ఫార్టీ ఎయిట్ అవర్స్!
మొదట ఆయన నన్నొక సినాప్సిస్ ఇమ్మన్నారు. గిరిజన విద్యకు ఏం చేయవలసి ఉంటుందని మేం భావిస్తున్నామో, ఆ విధమైన చర్యల్ని అమలుచేయడానికి మేం చేపట్టవలసిన ప్రణాళిక ఏవిధంగా ఉండబోతోందో సూచనమాత్రంగా ఉండే పత్రంగా ఉండాలన్నారు దాన్ని.
నేను ఒక్కక్షణం ఆలోచించాను. పార్వతీపురంలో గొయిపాకతో మొదలైన నా ప్రస్ధానాన్నంతా నెమరువేసుకున్నాను. పదే పదే ఏ ప్రశ్నలు నన్ను వెంటాడుతూ వస్తున్నాయో, వేటికి సమాధానాలు స్పష్టంగా కనిపించడం లేదో, వేటికి సమాధానాలు కనిపించినప్పటికీ తగినంత పెట్టుబడులు లేక ప్రభుత్వం ముందుకు పోలేకపోతున్నదీ ఆలోచించుకుని స్పష్టత తెచ్చుకోవడానికి ప్రయత్నించాను.
అప్పటికి ప్రపంచవ్యాప్తంగా ప్రాథమిక విద్యాకార్యక్రమాలు మొదలయ్యాయి. రాష్ట్రంలో కూడా ఆరుజిల్లాల్లో ప్రాథమిక విద్యాపథకం ప్రారంభమవుతోంది. ఆయా ప్రణాళికలు సార్వత్రిక విద్య విషయంలో ఏ అంశాల్ని వదిలిపెడుతున్నాయో ఆ అంశాల మీద నేను దృష్టి కేంద్రీకరించాలనుకున్నాను. అంతేకాక రాష్ట్రంలో అంతదాకా చేపట్టిన వివిధ సార్వత్రీకరణ పధకాల్లో గిరిజనవిద్య మీద దృష్టి ఎక్కడ తప్పిపోతోందో ఏ పొరపాట్లను నేను పునరావృతం చేయకూడదో కూడా నాకు నేను చెప్పుకున్నాను.
ఆ అంశాలన్నిటినీ కూలంకషంగా పర్యావలోకించుకున్నాక మూడు నాలుగు పేజీల సినాప్సిస్ను మా డైరెక్టర్కు అందచేసాను. దానిలో ప్రాథమిక విద్యాపథకంలో లానే నేను కూడా పాఠశాలల అందుబాటు, నూటికి నూరుశాతం నమోదు, నూటికి నూరుశాతం నిలకడ, నూటికి నూరు శాతం విద్యాప్రమాణాల సాధన అన్న అంశాల మీదనే దృష్టి పెట్టాను.
ప్రాథమిక విద్యా పథకం కన్నా నేను కొంత ముందుకు పోయిన అంశాలు రెండున్నాయి. ఒకటి, ప్రాథమిక విద్యాపథకం విద్యార్ధుల నిలకడను పాఠశాల బయటి శక్తులకు సంబంధించిన వ్యవహారంగా, దాన్నొక నిర్వహణ అంశంగా మాత్రమే చూడటానికి సిద్ధపడింది. నిలకడను విద్యార్ధుల భాగస్వామ్యంగా నిర్వచిస్తూనే అది వివిధ సామాజిక శక్తుల ప్రవర్తన మీద ఆధారపడ్డ అంశంగా చూడడానికే ఎక్కువ ఇష్టపడింది. ఇక పాఠశాలలోపల విద్యార్ధుల పనితీరును ప్రమాణాల పెంపుదలకు సంబంధించిన అంశంగా చూపించింది.
నేను ఆ విషయాన్ని అంత యాంత్రికంగా చూడాలనుకోలేదు. పాఠశాýలో విద్యార్ధుల భాగస్వామ్యానికీ, విద్యార్ధుల ప్రమాణాల పెంపుదలకీ మధ్య ఆన్యోన్య సంబంధం ఉందని అంతా నమ్ముతున్నప్పుడు వాటిని విడివిడి అంశాలుగా చూడలేం. అలాగని నిలకడ పూర్తిగా విద్యాసంబంధప్రవర్తనా కాదు.
ఈ చిక్కుని విప్పటానికి నేను నిలకడకి సంబంధించిన అంశాల్ని పాఠశాల లోపలి అంశాలు, పాఠశాల బయటి అంశాలు అని విడదీసాను. ఆ రెండింటినీ మేం ఏ విధంగా సమీపించాలనుకుంటున్నదీ ఆ పత్రంలో సూచించాను.
అన్నిటికన్నా ముఖ్యమైంది సమాజభాగస్వామ్యానికి సంబంధించిన అంశాలు. జిల్లా ప్రాథమిక విద్యాపధకపు తొలినాళ్ల ప్రణాళికల్ని, విధానపత్రాల్ని చూసినట్టయితే అందులో సమాజభాగస్వామ్యానికి ఇవ్వవలసిన స్ధానం ఇవ్వబడలేదని స్పష్టంగా తెలుస్తుంది.
ఈ లోపల దేశీయ ప్రణాళికావేత్తలది కాదు. ఒక రకంగా చెప్పాలంటే అది ప్రపంచబాంకు దర్శనంలోని లోపం. ప్రాథమికవిద్య సమస్యలను ప్రపంచబ్యాంకు డిమాండు – సరఫరా – రిసెర్చి – డెవలప్మెంట్ అంశంగానే చూసింది. అంటే విద్యనొక వాణిజ్య సరుకుగా, కానీ అందరికీ అందవలసిన అత్యవసర సరుకుగానే భావించింది.
సమాజభాగస్వామ్యంలేని ప్రణాళికలు నిష్పలాలవుతాయనే మెలకువ నాది. నేను నా అనుభవాల పొడుగుతా నడిచి చేరింది చివరికి అక్కడికే. అంతేకాక, భాగస్వామ్యమనేదాన్ని నేను యాంత్రికార్ధంలో చూడటానికి కూడా ఇష్టపడలేదు. సమాజమే తన పాఠశాలల కరికులంని నిర్ణయించుకోవాలనే కలలు నావి.
నేను తయారుచేసిన ఆ సినాప్సిస్ని మా సీనియర్ కొలీగ్ డా.శాస్త్రిగారికి చూపించాను. ఆయనదానిలో స్పష్టత ఉందన్నాడు. అప్పుడు దాన్ని మా డైరక్టర్కు అందించాను. దానికి ఐఫాడ్ అమోదం రావడానికింకా కొంతకాలం పట్టవచ్చునన్న ఉద్దేశ్యంతో నేనా సంగతే మర్చిపోయాను. కాని 96 జనవరి మొదటివారంలోనే మా డైరక్టర్ నన్ను పిలిచి ‘మీరు తయారు చేసిన సినాప్సిస్ ఐఫాడ్ ఉన్నతాధికారికి చూపించాను. ఆయన దాన్ని చూసి చాలా ఉత్సాహానికి లోనయ్యారు. అయితే, దీన్ని అమలుపరచగలమా? ఇంప్లిమెంటబులేనా (ఆచరణసాధ్యమేనా) అని అడిగారాయన ..’ అంటూ ఆగేరు.
నేను చప్పున ప్రతిస్పందించకుండా ఉండలేకపోయాను. ‘అది ఆచరణ సాధ్యమే. అందులోని ప్రతి ఒక్క కాంపొనెంట్ కూడా ఆచరణసాధ్యమే’ అన్నాను. ఉద్వేగభరితంగా.
ఆయన చిరునవ్వారు.‘మీరు ఆ మాట అంటారని నాకు తెలుసు. ఆ మాటే ఆయనతో అన్నాను. మేం దాన్ని ఆచరణ సాధ్యం చేయలేకపోతే ఈ ప్రపంచంలో మరెవ్వరూ చేయలేరని అన్నాను’ అన్నారు.
ఇంకా అన్నారు. ‘అయితే చిక్కు వచ్చింది. ఐఫాడ్ ప్రధానంగా వ్యవసాయ అభివృద్ధి నిధి. అది ఇంతదాకా ప్రపంచంలో ఎక్కడా విద్యాపథకాన్ని అమలుచేయలేదు. అటువంటి పథకానికి ఆర్ధికసహాయమంటూ అందిస్తే ఇదే మొదటిసారి అవుతుంది. అందుకని దాని యాజమాన్యాన్ని ఆయన కన్విన్స్ చేయవలసి ఉంటుంది. దానికి సవివరమైన ప్రణాళిక తక్షణమే కావాలంటున్నారు. మీరు తయారుచేయగలరా?’ అని అడిగారు.
తయారుచేయగలనన్నాను. అప్పుడు అడిగాను ఎంతటైం ఉంటుందని.
‘ఫార్టీ ఎయిట్ అవర్స్’ అన్నారాయన.
అంతే, ఆ క్షణం నుంచే రెండురోజుల్లోపల ఆ ప్రణాళికను సవివరమైన కాస్ట్టేబుల్స్తో, లాజికల్ ఫ్రేమ్వర్క్ తో సహా పూర్తిగా తయారుచేసి అప్పగించాను. అదొక భావావేశంలో మాత్రమే సాధ్యం కాగల పని. దాన్ని టైపు చెయ్యడానికి మాత్రమే రెండురోజులు అవసరమయ్యాయని చెప్పవచ్చు. ప్రణాళికగా మాత్రం అది అప్పటికి ఎనిమిదేళ్లుగా నాలో రూపుదిద్దుకుంటూనే వస్తోంది.
ఆ ప్రణాళికను స్ధూలంగా ఇలా వివరించవచ్చు. అది శ్రీకాకుళం, విజయనగరం, విశాఖపట్టణం, తూర్పుగోదావరి జిల్లాల్లో గిరిజన ప్రాంతాల్లో ప్రాథమిక విద్యను సార్వత్రీకరించడం కోసం ఉద్దేశించబడ్డ పథకం. దాని కాలవ్యవధి రెండేళ్లు. అది పూర్తికాగానే ఆ జిల్లాల్లో చేపట్టబడబోయే జిల్లా ప్రాథమిక విద్యాపథకంతో దాని కార్యక్రమాల్ని కొనసాగించవచ్చు.
దాని మొదటి ఆశయం అన్ని గిరిజన జనావాసాలకూ పాఠశాలని అందు బాటులోకి తేవడం. పాఠశాలలు లేని జనావాసాల్లో మాబడులు తెరవడం. ప్రస్తుతం నడుస్తున్న పాఠశాలలకు, కొత్తగా తెరవబోయేవాటికి కూడా తరగతి గదుల నిర్మాణాన్ని స్ధానికసహకారంతో చేపట్టడం. ప్రతి పాఠశాలకూ కనీస బోధనాభ్యసన సామగ్రిని సమకూర్చడం, పిల్లలు బడిలో క్రియాశీలకంగా పాల్గొనేటందుకు వీలుగా తరగతి గదిని, బోధనాభ్యసన ప్రక్రియను ఆకర్షవంతం చేయడం.
బడికి పిల్లలు రావడం కోసం, నూటికి నూరు శాతం నమోదు కోసం కళాజాతలు నిర్వహించడం, చదువుకొత్తలు పండగ చెయ్యడం, అంతర్ పాఠశాలల పోటీలు నిర్వహించడం, బడిలో చురుగ్గా పాల్గొంటున్న విద్యార్ధుల కోసం ఆదనపు అభ్యసన సామగ్రిని రూపొందించడం, వెనకబడుతున్న విద్యార్ధుల కోసం సహాయకంగా కొంత అభ్యసన సామగ్రిని రూపొందించడం మొదలైన అంశాలందులో ఉన్నాయి.
ఈ పథకాన్ని అమలుచెయ్యడం కోసం మొత్తం ప్రాజెక్టు ప్రాంతాన్ని స్కూలు కాంప్లెక్స్లుగా విభజించి ప్రతి స్కూల్ కాంప్లెక్స్ లో ఇద్దరేసి రిసోర్స్ పర్సన్లను నియమించాలని కూడా సంకల్పించాం. ఆ రిసోర్స్ పర్సన్లను స్కూల్ కాంప్లెక్స్ రిసోర్స్ పర్సన్ (ఎస్.సి.ఆర్.పి)గా వ్యవహరిస్తారు. వారు ఆ స్కూల్ కాంప్లెక్స్ పరిధిలోని పాఠశాలలకు విద్యాసంబంధ సలహాదారుగా మిత్రులిగా, మార్గదర్శకులుగా వ్యవహరిస్తారు.
ప్రతి స్కూల్ కాంప్లెక్స్ కీ శిక్షణాభవనం, శిక్షణకోసం అవసరమైన సామగ్రి, కనీసం వందమంది నివాసం నుండి శిక్షణ పొందడానికి వీలైన సదుపాయాలు చేయబడతాయి. స్కూల్ కాంప్లెక్స్లన్నిటికీ మార్గదర్శకత్వం చేయడానికి ఐ.టి.డి.ఏ. ఆధ్వర్యంలో ప్రాజెక్టు రిసోర్స్ సెంటర్ (పి.ఆర్.సి) ప్రాజెక్టు మానిటరింగ్ సెంటర్ (పి.ఎం.పి) ఏర్పడతాయి. అవి జిల్లాలోని ఉత్తమ విద్యావేత్తల, ఉపాధ్యాయుల, సంఘ సేవకుల జాబితాను తయారు చేసుకుని ఎప్పటికప్ప్పుడు వారి సూచనల్ని తీసుకుని ప్రాజెక్టుని ముందుకు తీసుకుపోవలసి ఉంటుంది.
ప్రాజెక్టులో అన్నిటికన్నా ముఖ్యం సామాజిక భాగస్వామ్యానికి చెందిన అంశం. ప్రతి పాఠశాలకూ పాఠశాల విద్యాకమిటీని ఏర్పాటుచేయడమే కాక ఆ కమిటీ సభ్యులకు ప్రతి మూడు నెలలకొకసారీ సవివరంగా శిక్షణ, ప్రతి ఆరునెలల కొకసారీ తమ అనుభవాల్ని ఒకరితో ఒకరు పంచుకునేందుకు వీలూ కల్పించడమైంది.
అంతేకాక ప్రభుత్వం ఇస్తున్న ఆహారధాన్యాలను మధ్యాహ్న భోజనంగా మార్చడానికి కొంత ఆర్ధికసహాయం ప్రాజెక్టు నుంచి వస్తుంది. ఆ సహాయంతో రోజుకొక తల్లి చొప్పున ప్రతిరోజూ తల్లులంతా వంతులవారీ వండి పిల్లలకు వడ్డించవలసి ఉంటుంది.
ఆ ప్రణాళికను రూపొందించడంలో నా అనుభవాలన్నిటి సారాంశాన్నీ నేను పొందుపరచాను. అందులో సంపూర్ణ అక్షరాస్యతా ఉద్యమాల తరహా కాంపెయిన్తో పాటు సార్వత్రిక విద్యాకార్యక్రమాల జాగరూకత కూడా ఉంది. అన్నిటికన్నా ముఖ్యం అది ఎక్కడికక్కడ గిరిజన జీవితానికి సన్నిహితంగా, గిరిజన జీవితవిలువల పట్ల గౌరవంతో, గిరిజన జీవితానికి సన్నిహితంగా, గిరిజన జీవితవిలువల పట్ల మెలకువతో రూపొందించబడ్డ ప్రణాళిక.
అటువంటి ప్రణాళిక ఆదివాసుల విద్య గురించి ప్రపంచంలోనే అంతదాకా రూపొందించబడలేదు. భారతదేశంలో అంత విస్తృతమైన జనసంఖ్యకి అంత సమగ్ర ప్రణాళిక అంతదాకా ఏ ప్రాంతానికీ రూపొందించబడలేదు. ఆ సవివర ప్రణాళిక తమ చేతికందగానే చిన్నపాటి సవరణ కూడా కోరకుండా ఐఫాడ్ యాజమాన్యం దాన్ని యథాతథంగా ఆమోదించింది.

Simply 48 Hours!
Dr. P.V. Ramesh initially requested a brief conceptual synopsis—a document outlining our strategic vision for tribal primary education and the operational framework required to realize it.
I paused to reflect. My mind retraced the long journey that began with constructing the thatched hut classroom at Goipaka in Parvathipuram. I wrestled with the questions that had haunted me for years—the issues where solutions remained elusive, alongside those where clear answers existed but progress halted due to chronic underinvestment by the state.
By then, global primary education initiatives were gathering momentum, and the District Primary Education Programme (DPEP) was expanding across six districts in Andhra Pradesh. I sought to identify and address the critical gaps left open by mainstream universal education models. Above all, I analyzed where previous state interventions had failed Adivasi children, determined not to repeat those systemic errors.
Drawing these reflections together, I submitted a concise four-page synopsis to our Director. Like standard primary education frameworks, it targeted four core pillars: universal school access, 100 percent enrollment, 100 percent retention, and 100 percent learning achievement.
However, my framework diverged from standard DPEP policy in two fundamental ways:
First, mainstream DPEP policy treated student retention as an administrative management issue driven primarily by external social factors. While defining retention through student participation, it viewed attendance largely as a function of external socio-economic influences. Concurrently, it treated classroom performance strictly as a separate issue of academic standards.
I rejected this mechanical division. If we recognize a dynamic relationship between student participation and academic achievement, the two cannot be isolated into neat administrative silos. At the same time, student retention is not exclusively an educational variable.
To resolve this dichotomy, I divided retention drivers into two distinct, interconnected categories: internal classroom factors and external community factors, detailing our operational approach to both.
Second, and most crucially, was the centrality of authentic community participation. Early DPEP policy documents and guidelines systematically marginalized community ownership—a flaw rooted not in domestic planning, but in the World Bank’s framework. The World Bank conceptualized primary education strictly through a market-driven “Demand-Supply-R&D” lens, treating education as a commercial commodity, albeit an essential public good.
My field experience had brought me to a firm realization: any educational intervention lacking genuine community ownership is doomed to fail. Furthermore, I rejected a superficial, mechanical definition of participation. My vision remained centered on communities directly shaping their own school curricula.
I shared the draft synopsis with my senior colleague, Dr. Sastry, who commended its clarity. I then submitted it to Dr. Ramesh. Assuming IFAD approval would require months of bureaucratic review, I put the matter out of my mind.
However, in the first week of January 1996, Dr. Ramesh summoned me to his chamber. “I presented your synopsis to a senior IFAD official,” he remarked. “He was deeply enthusiastic, but paused and asked, ‘Can we actually execute this? Is it truly implementable on the ground?'”
I responded with immediate conviction: “It is entirely practicable. Every single component in that plan can be executed on the ground.”
He smiled warmhearted. “I knew you would say that, and I told him the exact same thing. I said that if we cannot execute this plan, no one else in the world can.”
He continued, “There is, however, a major hurdle. IFAD is fundamentally an agricultural development fund; it has never funded a primary education project anywhere in the world. If they finance our proposal, it will set a global precedent. To convince his board, the official requires a fully elaborated, comprehensive project proposal immediately. Can you draft it?”
I assured him I could, and asked how much time we had.
“Forty-eight hours,” he replied.
That was it. From that moment, within two days, I prepared that plan completely, including detailed cost tables and a logical framework, and handed it over. It was a task that could be possible only in an emotional surge. It can be said that two days were needed only to type it. But as a plan, it had been taking shape within me for eight years by then.
That plan can be broadly explained like this. It was a scheme intended to universalize primary education in the tribal areas of Srikakulam, Vizianagaram, Visakhapatnam, and East Godavari districts. Its duration was two years. As soon as it was completed, its programs could be continued with the District Primary Education Programme that was going to be undertaken in those districts.
Its first objective was to bring a school within reach of all tribal habitations. To open ‘Maa Badis’ in habitations without schools. To undertake the construction of classrooms with local cooperation for both currently running schools and those to be newly opened. To provide minimum teaching-learning materials to every school, and to make the classroom and teaching-learning process attractive to enable children’s active participation in the school.
It included aspects like organizing Kala Jathas (art campaigns) for children to come to school and for hundred percent enrollment, celebrating ‘Chaduvu Kothalu’ (harvest of education), conducting inter-school competitions, designing supplementary learning materials for students actively participating in school, and designing supportive learning materials for lagging students.
For implementing this scheme, we also resolved to divide the entire project area into School Complexes and appoint two resource persons in each School Complex. Those resource persons will be referred to as School Complex Resource Persons (SCRP). They will act as educational advisors, friends, and guides to the schools within the jurisdiction of that School Complex.
For every School Complex, a training building, materials necessary for training, and facilities allowing at least a hundred people to reside and receive training will be provided. To provide guidance to all School Complexes, a Project Resource Centre (PRC) and a Project Monitoring Centre (PMC) will be formed under the aegis of the ITDA. They will have to prepare a list of the best educationists, teachers, and social workers in the district, take their suggestions from time to time, and take the project forward.
The most important thing in the project is the aspect related to community participation. Besides forming a school education committee for every school, a detailed training was arranged for the members of that committee every three months, and an opportunity was also created for them to share their experiences with each other every six months.
Furthermore, some financial assistance will come from the project to convert the food grains being provided by the government into a midday meal. With that assistance, at the rate of one mother per day, all mothers must take turns every day to cook and serve the children.
In designing that plan, I incorporated the essence of all my experiences. It had the campaign style of total literacy movements as well as the alertness of universal education programs. Above all, it was a plan designed closely related to tribal life everywhere, with respect for tribal life values, and with awareness of tribal life values.
Such a plan regarding the education of Adivasis had never been designed anywhere in the world until then. Such a comprehensive plan for such a vast population had never been designed for any region in India until then. As soon as that detailed plan reached their hands, without asking for even a minor modification, the IFAD management approved it as it was.
