జాయ్ఫుల్ లెర్నింగ్ కార్యక్రమం మొదట పాఠశాలల చుట్టూ ఆకర్షవంతమైన వాతావరణాన్ని నిర్మించడం మీద దృష్టి పెట్టింది. స్ధానికంగా దొరికే వనరులతో, చౌకగా లభించే సామగ్రితో పాఠశాల చుట్టూ ఆటవస్తువుల్ని ఏర్పాటుచేయడం, తరగతి గదుల్లో ఆకర్షణీయమైన అలంకరణా, గోడలమీద ప్రతి శిశువు కోసం వాల్ స్లేట్ని ఏర్పరచడం, బొమ్మలతో, చార్టులతో తరగతి గదుల్ని నింపడం వంటి బాహ్య కార్యక్రమాలతో అది మొదలయ్యింది. అవి దీర్ఘకాలిక కార్యక్రమాలు కావు గానీ, పండగ వస్తుందంటే గోడలకు వెల్లవేసినట్టుగా అది పాఠశాలల్లో కొత్త ఉత్సాహభరిత కార్యక్రమం మొదలవుతోందన్న సూచనని మాత్రం ఉపాధ్యాయులకూ పిల్లలకూ అందించింది.
ఆ మీదట తరగతిగదిలో చేపట్టవలసిన బోధనాభ్యసన ప్రక్రియను ఏ విధంగా ఆకర్షణీయం చేయాలన్న ఆలోచన మొదలయ్యింది. అప్పటికి మా ముందు ఉత్నూరులో ప్రొఫెసర్ శశిధరరావుగారు రూపొంందించిన మాడ్యూళ్లు ఉన్నాయి. కాని మేం ఉత్నూరు వెళ్లి చూస్తే దాదాపు పాఠశాలలన్నీ వాటిని పక్కన పెట్టేసినట్టుగా కనిపించింది. దానికి ఆ ఉపాధ్యాయులు చాలా కారణాలు చెప్పారు.
అన్నిటికన్నా ముఖ్యమైంది, ఏకోపాధ్యాయపాఠశాలల్లో ముఖ్యంగా ఒకటి రెండు తరగతుల్లో కరికులం పూర్తిగా బిడ్డల సంరక్షణ, ఆరోగ్యం, వ్యక్తిగత పరిశుభ్రత మొదలైన అంశాల మీద దృష్టి పెట్టవలసిన అవసరం కనిపించింది. మధ్యాహ్న భోజనపధకం పేరిట బడి ఈడు బాలబాలికలందరికీ ఆహారధాన్యాలు ఉచితపంపిణీ మొదలవడంతో అయిదేళ్లకన్నా చిన్నపిల్లలూ, పదకొండేళ్ల కన్నా పెద్ద పిల్లలూ కూడా పెద్ద సంఖ్యలో పాఠశాలల్లో కనిపించారు. ముఖ్యంగా భాషాసమస్య అలానే ఉంది. కొన్ని ఛార్టులు సమగ్రగిరిజనాభివృద్ధి సంస్ధ గతంలో రూపొందించినవీ, కొన్ని పాటలు గోండీలోకి తర్జుమా చేసినవి అంతా నిలిచే ఉన్నాయి గాని, పాఠశాలలకు పిల్లల్ని రప్పించడానికి అవి చాలవు. శశిధరరావుగారు రూపొందించిన కృత్యాధారవిద్య పిల్లలు బడికి వచ్చేక మొదలు పెట్టగలిగిందే తప్ప వారిని వారంతట వారే బడికి రప్పించగలిగేది కాదు.
కాబట్టి జాయ్ఫుల్ లెర్నింగ్ మొదట పిల్లల ఆరోగ్య సంరక్షణాంశాల మీద దృష్టి పెట్టాలనీ, అయిదేళ్ల కన్నా చిన్నపిల్లలు బడికి రాకుండా అంగన్ వాడి కేంద్రాలకు వెళ్లేలా చూడటానికి బడికీ, అంగన్వాడీ కేంద్రం మధ్య సమన్వయాన్ని తీసుకురావాలనీ, ముందు పిల్లలకు చదువుపట్ల ఆసక్తి కలిగిస్తే అప్పుడు మనం ఇవ్వగలిగే చదువు ఎటువంటిదన్న అంశాన్ని పరిశీలించవచ్చుననీ అనుకున్నాం.
ఆ విషయంలో ఆంధ్రమహిళా సభ వారి ఎర్లీ చైల్డ్హుడ్ ఎడుకేషన్ సెంటర్కి తగిన నైపుణ్యం ఉందని లతామీనన్ సూచించారు. శైశవసంబంధమైన విద్యాసమస్యల మీద ఆంధ్రమహిళా సభలో రాష్ట్రస్ధాయి వనరుల కేంద్రముంది. ప్రొఫెసర్ లక్ష్మి దానికి నిర్దేశకులుగా వ్యవహరిస్తున్నారు.
నేను జీవితంలో చూసిన అద్భుతమైన వ్యక్తుల్లో ప్రొఫెసర్ లక్ష్మి ఒకరు. ఆమె దుర్గాబాయ్ దేశ్ముఖ్ శిష్యురాలు. జీవితమంతా విద్యకి అంకితం చేసిన టీచర్-ఎడ్యుకేటర్. ఆమె ప్రభావానికి లోనయిన వారెవ్వరూ మునుపటిలా ఉండలేరు. మనుషుల పట్ల తన ప్రేమాభిమానాలనంతటినీ రంగరంచి ఆమె పిల్లల తొలిబాల్యానికి అనువైన విద్యాకార్యక్రమాన్ని ఒకదాన్ని రూపొందించారు. దానికి ఆమే, వారి శిష్యులూ కలిసి పాఠశాల సంసిద్ధత (స్కూల్ రెడీనెస్) అని పేరు పెట్టారు.
పాఠశాల సంసిద్ధత మనోవైజ్ఞానిక -విద్యావిషయాత్మక మాడ్యూలు. బడికి వెళ్లడానికి పిల్లల్లో ఇష్టం పుట్టించడం దాని ఉద్దేశ్యం. నిజానికి, అంగన్వాడీ కేంద్రాలు ఈ పని చెయ్యడానికే ఉద్దేశించబడ్డాయి. దాన్నే మనం సాధారణంగా ప్రీ-స్కూల్ విద్య అంటాం.
అంగన్వాడీ కేంద్రాలు చాలా బాగా పనిచేసినప్పటికీ కూడా పిల్లలకు పాఠశాల సంసిద్ధత కొంత కొరవడుతూనే ఉంటుంది. ఎంత చెప్పినా స్కూలు స్కూలే. అది ఇల్లు కాదు. ఆ విషయంలో అంగన్వాడీ కేంద్రం స్కూలుకన్నా ఇంటి వాతావరణానికి కొంత దగ్గరగా ఉంటుంది. పిల్లవాడు ఒక్కసారిగా బడికి రాగానే అది హోం లాంగ్వేజి నుంచి స్కూలు లాంగ్వేజి లోకి ఎకాఎకి దూకినట్టుగానే ఉంటుంది. ‘పాఠశాల సంసిద్ధతా కార్యక్రమం’ ఆ పరివర్తనను సున్నితంగాచేస్తుంటే దాని దూకుడుకి పిల్లల మనసు గాయపడకుండా అది చేతులడ్డుపెట్టి కాపు కాస్తుంది.
పిల్లల తొలి అభ్యసనం వస్తువులు చుట్టూ, రంగుల చుట్టూ ఆటపాటల చుట్టూ అల్లుకుంటుంది కాబట్టి ఆమె తన కార్యక్రమం మొత్తాన్ని రంగులతో, ఆటపాటలతో నాటకాలతో నాట్యాలతో నింపేసారు.
ఉత్నూరులో పాఠశాల సంసిద్ధతా కార్యక్రమాన్ని ప్రవేశపెట్టాలనుకున్నాక మళ్లా ఒకసారి ప్రొఫెసర్ లక్ష్మి గారితో ఆమె బృందంతో ఆ పాఠశాలల్ని సందర్శించాం. పిల్లలకు పాఠశాల సంసిద్దత అవసరం అన్నదానిలో ఏకాభిప్రాయమున్నప్పటికీ ఆ సంసిద్ధతకు ఎంతకాలవ్యవధి కావాలి, ఏ క్రమంలో దాన్ని అమలు చేయాలి అనే అంశం మీద చాలా చర్చించవలసివచ్చింది.
సుదీర్ఘ చర్చల తరువాత, పాఠశాల సంసిద్ధత పాఠశాలలోని ఒకటవ, రెండవ తరగతుల పిల్లలందరికీ చేపట్టాలనీ, అది దాదాపు ఆరువారాల నుండి ఎనిమిది వారాల మధ్య పూర్తికావాలనీ నిర్ణయించాం. అంతేకాక, అందుకోసం ఆంధ్రమహిళాసభ తను రూపొందించిన కార్యక్రమాన్నంతటినీ గోండు భాషలో గోండు సంస్కృతికి సన్నిహితంగా అభివృద్ధి చేయవలసిఉంటుందని కూడా తీర్మానించాం.
మరొకవైపు పాడేరులో సమస్య మరీ ప్రత్యేకంగా ఉందని అనుకున్నాం. అక్కడ గిరిజన సమాజాలు పూర్తిగా సాంస్కృతిక ఏకాంతంలో ఉన్నందున పాఠశాలలు పిల్లలలో కలిగించవలసిన జాగృతిని పూర్తిగా కలిగించలేకపోతున్నాయనిపించింది. అక్కడ ఏ పాఠశాలలో చూసిన పేరుకు మాత్రమే ఒకటి, రెండు తరగతులు గాని పిల్లల సామర్ధ్యం విషయంలో వారందరూ దాదాపుగా ఒక్కలానే ఉన్నారనిపించింది.
ఉత్నూరులో కనీసం ప్రొఫెసర్ శశిధరరావుగారి వల్ల కృత్యాధారవిద్య పాఠశాలల్లోకి ప్రవేశించగలిగింది. పాడేరుకు ఆ అవకాశం కూడా లేదు. అంతేకాక ఎపెప్ కృత్యాధార బోధన పట్ల జాగృతి కలిగించవలసిన సందర్భంలో విద్యాశాఖ తన శిక్షణాకార్యక్రమాల్లో గిరిజన పాఠశాలలకు చోటు ఇవ్వనేలేదు. పెద్ద సంఖ్యలో ఏర్పడ్డ ‘మాబడులు’ గిరిజన జనావాసాలకు పాఠశాలనయితే అందుబాటులోకి తీసుకువచ్చాయి గాని, ఆ పాఠశాలల్లో జరగవలసిన బోధన – అభ్యసన ప్రక్రియను గుణాత్మకం చేయలేకపోయాయి.
ఏ విధంగా చూసినా పాడేరు గిరిజన ప్రాంతం తక్కిన ప్రపంచం కన్నా చాలా వెనకబడి ఉందన్నది నిస్సందేహం. అటువంటి పరిస్ధితుల్లో అక్కడ కృత్యాధార బోధనకన్నా మెరుగైన టెక్నాలజీ అవసరం అనిపించింది.
అటువంటి సాంకేతిక శక్తిగా లతామీనన్ ‘మల్టీ గ్రేడ్ టీచింగ్’ ని ప్రతిపాదించారు. మళ్లీ గ్రేడ్ టీచింగ్కీ మల్టిపుల్ క్లాస్టీచింగ్కీ మధ్య తేడా ఉంది. సాధారణంగా ఏకోపాధ్యాయుడు ఏకకాలంలో ఒకటి, రెండు తరగతులకు బోధించవలసి ఉంటుంది. కొన్ని పాఠశాలల్లో అది ఐదవ తరగతి వరకూ కూడా ఉంటుంది. అటువంటి సందర్భంలో ఉపాధ్యాయుడు పిల్లలందరికీ వారి వారి సామర్ధ్యాలని బట్టి ఏ విధంగా బోధన చెయ్యవలసి ఉంటుందీ, వారి అభ్యసనానికి ఏ విధంగా సహకరించవలసిఉంటుందీ అన్న ప్రశ్న విద్యావేత్తలనూ, విధానరూపకర్తలనూ బాధిస్తూనే ఉంది.
ఎపెప్ తన మార్గదర్శకసూత్రాలలో పిల్లలకు వ్యక్తిగత పని, సామూహిక పని, బృందకృత్యాలు అప్పగించడం ద్వారా ఈ సమస్యను కొంతవరకూ అధిగమించగలమని భావించింది. అటువంటి పాఠశాలలకొక మోడల్ టైం టేబుల్ని కూడా అది రూపొందించింది. ఆ ప్రయత్నాలు ఆచరణలో ఏ మాత్రం ముందుకు నడిచాయో మనకి తెలియదు.
అటువంటి పరిస్ధితిలో పిల్లల్ని వార్షిక తరగతులుగా విభజించకుండా వారి సామర్ధ్యాలననుసరించి ఎప్పటికప్పుడు మార్చడానికి విలువైన గ్రేడ్లుగా విభజించి ఆ గ్రేడ్లకు బోధించడాన్నే మల్టీ గ్రేడ్ టీచింగ్ (బహుళశ్రేణిబోధన) అనవచ్చు. అటువంటి పద్ధతిలో ఋషివేలికీ చెందిన గ్రామీణ విద్యాకేంద్రం చెప్పుకోదగ్గ కృషి చేసిందని లతామీనన్ సూచించారు. ఆ కేంద్రాన్ని పాడేరు పాఠశాలలకు రిసోర్స్ కేంద్రంగా ఉండమని అడగవచ్చునన్నారు.

ఊహించని అవకాశం
ఆ విధానం ఎట్లా అమలు జరుగుతుందో చూదామని నేను మదనపల్లికి దగ్గర ఋషివేలీలో గల ఋషీవేలి రూరల్ ఎడుకేషన్ సెంటర్ వారి పాఠశాలల్ని చూడటానికి వెళ్లాను. అక్కడ ఒక పబ్లిక్ స్కూల్ చాలా ఏళ్లుగా నడుస్తోంది. దేశంలోని సంపన్నవర్గాలకూ, శిష్టజనానికీ అందే విద్యకి ఆ పబ్లిక్ స్కూల్ ప్రతీక.
ఆ లోయలో చాలా ఏళ్లుగా చుట్టుపక్కల గ్రామాల్లో పిల్లలు బడికి వెళ్లలేక, వెళ్లడానికి ఇష్టం లేక బడి మధ్యలో మానేసి పరిస్ధితి ఉండేది. ఆ పరిస్థితిని చక్కదిద్దాలనీ, అత్యున్నత పాఠశాల పక్కనే అనేక పాఠశాలలు విచ్ఛన్నమయిపోతూ ఉండటం భావ్యం కాదనీ కృష్ణమూర్తి ఫౌండేషన్ ఆఫ్ ఇండియా భావించింది. అక్కడి పాఠశాలల్లోని డ్రాపఅవుట్ని తగ్గించాలంటే పాఠశాలల్ని ఆకర్షవంతం చేయాలని భావించింది. ఆ బాధ్యతను పద్మనాభరావు, రమ అనే ఉపాధ్యాయదంపతులకి అప్పగించింది. వారు ఆ పాఠశాలల కోసం ఆ పిల్లలతో కలిసి రూపొందించిందే ‘పెట్టెలో బడి’.
ఆ విధానం మొదట చూడటానికి కొంత సంక్లిష్టంగానూ, సాంకేతికంగానూ కనిపిస్తుంది గానీ, ఒకసారి ఆ పద్ధతికి అలవాటు పడితే అది పిల్లలకీ, ఉపాధ్యాయుడికీ కూడా చాలా సులభమనిపిస్తుంది. అందులో ఒకటి, రెండు తరగతుల పాఠ్యాంశాలన్నీ వివిధకృత్యపత్రాలుగా రూపొందించి ఉంటారు. ప్రొఫెసర్ శశిధరరావుగారు రూపొం దించినట్టే ప్రతి కృత్యపత్రానికీ మినిమమ్ లెవల్ ఆఫ్ లెర్నింగ్ మైల్స్టోన్గా నిర్ణయింప బడి ఉంటుంది.
అటువంటి కొన్ని కృత్యపత్రాలు కలిసి ఒక సామర్ధ్యాన్ని పిల్లవాడికివ్వడానికిఉద్దేశించబడి ఉంటాయి. ఆ సామర్ధ్యాన్ని సూచిస్తూ ఒక లోగో ఉంటుంది. సాధార ణంగా ఆ లోగో స్ధానిక పక్షి లేదా జంతువు బొమ్మ అయి ఉంటుంది. ఆ లోగో ప్రకారం రూపొందించిన ప్రతి కృత్యపత్రానికీ వరుస సంఖ్య ఉంటుంది.
తెలుగు, గణితం, సంభాషణాకౌశల్యం, కథలు చెప్పడం వంటి వివిధ విషయాలలో కొన్ని నిర్ధిష్ట సామర్ధ్యాలకు ఆ విధంగా కృత్యపత్రాల సోపానం ఉంటుంది. పిల్లలు ఆ కృత్యపత్రాల్ని చేసినప్పుడల్లా వారు ఆ సోపానంలో మెట్టు వెనకమెట్టు పైకి ఎక్కుతూంటారు. అలా ప్రతి పిల్లవాడి పెరుగుదలని సూచిస్తూ ఎవరి సోపానం (లాడర్) వారికుంటుంది.
దీని వల్ల ప్రయోజనాలేమిటి? మామూలు సాంప్రదాయిక పాఠశాల తరగతి గది మొత్తానికి బోధిస్తుంది గాని పిల్లలకు విడివిడిగా చేసి తెలుసుకోవడానికి అవకాశాన్నివ్వదు. అందుకనే మేం ఉత్నూరులో కృత్యాధారబోధనను ప్రవేశపెట్టాం. అయితే, అక్కడఉపాధ్యాయుడూ, పిల్లలూ ఏం చేయాలో నిర్ధిష్టంగా ఉంది గాని, వాళ్లు అలా చేస్తున్నారో లేదో చూసే అవకాశం లేదు.
ప్రాజెక్టు ఎడుకేషన్ కౌన్సిలర్లు ఆ విషయాన్నే పర్యవేక్షించవలసి ఉంది కదా అనవచ్చు. కాని, ఆ పర్యవేక్షణ ఆశించినట్టుగా జరగలేదనడానికి నేను మళ్లా ఉత్నూరు వెళ్లినప్పుడు కనిపించిన దృశ్యాలే తార్కాణం.
అయితే, ఇటువంటి నిర్దిష్ట చట్రం లాంటి బోధన పద్ధతిని మళ్లా పాఠశాలల కివ్వడం మరొక రకమైన నిర్బంధం కాదా అనే ప్రశ్న ఉత్పన్నం కావచ్చు. అది ఆంధ్ర మహిళాసభ వారి ‘పాఠశాల సంసిద్ధత’ లాగా సరళ కార్యక్రమం కాదు. కాని, ఒకటి అంగీకరించాలి. ఏళ్ల తరబడి పాఠశాలల్లో ఎటువంటి గుణాత్మకప్రయోగానికీ నోచుకోని పాడేరు ప్రాంతంలోని పాఠశాలల్లో సత్వర పరివర్తన తేవడానికి కనీసం కొన్నాళ్ల పాటు అటువంటి పనిముట్టు అవసరమనిపించింది మాకు.
ఆ పరికరాన్ని ఉపయోగించుకుని ఋషీవేలీ చుట్టుపక్కల గ్రామీణ పాఠశాలలు తమని తాము మెరుగుపెట్టుకోవడం మాత్రం నేను కళ్లారా చూసాను. అక్కడి పబ్లిక్ స్కూల్ డైరక్టర్ రాధికా హెర్జ్ బెర్గర్ నాతో ఒక మాటన్నారు. ‘చాలా కాలం బయటివాళ్లు ఇక్కడి పబ్లిక్ స్కూల్ని చూడటానికి వచ్చేవారు. ఇప్పుడు ఈ గ్రామీణ పాఠశాలల్ని చూడటానికి ఎక్కువమంది సందర్శకులు వస్తున్నారు’ అని.
అయితే, ఉత్నూరులోగాని పాడేరులో గాని దీర్ఘకాలం పాటు బయట సంస్ధ నైపుణ్యం మీద ఆధారపడే పరిస్ధితిని కూడా మేం ఇష్టపడలేదు. అందుకనే దాన్ని కేవలం మూడేళ్ల కార్యక్రమంగా రూపొందించాం. ఈ మూడేళ్లలో అక్కడ స్ధానిక రిసోర్స్ పర్సన్ల కేడర్ ఒకటి వృద్ధి చెందాలనీ, అంతిమంగా ఉపాధ్యాయులు తమ పిల్లలకనువైన కరికులంని తమ సమాజ భాగస్వామ్యంతో తామే రూపొందించుకోవాలనీ, వారికా నైపుణ్యం రావడానికి మూడేళ్ల కాలవ్యవధి చాలనీ కూడా మేం అనుకున్నాం.
మరొకటి కూడా మేం స్పష్టం చేసాం. ఆంధ్రమహిళాసభ తమ పాఠశాల సంసిద్ధత తర్వాత బహుళశ్రేణి బోధనను తీసుకుని గోండు పిల్లలకు మాడ్యూళ్లు రూపొందించాలనీ, అలాగే ఋషివేలీ గ్రామీణ విద్యాకేంద్రం తమ పాఠ్యాంశాల్లో కొంతమేరకు పాఠశాల సంసిద్ధతను కూడా ప్రవేశపెట్టాలనీ, ఆ రెండు పద్ధతుల సమ్యక్ సమన్వయాన్ని గిరిజన సంస్కృతికి సన్నిహితంగా తీసుకుపోగలినట్టయితే అది ఎంతో కొంత ప్రగతిశీలకంగా ఉంటుందని కూడా మేం భావించాం.
ఈ మధ్యలోనే నా అవగాహనను మరింత మెరుగుపర్చిన మూడు కార్యక్రమాల్లో పాల్గొనే అవకాశం లభించింది నాకు. మూడూ కూడా డా.సుజాత వల్లనే లభించాయి. మొదటిది, నేను ఉత్నూరు వెళ్లిన మొదట్లో ఢిల్లీలో పాల్గొన్న కార్యక్రమం లాంటిదే. దేశవ్యాప్తంగా గిరిజన సంక్షేమశాఖల రాష్ట్రస్ధాయి అధికారులకూ, డైట్ ప్రిన్సిపాళ్లకూ జిలా ప్రాథమిక విద్యాపథకం మీద అవగాహన కోసం ఏర్పరచిన శిక్షణ అది. ఆ శిక్షణ ద్వారా నాకు దేశవ్యాప్తంగా సంభవిస్తున్న కొత్త పరిణామాల్ని అర్ధం చేసుకునే అవకాశం లభించింది.
రెండవ అవకాశం అంతకన్నా పెద్దది. మానవవనరుల మంత్రిత్వ శాఖ ఏడు రాష్ట్రాల్లోని డి.పి.ఇ.పి.ప్రాజెక్టుల అమలును మూల్యాంకనం చేయడానికి ఏర్పరచిన వర్క్ షాపుకి నాకుకూడా రిసోర్స్ పర్సన్గా పాల్గొనమని ఆహ్వానం వచ్చింది. నాతో పాటు నా సీనియర్ కొలీగ్ డా.శాస్త్రికి కూడా ఆ ఆహ్వానం లభించింది. అది నిజంగా సత్కారమనిపించింది మాకు.
‘విద్యగురించి మాట్లాడటానికి నీకేమి అధికారం ఉందని’ ప్రతి ఒక్కరూ నన్ను ప్రశ్నిస్తున్న సమయంలో భారత ప్రభుత్వం నాకు అందచేసిన ఆ గుర్తింపు నాకెంతో విలువైనదిగా అనిపించింది. అంతేకాక అది డి.పి.ఇ.పి. పథకం లోని వివిధ పార్శ్వాల్ని లోతుగా చూసే అవకాశాన్నిచ్చింది.
మూడవది. వీటిన్నిటికన్నా విలువైంది. అది డా. సుజాత భారతప్రభుత్వం కోసం గిరిజనవిద్య మీద ఏర్పాటుచేసిన అత్యున్నత స్ధాయి చర్చావేదిక. అందులో గిరిజనవిషయాలమీదా, విద్య మీదా జీవితకాలపు కృషి చేస్తూ శిఖర సమానులనిపించుకున్న మహనీయులెందరో పాల్గొన్నారు.
గిరిజనవిద్య గురించి వారందరి అనుభవాలూ వినడమూ, వారిని చూడటమే గొప్ప అవకాశం. ఇక ఆ చర్చలో వారితో కలిసి పాలుపంచుకోవడం నాకు నిజంగా ఊహించని అవకాశం. నేను ప్రతి విషయం మీదా నా అభిప్రాయాల్ని ప్రకటిస్తున్నప్పుడు వారిలో ప్రతి ఒక్కరూ ఎంతో శ్రద్ధగా విన్నారు. గిరిజన విద్యకు సంబంధించి నా అనుభవాల్లో తక్కిన దేశానికి పనికొచ్చేది ఎంతో కొంత ఉందన్న నమ్మకాన్ని కలిగించారు వారు నాలో.
ఒకరోజు టీ విరామంలో ఒక విద్యావేత్త నాదగ్గరకు వచ్చి ‘నీ ఇంటర్వెన్షన్లు చాలా ఆసక్తి కలిగిస్తున్నాయి. గిరిజనవిద్య పట్ల నీకీ అవగాహన ఎలా సాధ్యపడింది?’ అని అడిగారు. నేనన్నాను కదా ‘నేను ఎదుర్కొన్న సమస్యల తీవ్రత వల్ల మాత్రమే నా అవగాహన బలపడింది. నా అనుభవాలే నాకు గురువులు’ అని.
ఈ నేపథ్యంలో, వివిధ అంశాల పట్ల నా అవగాహనను నేను అప్డేట్ చేసుకున్నాక ఒక రోజు డా.రమేష్ నాతో అన్నారు. ‘ఐఫాడ్ వారి మొదటి పథకం మరి రెండేళ్లలో ముగింపుకు రాబోతున్నది. ఆ పథకంలో రూపాయి-డాలరు మారకం విలువ వల్ల వ్యత్యాసం వల్ల అదనంగా మనకు మరి ముఫైకోట్లు ఆర్ధిక సహాయం రాబోతున్నది. దానిలో కొంత ప్రాథమిక ఆరోగ్యానికీ, కొంత గిరిజన గృహనిర్మాణానికీ వినియోగించాలనుకుంటున్నాను. మిగిలినదంతా గిరిజన ప్రాథమిక విద్యకే కేటాయిం చాలనుకుంటున్నాను. దాని కోసం నువ్వొక ప్రణాళికను రూపొందించగలవా?’
నేను బెరుగ్గా ఆ కేటాయింపు మొత్తం ఏ మాత్రం ఉండవచ్చునని అడిగాను. ఆయన దానికి చిరునవ్వుతూ ‘అది నీ ప్రణాళికను బట్టి ఆధారపడుతుంది. ఏమయినప్పటికీ కనీసం ఇరవైకోట్ల వరకూ ఆ కేటాయింపు ఉండవచ్చు’ అన్నారు ! నాకు గొప్ప ఉద్వేగం కలిగింది.
ఇది నేను ఊహించని అవకాశం. బహుశా హైదరాబాద్ వచ్చినప్పటినుంచి అంతదాకా నేను చూస్తూ వచ్చిన పాఠశాలలూ, హాజరయిన శిక్షణాశిబిరాలూ, డా.సుజాత ఇచ్చిన అవకాశాలూ, జాయ్పుల్లెర్నింగ్ కార్యక్రమం అన్నీ నన్నీ ప్రణాళికా రచనకు సంసిద్ధుణ్ణి చేయడానికీ, అందుకు అవసరమైన సామర్ధ్యాన్ని ఇవ్వడానికీ సంభవించిన అవకాశాలే అనిపించింది.

The Joyful Learning
The Joyful Learning initiative initially focused on creating a vibrant visual and physical environment around schools. Using low-cost, locally available materials, field teams installed simple playground equipment, bright classroom decorations, wall slates at child-eye level for every student, and colorful charts and illustrations. While these were short-term measures, like whitewashing walls before a festival, they signaled to teachers and children that a fresh, enthusiastic chapter was beginning in their schools.
The next imperative was transforming classroom instruction. We re-examined the activity modules Professor Sashidhar Rao had designed in Utnoor, but a field visit revealed that most schools had set them aside. Frontline teachers cited compelling reasons: in single-teacher schools, especially in primary grades one and two, the immediate priority was basic childcare, personal hygiene, and health monitoring.
Furthermore, with the introduction of free grain distribution under the nutritional support scheme, classrooms saw a sudden influx of under-five infants alongside older, out-of-school adolescents. The fundamental linguistic barrier also persisted; while earlier ITDA charts and Gondi translated songs remained in use, they were insufficient to draw children to school on their own. Activity-based modules could function only after children were comfortably inside the classroom; they possessed no inherent mechanism to attract them in the first place.
We concluded that Joyful Learning had to prioritize child health and emotional comfort, while building institutional convergence between primary schools and local Anganwadi centers to ensure under-five children attended pre-school centers instead of primary classrooms. Only after cultivating a natural eagerness for learning among children could we effectively deliver formal instruction.
In this regard, Mrs. Latha Menon highlighted the technical expertise of the Early Childhood Education Center at Andhra Mahila Sabha, where a state-level resource center operated under the direction of Professor Lakshmi.
Professor Lakshmi stands among the most inspiring individuals I have known. A direct disciple of Durgabai Deshmukh, she was a dedicated teacher-educator who devoted her life to educational reform. Anyone who came within her sphere of influence was profoundly transformed. Infusing her deep affection for children into her work, she and her team designed a psychological-pedagogical framework for early childhood called School Readiness (Pathasala Samsiddhatha).
School Readiness was designed specifically to instil a genuine desire for schooling within young children. While Anganwadi centers were meant to deliver pre-school education, a gap in institutional readiness persisted. A school remains a formal institution—distinct from the familiar home environment that Anganwadis closely resemble.
When an Adivasi child enters a primary school, the transition from home language to school language is often a sudden, disorienting leap. The School Readiness program served as a gentle psychological buffer, shielding the young child’s mind from the shock of that sudden institutional transition.
Recognizing that early learning blossoms through tangible objects, colors, play, and song, Professor Lakshmi infused her entire program with vibrant visual aids, folk games, music, drama, and movement.
After resolving to introduce School Readiness in Utnoor, we toured agency schools alongside Professor Lakshmi and her resource team. While all stakeholders agreed on the necessity of school readiness, determining its duration and pedagogical sequence required extensive deliberation.
Following detailed discussions, we decided that the School Readiness module should cover all children in grades one and two, spanning a duration of six to eight weeks. Furthermore, we resolved that the Andhra Mahila Sabha team would adapt the entire framework into the Gondi language, grounding its themes deeply within local Gond culture.
In Paderu, by contrast, we confronted an entirely distinct challenge. Owing to their deep geographic and cultural isolation, schools in the highland agency struggled to ignite basic academic orientation among Adivasi children. Regardless of formal grade designations, students across grades one and two exhibited nearly uniform learning levels.
In Utnoor, Professor Sashidhar Rao’s earlier initiatives had at least introduced the fundamentals of activity-based learning into the classroom. Paderu had lacked even that baseline intervention.
Furthermore, when the Andhra Pradesh Primary Education Project (APPEP) rolled out state-wide teacher training for activity-based instruction, the mainstream School Education Department systematically excluded tribal agency schools from its programs. While the proliferation of Maa Badi centers successfully brought physical learning spaces closer to remote hamlets, it could not automatically ensure classroom quality or effective pedagogy.
By any standard, the Paderu agency lagged far behind the rest of the state. Under these severe conditions, introducing standard activity-based teaching was insufficient; we required a more sophisticated, field-tested educational methodology.
To address this structural gap, Mrs. Latha Menon proposed Multi-Grade Teaching (MGT) as an innovative pedagogical framework.
A clear distinction exists between routine multi-class teaching and structured multi-grade teaching. In standard single-teacher schools, a lone instructor is forced to manage grades one through five simultaneously, usually attempting to deliver conventional, grade-specific lectures sequentially—a dilemma that has long confounded educational planners.
While APPEP guidelines suggested mitigating this burden through individual assignments, peer learning, and group work—even offering a model timetable—these measures achieved limited success in practice.
Multi-Grade Teaching, by contrast, abandons rigid, age-based annual grade divisions altogether. Instead, it organizes children into fluid, capability-based learning bands (grades), allowing students to progress seamlessly through self-paced learning ladders as they master specific competencies.
Mrs. Latha Menon highlighted that the Rural Education Centre at Rishi Valley had developed a world-renowned, activity-based Multi-Grade Teaching methodology. She suggested partnering with Rishi Valley as an institutional resource agency to adapt their learning ladder framework directly for our Paderu schools.

An unimaginable Opportunity
To study this methodology first hand, I travelled to the Rishi Valley Rural Education Centre near Madanapalle. For decades, the premier elite public school in the valley stood as a symbol of world-class education reserved for the affluent.
Yet in the surrounding rural hinterland, local village schools suffered from chronic absenteeism, disinterest, and high dropout rates. Recognizing the stark contrast between an elite institution and the crumbling village schools in its backyard, the Krishnamurti Foundation India resolved to intervene. They sought to revitalize these rural learning spaces, entrusting the mission to a dedicated educator couple, Padmanabha Rao and Rama. Working closely with local children and teachers, they developed the landmark Pettelo Badi (School in a Box) framework.
At first glance, the system appears structured and technical, but once teachers and students adjust to its rhythm, it becomes remarkably intuitive. The entire curriculum for primary grades one and two is converted into self-contained activity cards. Anchored in Minimum Levels of Learning (MLL), each card represents a specific learning milestone.
A cluster of cards targets a specific core competency, represented visually by a distinct logo—usually an illustration of a local bird or animal. Each card within a competency sequence carries a serial number.
Across subjects such as Telugu, mathematics, oral communication, and storytelling, these activity cards form a structured learning ladder. As children complete individual cards, they track their own progress, climbing the ladder step by step at their own pace.
The advantages of this approach are substantial. Conventional classrooms rely on uniform, whole-class lectures, offering children little opportunity for self-paced, individualized learning. It was precisely to address this limitation that we had introduced activity-based learning in Utnoor. Yet while the Utnoor model specified classroom activities, it lacked a structured, self-monitoring mechanism to track student progression on the ground.
While Project Education Counselors were tasked with academic oversight, field visits upon my return to Utnoor confirmed that monitoring remained inconsistent.
This raises a valid pedagogical question: does introducing such a structured, prescriptive framework risk imposing another form of institutional coercion? Unlike the flexible, fluid framework of Andhra Mahila Sabha’s School Readiness, the Rishi Valley model is highly organized.
Yet one must acknowledge practical field realities: in the remote Paderu agency, where classrooms had lacked qualitative academic interventions for decades, such a structured tool was indispensable for driving rapid instructional improvement. I witnessed rural schools around Rishi Valley flourish using this system. Dr. Radhika Herzberger, Director of Rishi Valley School, remarked to me:
“For years, visitors came exclusively to tour our elite residential school. Today, more educators come to study our rural learning centers.”
Nevertheless, we refused to create long-term institutional dependence on external organizations in either Utnoor or Paderu. Consequently, we structured the technical partnership as a time-bound, three-year transition plan. We envisioned that within three years, a strong cadre of local master trainers and resource persons would emerge, enabling teachers—in active partnership with their local communities—to independently design and adapt context-specific learning materials.
Furthermore, we established a clear strategic synthesis between our partner agencies: we urged Andhra Mahila Sabha to integrate Multi-Grade Teaching into its post-readiness modules for Gond children, while encouraging the Rishi Valley Rural Education Centre to incorporate Early Childhood School Readiness into its own learning ladders. We believed that a thoughtful harmonization of both methodologies, deeply rooted in Adivasi culture and language, would offer a truly progressive path forward for tribal education.
In the meantime, I got the opportunity to participate in three programs that further improved my understanding. All three were available only because of Dr. Sujatha. The first was similar to the program I participated in Delhi during my early days in Utnoor. It was a training organized to create awareness on the District Primary Education Programme for state-level tribal welfare department officers and DIET principals across the country. Through that training, I got the opportunity to understand the new developments occurring nationwide.
The second opportunity was bigger than that. I received an invitation to participate as a resource person in a workshop organized by the Ministry of Human Resource Development to evaluate the implementation of DPEP projects in seven states. My senior colleague Dr. Sastry also received that invitation along with me. It truly felt like an honor to us.
At a time when everyone was questioning me, “What authority do you have to speak about education?” the recognition bestowed upon me by the Government of India felt very valuable to me. Moreover, it provided an opportunity to deeply observe the various aspects of the DPEP scheme.
The third. More valuable than all these. It was the high-level discussion forum organized by Dr. Sujatha on tribal education for the Government of India. Many eminent personalities who had achieved pinnacle-like status doing lifelong work on tribal issues and education participated in it.
Listening to all their experiences regarding tribal education and seeing them was a great opportunity. And participating together with them in that discussion was a truly unimaginable opportunity for me. When I expressed my opinions on every issue, every single one of them listened very attentively. They instilled in me the belief that there was at least something in my experiences regarding tribal education that would be useful to the rest of the country.
One day during a tea break, an educationist came to me and asked, “Your interventions are arousing a lot of interest. How did this understanding of tribal education become possible for you?” I said, “My understanding strengthened solely because of the severity of the problems I faced. My experiences are my teachers.”
Against this backdrop, after I updated my understanding on various issues, one day Dr. Ramesh said to me, “IFAD’s first scheme is going to come to an end in another two years. Due to the difference in the rupee-dollar exchange rate value in that scheme, we are going to get an additional thirty crores of financial assistance. I want to utilize a part of it for primary health and a part for tribal housing. I want to allocate the rest entirely to tribal primary education. Can you design a plan for it?”
I timidly asked what that allocation amount might be. He smiled and said, “That depends on your plan. Anyway, that allocation could be at least up to twenty crores!” I felt a great surge of emotion.
This was an opportunity I hadn’t imagined. It felt as if the schools I had seen since coming to Hyderabad, the training camps I attended, the opportunities Dr. Sujatha provided, the Joyful Learning program—all these were opportunities that occurred merely to prepare me for drafting this plan and to give me the necessary capability for it.
