ఆచరణ సాధ్యమే

ప్రణాళిక అమలు చేయడానికి ఆమోదం లభించిందనగానే ఆ దిశగా సత్వరంగా అడుగులు వేయడం మొదలు పెట్టాం. దాన్ని అమలుచేయడానికి నిజానికి రెండేళ్ల వ్యవధి చాలదు. కనీసం అయిదేళ్ల కాలవ్యవధి కావలసిఉంటుంది. అప్పుడు గానీ మనం చేపట్టిన కార్యక్రమాలు సత్ఫలితాల్ని ఇచ్చేయా లేదా అన్నది చూడడానికి వీలుచిక్కదు.

కాని ఎలాగూ ఆ జిల్లాల్లో జిల్లా ప్రాథమిక విద్యాపథకాలు అమలుకాబోతున్నాయి. అవి ఏడేళ్ల కాలవ్యవధిలో అమలుచేయవలసిన పథకాలు కాబట్టి, ఈ ప్రణాళిక ఆ పథకాలకొక నాందిగా పనిచేస్తుందని భావించాం. అంతేకాక, ఈ ప్రణాళిక ప్రభావం జిల్లా ప్రాధమిక విద్యాపథకాల అమలుని తప్పకుండా గిరిజన శ్రేయోదాయకం చేస్తుందని కూడా అనుకున్నాం.

ఉన్న కాలవ్యవధి రెండేళ్లే కాబట్టి ప్రతిరోజూ, ప్రతి గంటా చాలా అమూల్య మనిపించింది. అన్నిటికన్నా ముందు సర్వే చేపట్టాలి. అందుకని సర్వే విధివిధానాలు ఎలా ఉండాలన్న దానిమీద నాలుగు సమగ్ర గిరిజనాభివృద్ధి సంస్ధల ప్రాజెక్టు అధికారులతో రెండురోజుల వర్క్ షాప్ నిర్వహించాం. ఒక గ్రామాన్ని సందర్శించి, అక్కడ మేం చూసిన దాన్ని బట్టి సర్వేఫారాల్ని సూక్ష్మాంశాలతో సహా సవరించుకున్నాం.

మరొక ఆసక్తికరమైన అధ్యయనం కూడా చేసాం అప్పుడు. సాధారణంగా వాటర్‌షెడ్‌ల ప్రణాళికను తయారుచేయడానికి ఉపయోగించే పార్టిసిపేటరీ రిసోర్స్ అప్రైజల్ టెక్నిక్ (పి.ఆర్.ఎ.)ను ప్రాధమికవిద్యకు వర్తింపచేయవచ్చేమో చూద్దామనుకున్నాం.

అప్పటికింకా దేశంలో అటువంటి ఊహే ఎవరికీ వచ్చినట్టులేదు. మేం పాడేరు దగ్గరలో ఉన్న గిరిజన గ్రామమొకదాన్ని ఎంచుకుని అక్కడి తల్లులతో సమావేశమయ్యాం. రెండు అంశాల్ని ఆ రోజు పి.ఆర్.ఎ. ద్వారా కనుగొనాలనుకున్నాం.

ఒకటి, పాఠశాలకి సామగ్రి సమకూర్చుకోవడానికి కొంత గ్రాంటు ఇస్తే ఆ తల్లులు ఆ గ్రాంటుని వినియోగించవలసి వస్తే ఏ ప్రాధాన్యతా క్రమాన్ని అనుసరిస్తారన్నది. రెండవది, పాఠశాలలకి ఇప్పుడిస్తున్నట్టుగాకాక, గిరిజనుల సాంస్కృతిక కేలండర్ ప్రకారం సెలవులు ఇవ్వాలా, వద్దా, ఇచ్చినట్లయితే ఏ నెలల్లో ఎన్ని రోజులు సెలవులివ్వాలన్నది.

రెండు విషయాల్లోనూ తల్లుల పాఠశాల కరికలంకి సంబంధించిన ముఖ్య నిర్ణయాల్ని తమకై తాము తీసుకోగలరని తెలియచేయడమే కాక, ఆ క్రమంలో వారు ఎంచుకునే ప్రాధాన్యతా క్రమంతో మమ్మల్ని సంభ్రమాశ్చర్యాలకు గురిచేసారు.

మొదటిది, సామగ్రి విషయం, పాఠశాలకి ఏడాదికి అయిదువేల గ్రాంటు ఇస్తారంటే తల్లులంతా మొదట టెలివిజన్ కావాలని కోరుకున్నారు. అప్పుడు మేం వారి ముందు మా ప్రతిపాదనను మరొక్కసారి వివరించాం. అయిదువేలు మొత్తం పాఠశాల సామగ్రికి వినియోగించవలసి వస్తే, ప్రభుత్వం ఆ గ్రాంటు తప్ప మరే సామగ్రీ పాఠశాలకి సరఫరా చేయకపోతే, ఏ సామగ్రిని తల్లులు తమ పాఠశాలకి ఎంపికచేస్తారో చెప్పమని అడిగాం.

ఒకవేళ ఆ ప్రశ్న నన్ను అడిగితే, విద్యాప్రణాళికల రచయితగా నా ప్రాధాన్యతా క్రమాన్ని ఎంచుకోమంటే, నేను రాసే క్రమంలో ముందు టీచర్ కుర్చీ, బల్ల, నల్లబల్ల, రికార్డుబాక్సు ఇలా ఉంటుంది. దేశంలో అత్యున్నతస్ధాయి నిపుణులు కూర్చుని తయారుచేసిన అపరేషన్ బ్లాక్ బోర్డ్ పధకం కూడా దాదాపు ఇటువంటి ప్రాధాన్యతా క్రమాన్నే ఎంచుకుంది.

కాని ఆ రోజు ఆ తల్లులు ఎంచుకున్న ప్రాధాన్యత అలా లేదు. మొదట వారు తమ పిల్లలు స్కూల్లో కూచోడానికి నేలబెంచీలు కోరుకున్నారు. ఆ తర్వాత కూడా ఉపాధ్యాయుడికి కుర్చీ కావలసి ఉంటుందని వారు భావించలేదు.

‘మరి టీచరు కూచోడానికి కుర్చీ?’ అన్నారెవరో.

‘దానికేముంది, మేమో నులక మంచమో, స్టూలో ఇవ్వగలం కదా, అంతకన్నా ముఖ్యమైన అవసరాలున్నాయి’ అన్నారు తల్లులు.

సెలవుల విషయంలో వారి ఎంపిక మరీ దిగ్భ్రమ కలిగించింది. మామూలుగా గిరిజన ప్రాంతాలకు వారిదే అయిన సనాతన సాంస్క ృతిక కేలండర్ ఉంది. కాని పాఠశాలలకు సెలవులు ఇస్తున్నప్పుడు మనం ఆ కేలండర్‌ని పాటించడం లేదు. మన జాతీయ కేలండర్‌ని పాటిస్తున్నాం. దానివల్ల పిల్లలు జాతీయ పండుగలకీ,  వివిధ మతాల పండగలకీ పాఠశాలని వదిలిపెడుతుంటారు. తిరిగి వారి సాంస్క ృతిక పండగలకి కూడా పాఠశాలని వదిలిపెడుతూంటారు. దీని వల్ల గిరిజన ప్రాంతాల్లో పాఠశాలల వాస్తవ పనిదినాలు తగ్గిపోతున్నాయి. కాబట్టి గిరిజన ప్రాంతాల్లో సెలవుల్ని రీషెడ్యూలు చేయాలన్నది చాలా రోజులుగా నలుగుతున్న ఆలోచన.

దీన్ని మేం ఉపాధ్యాయుల ముందు ప్రతిపాదించినప్పుడు వారిలో మిశ్రమ  ప్రతి స్పందన కనిపించింది. ఎక్కువమంది సెలవుల్ని రీషెడ్యూలు చేయవద్దనే అన్నారు. వారిలో గిరిజనులూ, గిరిజనేతరులూ కూడా ఉన్నారు. గిరిజనేతర ఉపాధ్యాయులు మైదాన ప్రాంతాల నుంచి వచ్చినవారు కాబట్టి వారి నిరాకరణని అర్ధం చేసుకోగలం.

కాని గిరిజనులు కూడా ఎందుకు వద్దన్నారు? దానికీ కారణం ఉంది. వారిలో చాలామంది తమ పిల్లల్ని ఇంగ్లీషు మీడియం పాఠశాలల్లో చేర్పించారు. తమ పాఠశాలల సెలవులూ, తమ పిల్లల పాఠశాలల సెలవులూ ఒక్కసారే ఉండాలన్నది వారి ఆలోచన.

మేం ఈ అంశాన్ని గిరిజన మహిళల ముందు పెట్టినప్పుడు వారు తమ పాఠశాలల కసలు సెలవులే అక్కర్లేదు పొమ్మన్నారు.

పాఠశాలల కరికులంని తల్లులే రూపొందించుకుంటే అది ఇప్పుడున్న దానికన్నా మరింత బాధ్యతాయుతంగా, మరింత జనజీవన ప్రయోజనకరంగా ఉంటుందన్న నా నమ్మకం మరొక్కసారి బలపడిందప్పుడు.

సర్వే పూర్తయ్యి ఐ.టి.డి.ఏలు వాస్తవ అవసరాలతో సవివరంగా ప్రణాళికలు తయారు చేస్తుండగానే డా.రమేష్‌గారు యునైటెడ్‌నేషన్స్ సంస్ధల్లో ఒకదానికి డెప్యుటేషన్ మీద వెళ్లిపోయారు. ఆయన స్ధానంలో కె.రాజుగారు గిరిజన సంక్షేమశాఖ డైరక్టర్‌గా జాయినయ్యారు. అది మా ప్రాజెక్టుకి గొప్ప ప్రోత్సాహాన్నిచ్చింది.

నెల్లూరుజిల్లా సంపూర్ణ అక్షరాస్యతా ఉద్యమ సారధిగా రాజుగారు సార్వత్రిక విద్యను ఆచరణాత్మకం చేసిన వ్యక్తి. దళితుల, ఆదివాసుల సమస్యల పట్ల ఆయనకున్న అవగాహన, వారికి ఉద్దేశించబడ్డ కార్యక్రమాల్ని అమలుచేయడంలోని ఆయన చిత్తశుద్ధి, కార్యదీక్ష మా విద్యాప్రణాళికకు కొత్త బలాన్నిచ్చేయి.

ఆయన రాగానే ప్రాజెక్టులో చిన్నమార్పులు కొన్ని చేసారు. మొదటిది, ప్రాజెక్టుస్ధాయిలో నెలకొల్పాలని ఉద్దేశించిన ప్రాజెక్టు రిసోర్చ్ సెంటర్‌ల కోసం ఒక్కొక్కదానికి దాదాపు డెబ్బయి లక్షల చొప్పున పాలనాభవనాన్ని, వసతిగృహాన్ని ఏర్పాటుచేయాలనీ, స్కూల్ కాంప్లెక్స్‌లకి కూడా ఒక్కొక్కదానికి అయిదు లక్షల విలువ గల వసతిగృహాల్ని ఏర్పాటుచేయాలనీ నిర్ణయించారు. అందువల్ల స్కూల్ కాంప్లెక్స్ స్ధాయిలో, ప్రాజెక్టుస్ధాయిలో ఉపాధ్యాయులకు, గ్రామసమాజపు సభ్యులకు పెద్ద ఎత్తున శిక్షణా కార్యక్రమాల్ని ఏర్పాటు చేసే వీలు కలుగుతుంది.

మేం నాలుగు ఐ.టి.డి.ఏ ల ప్రాజెక్టు రిసోర్స్ సెంటర్ బృందాలకూ ప్లానింగ్ వర్క్ షాప్ నిర్వహించాం. డా.శాస్త్రిగారితో కలిసి నేను నిర్వహించిన ఆ శిక్షణ కార్యక్రమాన్ని పర్యవేక్షించడానికి డా.సుజాత ఢిల్లీనుంచి ప్రత్యేకంగా వచ్చారు. ఆ శిక్షణ వల్ల ప్రాజెక్టు స్ధాయిలో విద్యాసంబంధ ప్రణాళికల్ని రూపొందించడంలో నైపుణ్యం కలిగిన బృందాలు రూపొందాయి.

రంపచోడవరంలో డి.ఎన్.మూర్తి, పాడేరులో గోవిందరాజులు, పార్వతీపురంలో ఎస్.ఎ.ఆర్.సుబ్రహ్మణ్యం, సీతంపేటలో రామ్మోహన్, ధనుంజయ అటువంటి నైపుణ్యాల్ని సాధించిన ఉత్సాహవంతులైన యువకులు. వారు ప్రాజెక్టును ముందుకు తీసుకుపోగలిగే సామర్ధ్యాన్ని సాధించగలిగారు.

ఆ వర్క్‌ షాప్‌కు కొద్దిగా ముందుగానో, వెనగ్గానో మేం మరొక వర్క్‌ షాప్ కూడా నిర్వహించాం. అది ఋషీవేలీ వారి ‘పెట్టెలో బడి’ ని గిరిజన జీవితానికి, భాషావ్యవహారానికీ చేరువగా తీసుకురావడానికి జరిపిన వర్క్‌ షాప్. దాదాపు ముీప్పైమంది గిరిజన  ఉపాధ్యాయులూ, పద్మనాభరావు, రమ దంపతులు సమష్టిగా నిర్వహించిన ఆ శిబిరంలో హట్టగూడ నిపుణులు కూడా పాల్గొన్నారు.

మల్టీ గ్రేడ్ బోధనకోసం రూపొందించిన కృత్యపత్రాల్ని ఆ శిబిరం గణనీయంగా మార్చివేసింది. దాదాపుగా దాన్ని సరికొత్త బోధనాభ్యసన సామగ్రి అని చెప్పవచ్చు. అంతేకాక, దేశంలోనే మొదటిసారిగా గిరిజన ఉపాధ్యాయులు రూపొందించిన గుణాత్మకవిద్యా సామగ్రిగా దాన్ని అభివర్ణించవచ్చు.

దాన్ని రూపొందించడానికి ముందు ఆ ఉపాధ్యాయులంతా మదనపల్లి వెళ్లారు. వారు మదనపల్లి వెళ్లినప్పుడు నేను కూడా అక్కడికి వెళ్లి వారితో సమావేశమయ్యాను. అక్కడే ఎవరో ఉపాధ్యాయుడు జాయ్‌ఫుల్‌లెర్నింగ్ కార్యక్రమానికి ‘ఆనంద లహరి’ అనే పేరు పెట్టాడు. ఆనందలహరి! ఎంత చక్కని పేరు. గిరిజనవిద్య ఆటపాటలతో నేర్పే విద్య కావాలని ఎందరో కన్న కలలకు ఆ పేరు అందమైన సంజ్ఞగా అమరింది.

ఇటువంటి ఏర్పాట్లతో, సన్నాహాలతో ఆ వేసవి అంతా గడిచిపోయింది. ఈలోగా, ప్రాజెక్టుకి సంబంధించిన హార్డ్‌ వేర్ అంశాల ఏర్పాట్లకు సమస్య లేకపోయింది. కరికులానికి సంబంధించిన అంశాల వరకూ పాడేరు, రంపచోడవరం ‘ఆనందలహరి’ ని ప్రవేశపెట్టడానికి సంసిద్ధత వ్యక్తం చేసాయి. తక్కిన ఐ.టి.డి.ఏలు ఆ రంగంలో ఇంకా తమ ఆలోచనల్నింకా పదును పెట్టుకుంటూనే ఉన్నారు.

మా అంతిమ ధ్యేయం ‘ఆనందలహరి’ పేరిట ఋషీవేలి వారి కిట్‌తో తృప్తి చెందడం కాదు. అది గిరిజన సమాజాలే తమ పాఠశాలల కరికులంని రూపొందించుకుని అమలు చెయ్యాలన్నది. ఆ కల నిజం కావాలంటే వారికి దానికి అవసరమైన నైపుణ్యాల్ని అందచేయాలి. అంతేకాక, పరిపూర్ణ తాటస్ధ్యాన్ని వహించగల నిపుణుల బృందాన్ని, కేడర్‌ని కూడా మేం రూపొందించుకోవలసి ఉంటుంది.

ఆ దిశగా అడుగులు వేయాలంటే సామర్ధ్యాలకల్పనకు ఒకదాని వెంట ఒకటి వరుస శిక్షణల్ని నిర్వహించాలి. ఆ శిక్షణల్లో స్కూల్ కాంప్లెక్స్ ప్రధానోపాధ్యాయులకు నిర్వహణ శిక్షణ కావాలి. స్కూల్ కాంప్లెక్స్ రిసోర్స్ పర్సన్లకు కౌన్సిలింగ్‌లో శిక్షణ నివ్వాలి. మండలవిద్యాశాఖాధికారులకు విద్యాప్రణాళికల రూపకల్పనలో శిక్షణ నివ్వాలి.

అన్నిటికన్నా ముఖ్యం సామాజిక కార్యకర్తలకు, నేతలకు ఓరియెంటేషన్‌తో పాటు బడిప్రణాళికల్ని రూపొందించడంలో, అమలు చేయడంలో శిక్షణనివ్వాలి. వివిధ రంగాల్లో అందుతున్న కొత్తతరహా సాంకేతిక పరిజ్ఞానాన్ని ప్రాధమిక విద్యా రంగానికి అనువర్తింప చేయడానికి వివిధ జాతీయ శిక్షణాసంస్ధలతో అనుసంధానం జరగాలి.

ఎటువంటి శిక్షణా కార్యక్రమాల్ని అమలుచేయాలి. దానికి ఏ రాష్ట్రస్థాయి, జాతీయ శిక్షణాసంస్ధలతో అనుసంధానం జరగాలి అన్నదాని మీద నన్ను పత్రాన్ని రూపొందించమని రాజుగారు అడిగారు. నేనా పత్రాన్ని ఆయనకిచ్చినప్పుడు ఆయన దాని మీద ఆయా సంస్ధల ప్రతినిధులతో ప్రిలిమినరీ సమావేశాన్ని నిర్వహించడానికి ఏర్పాట్లు చేయమన్నారు.

ఈలోగా, ముందుగా సమగ్ర గిరిజనాభివృద్ధి సంస్ధల స్ధాయిలో ప్రాజెక్టు స్ధాయి అధికారుందరికీ ఓరియెంటేషన్, ప్లానింగ్ వర్క్‌ షాప్ నిర్వహించాలనుకున్నాం. డా.శాస్త్రిగారు నేనూ, గిరిజన సాంస్కృతిక పరిశోధన సంస్ధకి చెందిన శివరామరావు కలిసి నాలుగు ఐ.టి.డి.ఏల్లోనూ ఆ సమావేశాలు నిర్వహించాం.

వాటికి అనూహ్యమైన స్పందన వచ్చింది. ప్రతి గిరిజన ప్రాంతంలోనూ అంకితభావం కలిగిన కార్యకర్తలుగా సార్వత్రిక విద్యకోసం పనిచేయడానికి అనేకమంది ఉత్సాహంగా సంసిద్ధులై ఉన్నట్టుగా ఆ శిక్షణలు మాకు తెలియచేసాయి.

ఆ శిక్షణల్ని మేం మొదటగా పాడేరుతో మొదలుపెట్టాం. అక్కడ అప్పటికి కె.రామకృష్ణరావు ప్రాజెక్టు అధికారిగా జాయినయ్యారు. ఆయన కొడిగెనహళ్లి గురుకుల పాఠశాల విద్యార్ధి కావటాన విద్య పట్ల ఆయనలో అపరిమితమైన తృష్ణ కనబడింది. సార్వత్రిక విద్య గురించి మరింత నవీన, ఆశావహ స్వప్నాలతో ఉక్కిరిబిక్కిరివుతూ మమ్మల్ని ఆ రోజు ఆయన చేతులు చాపి ఆహ్వానించారు.

ఆయన తరువాతి రోజుల్లో ఆ ప్రణాళికను పూర్తిగా వాస్తవం చేసారు. ఆయన అక్కడ చేసిన కృషిని జాతీయ, అంతర్జాతీయ విద్యావేత్తలొకరొకరే వరుసగా వెళ్లి చూసి తమ అభినందనలను కురిపిస్తూనే ఉన్నారు. ఆయన ఆ ప్రాజెక్టు రూప కల్పనలోని ప్రతి కాంపొనెంట్‌నీ అమలుచేయాలని కంకణం కట్టుకున్నారు. ‘ఆ ప్రణాళికలోని ఏ కాంపొనెంటైనా మనసులో రిజిష్టరు కాకుండా పోతుందేమోనని ఆ ప్లాన్ మొత్తాన్ని నా లాప్-టాప్ మీద నేనే స్వయంగా టైపు చేసుకున్నాను’ అన్నారాయన నాతో.

ఆయన ఆ మాటలంటున్నప్పుడు ‘ఈజిట్ ఇంప్లిమెంటబుల్’ అని ఐఫాడ్ ఉన్నతాధికారి అడిగిన ప్రశ్న గుర్తొచ్చింది. రామకృష్ణారావు వంటి అంకితభావం కలిగిన వ్యక్తులుంటే, ప్రతి సదాశయానికి ఊపిరులూది ప్రాణం పోసేవారుంటే అటువంటి ప్రణాళికల్ని ఆచరణసాధ్యం మాత్రమే కాదు. వాటినింకా మెరుగపర్చవచ్చునని రామకృష్ణారావు రుజువు చేసారు.

ఆ వర్క్ షాపులు ముగిసిన కొద్దిరోజులకే రాజుగారు కూడా యునైటెడ్ నేషన్స్ సంస్ధల్లో పనిచేయడానికి డెప్యుటేషన్ మీద వెళ్లిపోయారు. తరువాత మరెన్నో రోజులు తిరక్కుండానే చెంచు సమగ్ర గిరిజనాభివృద్ధి సంస్ధకు నన్ను ప్రాజెక్టు అధికారిగా ప్రభుత్వం నియమించింది. అప్పటి పరిస్ధితుల వల్ల ఆ ఉత్తర్వులు అందిన రోజునే నేను రాష్ట్రకార్యాలయం నుండి రిలీవ్ అయి శ్రీశైలం వెళ్లిపోవలసివచ్చింది.

It is Implementable

Once administrative approval for the proposal was secured, we moved swiftly into operational execution. In truth, two years was far too brief a timeframe for a project of this magnitude; a five-year horizon would have been far more realistic to evaluate long-term educational outcomes.

However, since DPEP was slated for a seven-year rollout across these same districts, we viewed our two-year IFAD project as a vital precursor. We were confident that establishing these community-centered foundations would ensure that the incoming DPEP interventions directly benefited Scheduled Tribe communities.

With only two years at our disposal, every day and every hour proved precious. Our immediate priority was conducting a baseline survey across all four project districts. To establish standardized survey protocols, we convened a two-day consultative workshop with the Project Officers of the four ITDAs. We tested our initial survey instruments during a field visit to a local hamlet, refining every questionnaire and data field based on direct observations.

During this phase, we also piloted an innovative methodological experiment: adapting Participatory Rural Appraisal (PRA) techniques—traditionally utilized in watershed management and natural resource planning—directly to primary education planning.

At the time, applying PRA methodology to educational planning was virtually unheard of in India. Selecting a Scheduled Tribe hamlet near Paderu, we convened a workshop with local mothers to explore two key issues through participatory mapping: a)if a direct annual grant were provided to the school, how would mothers prioritize the procurement of learning materials and infrastructure? b) should the academic calendar be rescheduled to align with the traditional Scheduled Tribe cultural calendar, and if so, how should holiday periods be distributed across the year?

On both counts, the exercise demonstrated that local mothers were fully capable of taking critical decisions regarding school management. The priorities they established left us in awe.

Regarding school equipment, when informed that an annual grant of five thousand rupees would be allocated, the mothers initially requested a television set. We then clarified the premise: if that five thousand rupees constituted the entire school budget, with no additional government supply, how would they prioritize essential classroom items?

Had that question been posed to me as an educational planner, my professional priority list would have followed a standard administrative sequence: teacher’s chair, desk, blackboard, and record storage box. Indeed, the national Operation Blackboard scheme—designed by top-tier policy experts—followed that precise, top-down hierarchy.

The mothers, however, upended those bureaucratic assumptions. Their absolute first priority was low floor benches so their children would not have to sit on damp earth. Even after securing seating for the children, they saw no need to purchase a formal chair for the teacher.

When someone asked, “What about a chair for the teacher?”

The mothers replied pragmatically, “Why spend school funds on that? We can easily provide a stringed cot or a simple wooden stool from our homes. There are far more important classroom needs.”

Their insights regarding school vacations were equally eye-opening. Scheduled Tribe communities follow an ancient, seasonal cultural calendar that governs village life and harvest festivals. Yet state education authorities imposed a standardized national academic calendar. Consequently, Adivasi children missed school during official state holidays, and then absented themselves again during their own traditional festivals, drastically reducing actual instructional days in agency schools. Realignment of the academic calendar had been discussed in administrative circles for years.

When we presented this realignment proposal to local teachers, however, we encountered widespread resistance from both non-tribal and Scheduled Tribe teachers. The hesitation among non-tribal teachers—who hailed from the plains and wanted their holidays to coincide with their home regions—was understandable.

Yet why did Scheduled Tribe teachers also oppose aligning school holidays with their own cultural festivals? The explanation revealed a subtle sociological reality: many Scheduled Tribe teachers sent their own children to English-medium residential schools in urban centers. They resisted calendar adjustments because they wanted their own employment holidays to coincide with their children’s urban vacation schedules.

When we put this issue before the tribal women, they said they didn’t want any holidays at all for their schools.

My belief that if mothers themselves designed the school curriculum, it would be much more responsible and much more beneficial to public life than it is now, was strengthened once again then.

While the survey was completed and the ITDAs were preparing detailed plans with actual needs, Dr. Ramesh went on deputation to one of the United Nations organizations. In his place, K. Raju joined as the Director of the Tribal Welfare Department. That gave a great encouragement to our project.

As the helmsman of the Total Literacy Campaign in Nellore district, Raju was a person who put universal education into practice. His understanding of the problems of Dalits and Adivasis, and his sincerity and dedication in implementing the programs intended for them, gave new strength to our educational plan.

As soon as he arrived, he made some minor changes to the project. Firstly, he decided that an administrative building and a hostel, costing about seventy lakhs each, should be established for the Project Resource Centers intended to be set up at the project level, and that hostels worth five lakhs each should also be established for School Complexes. Because of this, it would be possible to arrange large-scale training programs for teachers and village society members at the School Complex level and project level.

We conducted planning workshops for the Project Resource Center teams of the four ITDAs. Dr. Sujatha came specially from Delhi to supervise the training program that Dr. Sastry and I conducted together. Because of that training, teams skilled in designing educational plans at the project level were formed.

D.N. Murthy in Rampachodavaram, Govindaraju in Paderu, S.A.R. Subrahmanyam in Parvathipuram, and Rammohan and Dhanunjaya in Seethampeta were enthusiastic youths who achieved such skills. They were able to attain the capability to take the project forward.

Shortly before or after that workshop, we also conducted another workshop. That was a workshop held to bring Rishi Valley’s ‘School in a Box’ closer to tribal life and language usage. Hattaguda experts also participated in that camp, which was conducted collectively by almost thirty tribal teachers and the couple Padmanabha Rao and Rama.

That camp significantly changed the activity cards designed for multi-grade teaching. It can almost be called a brand-new teaching-learning material. Moreover, it can be described as the qualitative educational material designed by tribal teachers for the first time in the country.

Before designing it, all those teachers went to Madanapalle. When they went to Madanapalle, I too went there and met with them. Right there, some teacher named the Joyful Learning program ‘Ananda Lahari’. Ananda Lahari! What a beautiful name. That name fit as a beautiful symbol for the dreams of many that tribal education should be an education taught with games and songs.

With such arrangements and preparations, that whole summer passed. Meanwhile, there was no problem with the arrangements for the hardware aspects related to the project. As far as the aspects related to the curriculum were concerned, Paderu and Rampachodavaram expressed their readiness to introduce ‘Ananda Lahari’. The remaining ITDAs were still sharpening their thoughts in that sector.

Our ultimate goal was not to be satisfied with the Rishi Valley kit under the name ‘Ananda Lahari’. It was that tribal societies themselves should design and implement their schools’ curriculum. If that dream were to come true, they had to be provided with the necessary skills for it. Furthermore, we also had to develop a team of experts, a cadre, capable of maintaining complete neutrality.

To take steps in that direction, a series of training sessions had to be conducted one after another for capability building. In those training sessions, management training was needed for School Complex headmasters. Training in counseling had to be given to School Complex Resource Persons. Training in designing educational plans had to be given to Mandal Educational Officers.

Above all, along with orientation for social workers and leaders, training had to be given in designing and implementing school plans. To apply the new types of technological knowledge becoming available in various fields to the primary education sector, linkages had to be established with various national training institutes.

Raju asked me to prepare a paper on what kind of training programs should be implemented and with which state-level and national training institutes linkages should happen for that. When I gave him that paper, he asked me to make arrangements to conduct a preliminary meeting with the representatives of those respective organizations based on it.

Meanwhile, first of all, we wanted to conduct an orientation and planning workshop for all project-level officers at the level of the Integrated Tribal Development Agencies. Dr. Sastry, I, and Sivaram Rao from the Tribal Cultural Research Institute together conducted those meetings in all four ITDAs.

An unexpected response came to them. Those training sessions showed us that in every tribal area, many people were enthusiastically ready to work for universal education as dedicated workers.

We first started those training sessions with Paderu. By then, K. Ramakrishna Rao had joined there as the Project Officer. Being a student of the Kodigenahalli residential school, an immense thirst for education was seen in him. Overwhelmed by newer, more hopeful dreams about universal education, he welcomed us with open arms that day.

In the following days, he made that plan completely real. National and international educationists went one after another in succession to see the work he did there and kept showering their appreciations. He took a vow to implement every single component in the design of that project. He said to me, “Fearing that some component of that plan might go unregistered in my mind, I typed the entire plan myself on my laptop.”

When he was saying those words, the question asked by the IFAD higher official, “Is it implementable?” came to mind. Ramakrishna Rao proved that if there are dedicated people like Ramakrishna Rao, if there are people who breathe life into every good intention, such plans are not only practicable but can be improved even further.

A few days after those workshops ended, Raju also went on deputation to work in United Nations organizations. Before many more days passed after that, the government appointed me as the Project Officer for the Chenchu Integrated Tribal Development Agency. Due to the circumstances at that time, I had to be relieved from the state office and leave for Srisailam on the very day those orders were received.
