and if the primary school works for five hours a day, we determined that three hours of it should be utilized for teaching scholastic subjects, and two hours for teaching non-scholastic subjects. We ordered that if the primary school starts at 9 AM, teaching of scholastic subjects must continue until 12 noon, and from 1:30 PM to 3:40 PM in the afternoon, attention must be focused on co-curricular and extra-curricular programs.

Because of this, in almost every primary school, the entire afternoon is spent in games and songs. Since the teaching of scholastic subjects in primary schools also had to run in the activity-based method, in reality, there were more chances that the morning studies would also run with mental cheerfulness and enthusiasm for the student.

Coming to high schools and upper primary schools, we tried to undertake co-curricular and extra-curricular programs more scientifically and rationally. Assuming the time to be allocated to them in high schools is 25% of the total time, almost an hour and a half of the total six hours of school working time would be available for it.

What we did was move that hour and a half to the end in the school timetable. We divided it into two periods and arranged the first period, that is from 3:20 to 4:00, as the time for Club activities, and from 4:00 to 4:40 as the time for common activities.

For this, all the children in the school have to be formed into various clubs (Sabhalu) according to their respective interests. The Music and Drama Club, Arts and Crafts Club, Environmental Observation Club, Social Sciences Club, Sciences Club, and Sports Club were such important clubs. We formulated a plan in advance detailing what work the respective clubs should do in which week of which month throughout the year.

For example, the Sciences Club takes a theme every week and continues its activities according to that theme. Those themes are closely related to tribal life and in tune with the changing seasons.

To that extent, for example, in the month of September, since it is a time when diseases are highly likely to spread, the club takes ‘Contagious Diseases’ as a theme for one week in that month and investigates it. Similarly, that club continues its activities on many themes, starting from soil conservation to clothing. Those themes are related to the various lessons in the children’s textbooks. The plan also makes that clear.

For example, the theme ‘Let’s keep our house clean’ provides the opportunity to learn practically the very essence of the lessons present in 7th-grade General Science, and 8th, 9th, and 10th-grade Biology.

Under that theme, that club examines cleanliness in the school and hostel, drainage arrangements, whether toilets and urinals are proper or not, and chlorination in the drinking water well in the village. Sometimes, there might also be interviews and village visits in those examinations.

For example, some sample observations that can be undertaken under the theme ‘Clothing’ could be like this:

  • Visit to cotton fields in the village
  • Visit to a cloth shop in the village to learn about different types of clothes
  • Interview with a tailor on the method of stitching clothes
  • Visit to a nearby spinning, ginning, or sericulture center.

Similarly, the Social Sciences Club attempts to understand the surrounding social society around the school. It too selects a theme per week and undertakes its observation according to that theme alone.

Usually, those themes are such that they tell tribal boys and girls about their rights, about various kinds of injustices, and about the legal provisions available to remove them.

They are chosen on broad topics like ‘Our Society’, ‘Democracy – Administration’, ‘Social Evils’, ‘Public Life’, and ‘Planning’. Under every single topic, there will again be sub-themes like ‘Production’, ‘Labor’, ‘Capital’, ‘Administration’, ‘Panchayat’, ‘Untouchability’, etc. A model list of observations to be undertaken for every single theme was also written down.

For example, under the theme ‘Production’, selecting the sub-theme ‘Means of Production – Land’, it was suggested that the following activities could be undertaken under it:

  • Land prices – learning about the prices of different types of lands
  • Learning about land mortgage, tenancy, sale, etc.
  • Learning about and seeing landholdings, small holdings, and large holdings
  • Seeing directly in the village what the situation is regarding land ceilings – land reforms, implementation of land laws, etc.

The Music and Drama Club attempts to dramatize the stories present in the language readers of various grades. The Arts and Crafts Club manages the stage decoration and art decoration required for such dramatization.

Every day during the club activities, after these clubs conduct their programs separately, everyone gathers from 4:00 to 4:40 to undertake common activities. Those common activities include showcasing the effort put in by the respective clubs throughout the month, common field trips, or inviting a guest and spending time with him.

Crucially, there are countless resource persons available locally for schools. When we made a list to see how many such people could be available for a tribal school in a remote mandal, almost eighty to ninety resource persons were counted!

For example, suppose there is a bicycle repairman in the village. There is no doubt that he will have more skill than the science teacher in explaining to students how a bicycle works. Viewed in that way, the Village Officer, Anganwadi worker, ANM (Auxiliary Nurse Midwife), Agricultural Extension Officer, GCC (Girijan Co-operative Corporation) Salesman, Assistant Engineer, Medical Officer, Police Sub-Inspector… there is no end to this list.

By inviting every single one of them to spend an hour with the students in the school, there are two kinds of benefits. First, it removes the school’s monotony. It provides the opportunity to spend every day anew rather than routinely. Second, the surrounding society gains an understanding of what is happening inside that school. That society feels encouraged to consider and claim that school as its own.

Along with such arrangements, a plan was also formulated for spending festival days and holidays. Inviting local religious elders and organizing cultural programs with boys and girls during festivals like Diwali, Christmas, and Ramzan were also part of that plan.

In this way, I felt that by reforming school timetables and the management of co-curricular and extra-curricular programs, schools would break out of their isolation and lifelessness.

The third aspect related to the children’s academic performance. Usually, there are no common examinations for primary schools. The government’s intention is that schools should conduct them on their own. But when it came to practice, a situation prevailed where there were no exams at all. Even if any headmaster conducted exams, those question papers were not designed by him, but purchased in stationery shops in the market.

However, the case of upper primary and high schools shows what the consequences would be if the conduct of examinations is centralized. The question papers for the quarterly, half-yearly, and annual exams in those schools come from the District Common Examination Board. State-level question papers come only for the tenth-grade annual exams. The respective schools have to conduct the rest of the exams themselves.

But no one closely examines whether they conducted the exams, whether they corrected the question papers on time, whether they told the students their marks, whether they identified backward students, or whether they gave them special coaching. Because of this, in many schools, exams are conducted only nominally. The ‘Continuous Comprehensive Evaluation’, which is introduced to every teacher with so much pomp during training, truly never becomes a reality.

The District Common Examination Board gives a syllabus division right at the beginning of the year for conducting its exams. This means a time division specifying which lesson for which grade should be taught in which month. That is a universal division. Therefore, there is no place in them for the special educational needs of special social groups.

For example, the rainy season is a very harsh period in tribal societies. It is very difficult for students to even attend schools. But there is no opportunity for the school headmaster to fill that time in another way. Because, whether he teaches lessons in that month or not, the Common Examination Board sends the question papers according to its syllabus division. No school has the opportunity to cross those lines in the sand (Lakshmana Rekhalu).

This is sometimes very ridiculous too. For example, I saw a lesson in 8th-grade General Science. It is a lesson that tells about agriculture, agricultural tools, and agricultural methods. According to the time division given by the Common Examination Board, that lesson must be taught in the month of February.

Viewed in any way, no agricultural activities take place then in almost any tribal village, or for that matter, in any rural area either. If that same lesson is moved to the months of July or August, that teacher can practically show the children what agriculture is, what agricultural methods are, and what the tools are.

When I raised this question, Muralidhar, one of our plan designers, said that if that lesson is moved there, there will be a mismatch between the question paper given by the District Examination Board and teaching that lesson then. Therefore, that idea is not possible.

In that way, the conduct of examinations became meaningless both at the primary level due to complete decentralization, and at the secondary level due to complete centralization. What struck me then was that we should separate the tribal schools from the Common Examination Board and establish an examination board of our own for ourselves.

With the intention of implementing it in phases, we first decided to conduct unit tests and annual exams at the primary level on behalf of the Tribal Development Agency. We formulated a syllabus division suited to practical conditions. We conducted a workshop for teachers, had question papers prepared, and printed them.

There is another important aspect too. Since our agency declared the 93-94 academic year as a Quality Education Year, we wanted to assess what our agency truly achieved that year.

Therefore, we conducted a test for all children right at the beginning of the academic year. That was a test on the skills they should have achieved in the previous grade. This means a test on the ninth-grade level for tenth-grade students. We conducted that test and graded the level the students achieved in it.

We felt that by comparing the grade the student achieved in his annual exam at the end of the year with that initial grade, it would be possible to measure whether he truly achieved progress or not.

Displaying the progress achieved by children in exams in the form of rank lists in classrooms, giving an assignment to students to look at that question paper again and write the answers, and also undertaking special coaching during holidays for students lagging in studies were also mandatory.

Because of this, children who used to go home during holidays had no opportunity to go home. Whenever they got a single moment, they started showing interest only in learning something. Students and teachers alike began to yearn for time. They suddenly realized how valuable the time they had been wasting all along was.

This didn’t happen immediately as soon as we introduced the plan. In reality, all through that summer, while we were conducting various workshops with teachers trying to give shape to the plan, the vast majority of teachers remained looking on apathetically, as if it were a matter that didn’t concern them.

Even when I met with the headmasters at the Utnoor horticultural farm in June, explained the plan to them, and told them it must be implemented compulsorily, many received it with the same indifference. But as soon as the month of August began, the moment we started the School Complex-wise reviews according to the plan, all the schools were suddenly startled.

I remember it very well. My reviews were to begin with the Salugupalli School Complex in the Bejjur area, which is the most backward region in the Adilabad district.

There was heavy rain that day. All the roads were blocked by floods. My jeep got stuck in at least two streams twice. Even then, tying it with thick ropes (mokulu), pulling it out, and freeing it, I reached Salugupalli. I took a vow that I shouldn’t compromise on even a single date decided in the plan. The return journey was the same.

According to our plan, the review had to take place the next day at the Mogaddagad School Complex. Everyone advised that it was raining on the hills that night and that I should stop and go in the morning. But where is the leisure for that? There is no time. We set out at midnight itself. After coming some distance, a stream overflowed midway. We spent time there waiting for the stream to recede, planting a stick as a mark. Finally, in the early hours of dawn, after being certain that the stream was receding, we moved the jeeps forward.

One could describe it as an uncompromising war we waged against ignorance. Everyone, children and adults alike, could have welcomed it happily and proudly. But that didn’t happen.

On one hand introducing activity-based education in single-teacher schools, and on the other hand terminating from jobs, one after another, almost forty teachers who didn’t attend school—now that the agency was focusing on ashram schools, teachers’ unions began to worry about how many more teachers would have to lose their jobs as a consequence. As a result, they aimed their arrows right at the ashram school plan I had introduced.

  1. “చదువంటే పుస్తకం పట్టి చదివే చదువు మాత్రమే. ఆ చదువులో ఉత్తీర్ణుడైనవాడే విద్వాంసుడు. దానిలో తప్పిపోయినవాడు నిరక్షరాస్యుడు.” Unfortunately ఈ thought ఎంత లోతుగా మన విద్యావ్యవస్థలో సమాజంలో పాతుకుపోయిందోనని బాధ కలుగుతుంది.

    ముఖ్యంగా పాఠశాల నుండి బయటకు వెళ్లిపోయే పిల్లలను “drop out” గా చూడకుండా, “push out” గా చూడడం చాలా important perspective, Sir. సమస్య పిల్లల్లో కాదు, వారికి కానవలసిన విద్యను ఎలా అందించాలో తెలుసుకోని వ్యవస్థలో ఉందనే ఆలోచన great reminder to the system!!

    Bloom taxonomy నుంచి జాతీయ curriculum framework వరకు పరిశీలించి, వాటిలోని పరిమితులను గుర్తించినప్పటికీ, ఆ framework ని పూర్తిగా తిరస్కరించకుండా, అందులోనే మెరుగైన అమలు సాధ్యమయ్యే మార్గాలను వెతకడం చాలా mature approach, Sir.

    ముఖ్యంగా పాఠశాలల్లో clubs ఏర్పాటు చేయడం వెనుక ఉన్న ఆలోచనను , వాటి ద్వారా సాధించగలిగే outcomes ని మీ reforms ద్వారా సాధ్యం అని చూపించారు.
    Again another program far ahead of its time.
