The Election Fever

While we were still in Malaysia, general elections were announced in Britain, transforming the entire political atmosphere overnight. The media and broadcasting networks intensified their political debates. These discussions were far from mere speculations about the eventual outcome; in truth, no one felt any genuine suspense over who would win. Virtually every newspaper had already anointed Tony Blair, the leader of New Labour and the rising star of the political firmament, as the incoming Prime Minister. One daily even went so far as to publish a detailed calendar projecting Blair’s schedule for his entire first year in office, complete with specific dates.

There was, therefore, little electoral suspense. Instead, the fierce momentum of debate turned upon the future of Britain itself. As spokespersons for two divergent worldviews and philosophies, the two major political parties continuously fed the fires of endless debate.

Yet there remained foundational issues and searching, deeper questions that neither party gave voice to—questions whose answers must perhaps be sought entirely beyond the pale of the parliamentary system. Both parties seemed quietly conscious of this limit; each took great pains to prevent its platform from appearing extreme or ideologically rigid.

As leader of the Conservatives, John Major found himself in a peculiar predicament. The youngest politician to attain the premiership in the twentieth century, Major had achieved triumphs that in many ways surpassed Thatcher’s. A man of unblemished personal integrity, mild-mannered, prudent, and the leader who had successfully stabilized the British economy, he nevertheless found the public unwilling to grant him another term.

British democracy possesses an uncanny knack for punishing its achievers. After Winston Churchill and Margaret Thatcher, it was now Major’s turn to bear the rod. Yet this penalty was aimed not at Major the individual, but at the Tories as a collective—at their party, their institutional temperament, and their governing ethos. In a sense, it was a profound, restless self-reproach visited by the British electorate upon itself—very much akin to what we term the “anti-establishment wave” or the “negative vote” in Indian politics.

Eighteen years of Conservative rule had accomplished everything within its power to shore up the British economy. Yet the British citizen felt a lingering dissatisfaction that something else remained unfulfilled. What that elusive “something else” was, he could not clearly articulate; listening to Tony Blair, however, he allowed himself to believe that Blair must surely possess the secret.

New Labour in office may well labor valiantly for five or ten years, perhaps performing far better; yet when the hour strikes, the British voter will not hesitate to punish them in turn. To rationalize this vague, inarticulate discontent, the British voter seeks to frame it within elaborate ideological discourse. Like a radio cricket commentary, the political dialogue covertly stirs psychological suspense on one side, while outwardly providing an exhaustive flood of facts and figures on the other. Publishing a special election supplement, The Times went so far as to observe that, in the final reckoning, the whole contest reduces itself to an affair of faith.

The election brought seven primary issues to the fore: the economy, education, health, welfare, the constitution, law and order, and Europe. Reduced to their essentials, these crystallized around three core axes: the economy, Europe, and constitutional reform. Across all these domains, the Conservatives, Labour, and the Liberal Democrats set forth their explicit stances. Comparing them closely, one found little that was truly revolutionary in New Labour’s platform—with the sole exception of its posture toward Europe.

I suspect the Conservatives would hardly hesitate to embrace many of the reforms proposed by Labour; conversely, should Labour assume power, it is unlikely to govern in a manner radically divergent from the Conservatives.

Asking whom Tony Blair might take as his governing model upon entering 10 Downing Street, a political columnist in The Times concluded that it would be neither Clement Attlee nor Harold Wilson, but Margaret Thatcher herself! The unity displayed by the Labour Party during the campaign will inevitably fracture into factional skirmishes, rivalries for ministerial berths, and squabbles over patronage the moment power is secured.

Blair will be forced to shoulder the burden of steering a government amidst warring cabinet colleagues, just as Major does today. Across such fractious and unruly Treasury benches, what leader of a ruling party could find an ideal in anyone other than Thatcher?

In this regard, British and Indian democracies share striking affinities. The fierce rebel instinct that our political parties exhibit while in opposition evaporates the instant they cross over into the treasury benches, giving way, one by one, to the basest instincts common to all ruling regimes!

We no longer inhabit an era where politics can be conducted simply by dividing the world along racial, caste, or conventional class lines. Today, the world must be divided into the privileged and the underprivileged. Within this divide, state power constitutes an inherently privileged sector. Whoever ascends to power from among the underprivileged groups crosses over, in that very instant, into the ranks of the privileged.

This is a strange and stubborn paradox. According to this insoluble riddle, the underprivileged can never truly capture state power; or, should they attain it, power reconstitutes itself under a new guise as an elite preserve. The manner in which this paradox plays out in modern democracies is astonishing to observe. Leaders like Tony Blair imagine they can swim against this tide through sheer force of personal will—much like Indian Chief Ministers such as Karpoori Thakur or Biju Patnaik, who fancied they could demystify state power by riding a bicycle or boarding a city bus to the Secretariat. In practice, such gestures inevitably lapse into the tragicomic. Blair may well succeed in delivering governance into the hands of a party exiled from office for nearly two decades; but to cleanse the bureaucratic machinery of the state itself is an enterprise bordering on folly.

Within British life, the sphere of authority, attended by all its attendant perks, has taken on a peculiar aura of delinquency. In an economic climate where hundreds of thousands of young people find themselves without employment, unable to marry or establish a home of their own, and driven toward marginality or mendicancy, every revelation of an extramarital liaison involving an MP in power is treated with the gravity of a capital crime.

Here too, Britain and India mirror each other closely. In India, public consciousness often regards a bribe-taker with greater moral abhorrence than a murderer. Political parties will readily award election tickets to individuals facing murder charges, yet balk at nominating anyone implicated in a hawala scandal.

If political power in Indian society serves as an avenue for accumulating illicit wealth, in British life it serves as an instrument for the shameless pursuit of hedonistic indulgence. In both nations, the populace harbors an ambivalent attitude toward authority: as individuals, they crane their necks in hunger for power; as a collective, they loathe it.

Against this backdrop, any leader aspiring to capture state power must continually satisfy the personal ambitions of his party cadres, while taking scrupulous care that the party itself does not appear outwardly as an aloof, privileged caste.

This is the defining hallmark of the strategies crafted by a new generation of democratic politicians—Bill Clinton, Tony Blair, and N. Chandrababu Naidu. Information technology serves as their formidable ally in this enterprise. They dangle carrots before their party lieutenants while maintaining unrelenting surveillance over them via computing systems. In managing access to the privileges of office, they enforce a disciplined, measured regimen. Consequently, the party rank-and-file receives its share of perks on the sly, while the leadership guards its public image from reproach.

The consummate master of this technique is Bill Clinton. In contemporary political parlance, this strategy has been christened “triangulation.” Under this approach, Clinton adopts a stance equidistant from conventional Left and Right, appropriating the strategic strengths of both: synthesizing the fiscal discipline of the Right with the progressive social aspirations of the Left into a slick, professional amalgam.

Tony Blair is following this exact playbook to the letter. He can dine comfortably with the Director-General of the Confederation of British Industry on one evening, and sit across the table for negotiations with trade union bosses the following morning. To put it in his own words: New Labour is neither old Left nor old Right; it is a Third Way.
