శిశుకేంద్ర విద్య

శశిధరరావుగారు జీవితమంతా శిశుకేంద్ర విద్య గురించి తపించిన వ్యక్తి. శిశుకేంద్ర విద్యకి సాంప్రదాయిక విద్యకి తేడా ఉపాధ్యాయుడు పాఠాన్ని బోధించే పద్ధతిలో వుంటుంది. సాంప్రదాయిక తరగతి గదిలో ఉపాధ్యాయుడు పాఠాన్ని ‘చెప్తే’ పిల్లలా పాఠాన్ని ‘వినవలసి’ వుంటుంది. ఆ పాఠాన్ని చెప్పేటప్ప్పుడు దాన్లో వారికి క్రియాశీల భాగస్వామ్యం వుండే అవకాశం లేదు.

శిశుకేంద్ర విద్య ఉపాధ్యాయ కేంద్ర విద్య కాదు. తరగతి కేంద్ర విద్యకాదు. వాచక కేంద్రవిద్య కాదు. అది కృత్యాధార విద్య. నిజానికి కృత్యాధార విద్య మాంటిస్సోరి తోటే మొదలు కాలేదు.

ఫ్రోబెల్ దారి చూపిన అపురూప దర్శనాన్ని అనుసరించి బెర్లిన్‌లో నడిచిన ఒక పాఠశాలను 1880లో సందర్శించిన ఒక ఫ్రెంచి సందర్శకుడు ఆ పాఠశాలలో తను చూసినదాన్ని ఇలా వివరించాడు :

ఇది స్పష్టంగా కృత్యాధార విద్య. దీనిలో సందేహం లేదు. ఆ మాట కొస్తే ఫ్రోబెల్ కన్నా పూర్వం అలాగే మాంటిస్సోరి గురించి తెలియనివారు కూడా తమ తమ పాఠశాలల్లో ఏదో ఒక మేరకు కృత్యాధార విద్యను ప్రోత్సహిస్తూనే వుండి వుండవచ్చు. సాధారణంగా సాంప్రదాయిక విద్య పుస్తకాధార విద్యను మాత్రమే నిజమైన విద్యగా పరిగణించే మనఃస్థితిని ప్రజలకు అలవాటు చేస్తూ వచ్చినందువల్ల కృత్యాధార విద్యను కేవలం ఒక ప్రయోగంగా మాత్రమే సమాజం భావిస్తూ వచ్చింది. అలా కాకుండా దానిని ప్రధాన బోధనపద్ధతిగా అప్ప్పుడప్ప్పుడే ఆంధ్రప్రదేశ్ ప్రాథమిక విద్యాపథకం (ఎపెప్) వ్యాప్తిలోకి తీసుకువస్తూ వుంది.

ఎపెప్ ప్రచారం చేసిన ఆరు మూల సూత్రాల్లో కృత్యాధారవిద్య కూడ ఒకటి. కానీ ఎపెప్ చేసిన ప్రయత్నం ఉదాహరణలకు మాత్రమే పరిమితమైంది. ప్రతి తరగతిలోను, ప్రతి విషయంలోను ఒక పాఠాన్ని ఎంచుకొని ఎపెప్ ఆ పాఠ్యాంశాన్ని మాత్రమే కృత్యాధార పద్ధతిలోకి తర్జుమా చేసింది.

పాఠాల్ని కృతపత్రాలద్వారా బోధించడమెలాగో ఉపాధ్యాయులకు ఎపెప్ ఉదాహరణ నిచ్చిందన్నమాట. ఆ ఉదాహరణ ఆధారంగా ఉపాధ్యాయులు తక్కిన పాఠాలన్నింటిని అదేవిధంగా తర్జుమా చేసుకోగలుగుతారని ఎపెప్ అభిప్రాయపడింది. కాని, వాస్తవ పరిస్ధితి అందుకు విరుద్ధం.

ఉపాధ్యాయుడు కేవలం వారం రోజుల శిక్షణలో, అది కూడా ఒకటి రెండు ఉదాహరణల ఆధారంగా తనమీద గతానుగతికంగా అత్యంత ప్రభావం చూపిస్తూ వచ్చిన సాంప్రదాయిక విద్యావిధానాన్ని పక్కకు నెట్టగలడని ఆశించడం అత్యాశే. జరిగింది కూడా అదే. ఉపాధ్యాయులు తమకి ఉదాహరణగా చూపిన పాఠంతో సహా అన్ని పాఠాల్ని సాంప్రదాయిక పద్ధతిలోనే బోధిస్తూ పోయారు.

దీనిని నివారించడానికి రెండు మార్గాలు ఉన్నాయి. ఒకటి, ఉపాధ్యాయుల మీద పర్యవేక్షణ పెట్టి వారు అన్ని పాఠాల్ని తమంతతామే కృత్యాధార పద్ధతిలో బోధించేలా చూడడం. రెండవది, వారికోసం యాజమాన్యమే అన్ని పాఠాల్ని కృత్యాధార పద్ధతిలో తర్జుమా చేసి సవివరంగా పాఠ్యప్రణాళికలు రూపొందించడం.

మేమున్న పరిస్థితుల్లో మొదటి మార్గం సుదీర్ఘం, కష్టసాధ్యం. చాలా సమయం పట్టే వ్యవహారం కూడా. ఏకోపాధ్యాయ పాఠశాలలు 1986లోనే ప్రారంభించినప్పటికీ 1993 దాకా వాటిలో నాణ్యమైన విద్యను అందించే అంశం గురించి ఎవరూ ఆలోచించలేదు. అంటే అప్పటికే దాదాపు ఏడు విద్యాసంవత్సరాలు నష్టపోయామన్న మాట.

అందుకని వీలైనంత త్వరగా గుణాత్మక విద్యను అందించే ఏర్పాట్లు చేయడానికే మేము నిశ్చయించుకున్నాం. దానికి మాకున్న ఏకైక మార్గం అన్ని పాఠ్యాంశాల్ని కృత్యాధార పద్ధతిలోకి మార్చి ఉపాధ్యాయులకు అందించడం, ఆ విధంగా బోధించడానికి వారికి తగిన శిక్షణ కలిగించడం.

బృహత్తరమైన ఇటువంటి కార్యక్రమాన్ని బహుశా ఇప్పటికీ ఏ సంస్ధ కూడా తన తలకెత్తుకోలేదు. బహుశా అది మాకు కూడా సాధ్యమై వుండేది కాదు. కానీ ప్రొఫెసర్ శశిధరరావుగారు తన జీవితకాలపు కృషినంతటినీ రంగరించి ఒకటవ తరగతి నుండి ఐదవ తరగతి దాకా అన్ని సబ్జక్టుల్లో అన్ని పాఠాలకీ కృత్యాధార పద్ధతిలో పాఠ్య ప్రణాళికలు రూపొందించారు.

ఆ విధంగా ఆయన మొత్తం 18 మాడ్యూల్‌లు స్వయంగా తానే కూర్చుని తయారుచేశారు. ఆయనకి ఆ విషయంలో జిల్లా విద్యాశిక్షణా సంస్ధ కార్వేటినగరం  ఉపాధ్యాయులు అడుగడుగునా సహకరించారు.

జిల్లా విద్యాశిక్షణా సంస్ధ కార్వేటినగరం మొదటి నుంచీ కృత్యాధార విద్యకు ప్రధాన రిసోర్స్ కేంద్రంగా, ప్రచారక వాణిగా పనిచేస్తూ ఉంది. చిత్తూరుజిల్లాలోని ఆ సంస్ధకు తమ నైపుణ్యాన్ని అదిలాబాద్ జిల్లా పరిస్థితులకు అనుగుణంగా మలచి ఉపాధ్యాయ కరదీపికలు రూపొందించడంలో శశిధరరావుగారి అవసరం అడుగడుగునా కనవచ్చింది. ఆ విధంగా ఒక టీచర్-ఎడ్యుకేటర్, ఒక టీచర్ ట్రైనింగ్ సంస్ధ కలిసి ఆ వేసవి అంతా నిర్విరామంగా కృషి చేసి కృత్యాధార ప్రణాళికలను రూపొం దించారు.

ప్రొఫెసర్ శశిధరరావుగారు తన ప్రణాళికలు రూపొందించడంలో అపరిమితమైన దూరదృష్టిని, సమగ్రదృష్టిని కూడ చూపించారనడానికి ఆయన ఆ ప్రణాళికల్లో ప్రతి పాఠానికి కనీస అభ్యసన స్ధాయిల్ని నిర్ణయించడమే సూచిక.

కనీస అభ్యసన స్ధాయిలు (మినిమమ్ లెవల్స్ ఆఫ్ లెర్నింగ్) అనే భావన 1986 జాతీయ విద్యావిధానంలో మొదటిసారి ప్రత్యక్షమైంది. ఆ భావనను అందులో చేరుస్తున్నప్పుడు ఆ పత్రాన్ని రూపొందిస్తున్న రచయిత తాను భవిష్యత్తులో ఎటువంటి చర్చను లేవనెత్తబోతున్నాడో ఊహించి వుండడు.

కనీస అభ్యసనస్ధాయి అనే భావనంటూ ఏర్పడిన తరువాత దాన్ని ఏవిధంగా దర్శించాలో దాని స్వరూప స్వభావాలేమిటో నిర్ణయించవలసిన బాధ్యత జాతీయ విద్యాశిక్షణా సంస్ధపై పడింది. ప్రముఖ గుజరాతీ విద్యావేత్త ఆర్.హెచ్.దవే ఆ భావనకు రక్తమాంసాలనిచ్చాడు. నిర్దిష్టరూపం పొందిన తరువాత ప్రతి కనీస అభ్యసన స్ధాయి మూడు అంకెల రూపంలో కొలమానంగా స్ధిరపడింది.

ఉదాహరణకు 1.1.1 అనే కనీస అభ్యసన స్ధాయిని తీసుకున్నట్లయితే అందులో మొదటి ఒకటి- సామర్ధ్యాన్ని సూచిస్తుంది. ఆ సామర్ధ్యం ప్రతి విషయానికి మారుతుంది. భాషా బోధన విషయంలో ఆ సామర్ధ్యం ‘శ్రవణం’ అనే సామర్ధ్యాన్ని సూచిస్తుంది.

అలాగే 2.1.1 అనేదాన్లో 2 అనేది- రెండవ సామర్ధ్యం, భాషాబోధన విషయంలో ‘భాషణ’ సామర్ధ్యాన్ని సూచిస్తుంది. దానిలో రెండవ అంకె 1 లేదా 2 లేదా 3 అనేది ఆయా తరగతుల్ని సూచిస్తుంది. 2.2.1. అనే కనీస అభ్యసన స్ధాయి రెండవ తరగతికి చెందిన రెండవ సామర్ధ్యాన్ని సూచించే అంశమన్నమాట. దానిలో చివరి అంకె స్పష్టమైన కనీస అభ్యసన స్ధాయి.

ఉదాహరణకు 1.2.1 అనే దాన్ని భాషాబోధన విషయంలో మనం ఈ విధంగా అర్ధం చేసుకోవాల్సి వుంటుంది.

              1. సామర్ధ్యం                 శ్రవణ సామర్ధ్యాన్ని పెంపొందించుట.

              2. తరగతి                      రెండవ తరగతి

              1. కనీస అభ్యసన స్ధాయి   సామాన్యమైన పద్యాలను, కథలను వినడం.

పై విధంగా నిర్ణయించిన ప్రతి కనీస అభ్యసన స్ధాయికి ఆయా తరగతుల వాచకాల్లో ఏ పాఠం సంబంధించినదో ఆయన ఎక్కడికక్కడ గుర్తుపెట్టారు. ఆ విధంగా గుర్తించిన పాఠాన్ని ఏ నెలలో బోధించాలి. ఎన్ని పీరియడ్లు అవసరమవుతాయో కూడా లెక్కపెట్టారు.

ఆ విధంగా బోధించవలసిన పాఠాన్ని కృత్యాధార పద్ధతిలో బోధించడానికి ఏ కృత్యాలు చేయవలసి ఉంటుందో ఆయన నమూనా పట్టికకు జతపరచారు. ఆయా కృత్యాలు చేయటానికి ఆ ఉపాధ్యాయుడికి ఎటువంటి బోధనోపకరణాలు అవసరమౌతాయో కూడా ఆయన సూచిక తయారుచేశారు. సాధ్యమైనంత వరకు ఆ బోధనోపకరణాలు అత్యంత చౌకగా లేదా అసలేమీ ఖర్చు కాకుండానే ఉపాధ్యాయుడికి స్ధానికంగా దొరికేవే అయ్యేటట్లుగా చూసుకున్నారు.

ప్రతిపాఠానికి చేపట్టవలసిన మూల్యాంకనాన్ని కూడా ఆయన స్పష్టంగా నిర్ధారించి అట్టే పెట్టారు. అక్కడితో ఆగకుండా ప్రతి మాడ్యూల్‌కి వెనుక క్యాలెండర్ కూడా జతపరిచారు. అంటే ప్రతి నెలలో ఏ రోజు ఏ కృత్యాన్ని ఉపాధ్యాయుడు చేయించవలసి ఉంటుందో స్పష్టంగా ఒక పంచాంగాన్ని రూపొందించినట్టే.

ఇది సాధారణమైన పనికాదు. జీవితమంతా విద్యాతత్త్వశాస్త్రాన్ని ఔపోశన పట్టిన మహోపాధ్యాయుడు, తనని తాను పదవతరగతి ఫెయిలైన లేదా పాసైన గిరిజన యువకుడిగా ఊహించుకుని, తన ముందు గిరిజన బాలబాలికల్ని సంభావించుకుని, వారికి పాఠాలెట్లా చెప్పాలా అన్న అవేదనతో, తపనతో తయారు చేసిన ప్రణాళికలవి. 

ఒకసారంటూ ప్రణాళికలు రూపొందించాక వాటిని ఉపయోగించడంలో అనువైన మెలకువలు నేర్పటానికి పద్ధతులు బోధించడానికి ఉపాధ్యాయులందరికీ పెద్ద ఎత్తున శిక్షణా కార్యక్రమం ఏర్పాటు చేయడం జరిగింది.

ఆ శిక్షణ కోసం 114 మంది రిసోర్స్ పర్సన్‌లను ఎంపికచేసి వారికి జిల్లా విద్యాశిక్షణా సంస్ధ కార్వేటినగరం ద్వారా శిక్షణ ఇప్పించడం జరిగింది. తిరిగి ఆ రిసోర్సు పర్సన్‌ల ద్వారా దఫదఫాలుగా మొత్తం 1653 మంది ఉపాధ్యాయులకు శిక్షణనివ్వడం జరిగింది. శిక్షణ పొందిన తరువాత ఉపాధ్యాయులు ఆ శిక్షణ ప్రకారంగా మాడ్యూల్‌లను అమలుచేస్తున్నారో లేదో పర్యవేక్షించడం కోసం కొత్త కేడర్‌ను గిరిజన ప్రాంతాల్లో మోహరించవలసిన అవసరం కనబడింది.

ఇటువంటి అవసరాన్ని నేను పార్వతీపురంలో కూడా గుర్తించాను. కానీ దాన్ని ఎలా సాధ్యం చేయాలో అప్ప్పుడు అర్ధం కాలేదు. ఇప్ప్పుడు కూడా మా ముందు స్పష్టమైన ప్రభుత్వ ఉత్తర్వులుకాని, మార్గం కాని ఏదీలేదు. అందుకని మేమే ఒక ప్రత్యామ్నాయాన్ని స్ధానికంగా అమలుచేయాలనుకున్నాం.

ఆ ప్రకారం 114 మంది రిసోర్స్ పర్సన్‌లలో ఉత్తమమైన పనితీరు కనపరిచిన 34 మంది ఉపాధ్యాయుల్ని ఎంపిక చేసి వారిని ప్రాజెక్టు విద్యా కౌన్సిలర్లుగా (పిఇసి) రంగంలోకి దింపాం. ప్రతి పిఇసి ఒక క్లస్టర్‌కు రిసోర్స్ పర్సన్‌గా ఉంటాడు. అతని నేతృత్వంలోని 30 ప్రాథమిక పాఠశాలలదాకా పనిచేస్తుంటాయి. అతడు రోజుకు ఒకటి లేదా రెండు పాఠశాలల్ని సందర్శించి అక్కడ ఉపాధ్యాయుడు, విద్యార్ధులు బోధనాభ్యసన ప్రక్రియలో ఏ విధంగా పాలుపంచుకుంటున్నారో స్వయంగా పరిశీలిస్తాడు.

ఆ ప్రక్రియలో ఏవైనా లోటుపాటులున్నట్లైతే దాన్ని ఎలా సవరించుకోవాలో అక్కడికక్కడే సూచిస్తాడు. ఒకరకంగా దాన్ని ‘ఆన్-సైట్’ శిక్షణ అనవచ్చు. మేము ఆ విధంగా పిఇసిలను నియమించేనాటికి ఇంకా రాష్ట్రంలో మండల్ రిసోర్స్ పర్సన్‌ల వ్యవస్ధ రానేలేదు.

డిపెప్‌లో, ఆ తర్వాత ప్రస్తుతం సర్వశిక్షా అభియాన్‌లో నేడు ఎంతో కృషి చేస్తున్న మండల రిసోర్స్ పర్సన్‌లకు పిఇసిలు ఒక రకంగా దారిచూపిన వారేనని చెప్పవచ్చు. అయితే పిఇసి అనే భావనను మేము సంపూర్ణ అక్షరాస్యతా ఉద్యమాల నుంచి తెచ్చుకున్నామని కూడా ఒప్ప్పుకోవాలి.

కృత్యాధార పాఠ్యప్రణాళికలు, పిఇసిలకు శిక్షణతో పాటు మేము గోండి భాషలో, కొలామిలో పాటలను, సంభాషణలను రూపొందించిన 116 ఛార్ట్‌లను  కూడా ప్రతి పాఠశాలకు సరఫరా చేశాం. ఆ ఛార్ట్‌లలో కొన్ని నీతికథలు, కొన్ని ఆరోగ్య సంబంధమైన సూచనలు కూడా వున్నాయి.

సాధారణంగా ఇటువంటి చార్ట్‌ లని ఎవరో ఎక్కడో వాణిజ్యసంస్ధ తయారు చేస్తే వాటినే యాజమాన్యాలు కొనుగోలు చేసి తమ పాఠశాలలకు పంచుతూ ఉంటాయి. కానీ, మొదటిసారిగా అన్ని ఛార్ట్‌లని తన పాఠశాలలకోసం అదీ గిరిజన భాషలో రూపొందించిన మొదటి సంస్ధ కూడా మాదేనని చెప్పాలి.

Child-Centric Education

Seshidhar Rao was a person who yearned for child-centric education all his life. The fundamental difference between child-centric and traditional education lies in how a teacher approaches a lesson. In a traditional classroom, the teacher simply ‘tells’ the lesson, and the children are expected to passively ‘listen.’ As the lesson is delivered, there is no room for active student participation.

Child-centric education is not teacher-centered, classroom-centered, or textbook-centered—it is activity-based education. In truth, activity-based learning did not originate with Montessori.

Following the extraordinary vision introduced by Froebel, a French visitor to a Berlin school in 1880 recorded his observations as follows:

This was unmistakably activity-based education. Indeed, even before Froebel—and among those who had never heard of Montessori—educators may well have been incorporating activity-based methods into their classrooms to some degree. However, because traditional schooling ingrained in society the belief that book-learning was the only true form of education, activity-based learning was long viewed as a mere experiment.

It was only later that the Andhra Pradesh Primary Education Project (APPEP) began promoting it as a mainstream pedagogical approach. Activity-based education was, in fact, one of the six core principles championed by APPEP.

Yet, APPEP’s initiative remained largely confined to illustrative examples. By selecting just one lesson per subject for each grade, APPEP translated only those isolated units into an activity-based format. In essence, APPEP provided teachers with sample activity sheets (Krutya Patralu) to demonstrate the method, assuming teachers would independently adapt all remaining lessons in the curriculum using these templates.

Reality, however, proved otherwise. Expecting a teacher—after just a week of training based on one or two examples—to cast aside a traditional system deeply ingrained by years of habit was overly optimistic. Predictably, teachers reverted to traditional methods for all lessons, including the very ones provided as sample activities.

To overcome this hurdle, two paths were available: establish strict supervision to ensure teachers independently converted and taught every lesson through activity-based methods, or have the administration itself translate the entire curriculum into activity-based modules and equip teachers with fully developed lesson plans.

Given our circumstances, the first path was too long, difficult, and time-consuming. Although single-teacher schools had been introduced as far back as 1986, no serious thought was given to ensuring quality education in them until 1993. That meant nearly seven academic years had already been lost.

Therefore, we resolved to put in place a framework that could deliver quality education as swiftly as possible. The only viable path open to us was to convert every single lesson across all subjects into an activity-based format, supply these materials directly to the teachers, and train them thoroughly in this new methodology.

Perhaps no administrative body before or since has ever taken upon itself an undertaking of such staggering proportions. In truth, it might have proved impossible for us as well, had Professor Sashidhar Rao not poured his entire life’s pedagogical wisdom into the task—personally drafting comprehensive, activity-based lesson plans for every single subject across Grades 1 through 5.

Working relentlessly, he authored a total of 18 self-contained instructional modules. Throughout this monumental effort, faculty members from the District Institute of Education and Training (DIET) at Karvetinagar worked alongside him at every stage.

DIET Karvetinagar in Chittoor district had long served as a premier resource center and champion for activity-based pedagogy in the state. Yet adapting their institutional expertise to the unique socio-cultural realities of Adilabad required Professor Sashidhar Rao’s constant guidance at every turn as they developed the teacher handbooks. Thus, a master teacher-educator and a dedicated teacher-training institute labored together without break through the scorching summer months to finalize the complete activity-based curriculum.

An extraordinary testament to Professor Sashidhar Rao’s foresight and holistic vision was his integration of explicit Minimum Levels of Learning (MLLs) for every single lesson within these modules.

The concept of Minimum Levels of Learning had first emerged in the 1986 National Policy on Education. When that phrase was originally drafted into the policy document, its authors could hardly have foreseen the far-reaching pedagogical shifts it would trigger.

Once MLLs were formally recognized as a policy goal, the responsibility fell upon the National Council of Educational Research and Training (NCERT) to define their exact nature and operational structure. It was the eminent Gujarati educationist, Dr. R.H. Dave, who gave flesh and blood to the concept, developing a standardized three-digit taxonomy to quantify learning outcomes.

Under this metric, an MLL code such as 1.2.1 was structured systematically:

  • The First Digit (1): Denoted the core domain or competency (Samardhyam), which varied by subject. In language teaching, ‘1’ represented the foundational competency of Listening (Sravanam), while ‘2’ represented Speaking (Bhashanam).
  • The Second Digit (2): Indicated the targeted grade level (in this case, Grade 2).
  • The Third Digit (1): Represented the specific learning outcome or micro-level capability to be achieved.

To take 1.2.1 in language instruction as a concrete example:

  1. Competency: Developing Listening Comprehension (Sravanam)
  2. Grade Level: Grade 2
  3. Minimum Level of Learning: Listening attentively to simple poems and stories.

For every single MLL mapped across the primary spectrum, Professor Sashidhar Rao explicitly cross-referenced the corresponding lesson in the state textbooks. He then calculated the exact calendar month in which each unit should be taught and mapped out the precise number of instructional periods required for mastery.

Alongside the master teaching matrix, he attached concrete, illustrative activity plans detailing exactly how each lesson was to be delivered through the activity-based approach. He also compiled a comprehensive index specifying the teaching-learning materials required for each activity. As far as possible, he ensured that these aids were either completely cost-free or extremely inexpensive, crafted entirely from locally available resources.

Furthermore, he explicitly designed the evaluation metrics for every single lesson. Going a step further, he appended an instructional calendar to the back of each module—essentially crafting an academic almanac (Panchangam) that dictated precisely which activity a teacher should conduct on any given day of the month.

This was no routine administrative exercise. It was the magnum opus of a master educator who had spent a lifetime absorbing educational philosophy, now humbling himself to imagine the mindset of a young Adivasi youth who had barely passed or failed the tenth grade. Envisioning those Adivasi boys and girls sitting in remote classrooms, he poured all his agony, devotion, and intellectual rigor into crafting these blueprints.

Once these plans were finalized, a massive, phased training program was launched to equip all primary teachers with the techniques and pedagogical methods needed to execute them.

First, 114 resource persons were selected and given intensive training by the faculty of DIET Karvetinagar. These resource persons were then deployed to train a total of 1,653 primary teachers in sequential batches.

However, once trained, a new challenge emerged: we needed an effective, field-based monitoring mechanism to ensure teachers were faithfully implementing these modules in their daily classroom instruction.

I had recognized the need for such a supervisory framework back in Parvathipuram, but had been unable to realize it then. Even now in Utnoor, no explicit government orders or established administrative models existed to guide us. We decided to forge our own local alternative.

From among the 114 trained resource persons, we selected 34 of the most outstanding teachers and deployed them in the field as Project Educational Councilors (PECs). Each PEC served as a academic mentor for a specific geographical cluster, overseeing up to thirty primary schools. A PEC would visit one or two remote schools daily, personally observing how the teacher and students interacted within the teaching-learning process.

If he noticed pedagogical gaps or operational flaws, the PEC provided immediate, supportive feedback right on the spot—a model of genuine ‘on-site’ teacher training. At the time we instituted this PEC network, the system of Mandal Resource Persons (MRPs) had not yet been conceived in Andhra Pradesh.

In a very real sense, our PECs paved the way for the Mandal Resource Persons who later became the backbone of academic supervision under the District Primary Education Programme (DPEP) and Sarva Shiksha Abhiyan (SSA). It is only fair to acknowledge, however, that we had originally borrowed and adapted the core concept of the PEC from the Total Literacy Campaigns.

In addition to the activity-based modules and the PEC monitoring network, we authored and distributed 116 custom-designed instructional charts in the indigenous Gondi and Kolami languages to every primary school. These charts featured local songs, dialogues, moral fables, and essential health guidelines.

Typically, educational authorities simply purchased stock charts manufactured by commercial publishers and distributed them blindly to schools. Ours, however, was the very first administration in the state to conceptualize, design, and produce its own complete set of contextualized learning charts directly in indigenous tribal languages.
