అహర్నిశలు అదే ఆలోచన
పార్వతీపురంలో గిరిజన విద్య గురించి నా కార్యక్రమాన్ని ప్రారంభించినప్పుడు నాకు కూడా ఈ మార్గంలో ప్రయాణించడం తప్పలేదు. పాఠశాలల్ని సందర్శించడం, ఎవరన్నా ఉపాధ్యాయులు గైరుహాజరయిఉంటే వారి మీద చర్య తీసుకోవడం, లేదా చర్య తీసుకొమ్మని సంబంధిత యాజమాన్యాలకు ఫిర్యాదు చెయ్యడమే నా పనిగా ఉండేది.
నిజానికి నేను పాఠశాలల్ని సందర్శించడానికి కూడా వ్యవస్ధ అంగీకరించలేక పోయింది. సంక్షేమాధికారిగా నేను చూడవలసింది కేవలం హాస్టళ్లనే తప్ప పాఠశాలల్ని కాదనే వాదన తరచూ వినిపిస్తుండేది. చివరికి మా సంస్ధ ఆధ్వర్యంలో పనిచేసే ఒక ఉన్నతపాఠశాలకు (అప్పటికింకా వారి జీతభత్యాలకు నేనే డ్రాయింగ్ ఆఫీసరుగా ఉండేవాణ్ణి) నేను మొదటిసారి వెళ్ళినప్పుడు ఆ ప్రధానోపాధ్యాయుడు నన్ను చూడను కూడా చూడడానికిష్టపడలేదు.
తీరా నేనతన్ని వెతుక్కుంటూ స్టాఫ్రూంకి వెళ్లగానే అతడు ‘వార్డెన్గారు పార్వతీపురం వెళ్లారండీ’ అని అపాలజిటిక్గా సమాధానమిచ్చాడు. అంటే, ఆ నా పాఠశాలలో నాకు సంబంధించిన వ్యక్తి అంటూ ఎవరన్నా ఉంటే అది ఆ పాఠశాల వార్డెన్ ఒక్కడేనన్నమాట.
ఈ పరిమితత్వంమీద, ఈ జవాబు రాహిత్యం మీద నేను అగ్రహంతో విరుచుకు పడకుండా ఉండలేకపోయాను. నా అస్తిత్వం కేవలం పిల్లలకు వస్తు సామగ్రి సరఫరామీదనే ఆధారపడిలేదని వారికి రకరకాలుగా తెలియచేయాలని ప్రయత్నించాను. సంక్షేమం అంటే కేవలం హాస్టళ్లు నడపడం కాదు, అది గిరిజనులకు వివిధ రకాలుగా చేయూతనివ్వడమూ కాదు. లేదా రాజ్యాంగం వారికిచ్చిన ప్రత్యేక రక్షణలు అమలయ్యేలాగా గుమ్మం దగ్గర కాపలా కాయడమూ కాదు.
అంతిమంగా అది గిరిజనుడు మరెవ్వరి దయాదాక్షిణ్యాల మీదా ఆధార పడనక్కర లేకుండా తన వ్యవహారాలు తను చక్కబెట్టుకునే సామర్ధ్యాన్ని అతడు అందుకోగలిగేలా చూడటం, అటువంటి నైపుణ్యాల కల్పనకి ప్రధాన ఆధారం విద్య. విద్యా కార్యాక్రమాల మీద ఎటువంటి ప్రభావం చూపలేకుండా ఏ అధికారి అయినా, సంస్ధ అయినా, నేత అయినా నిజమైన గిరిజనాభివృద్ధిని ఏ విధంగా తేగలుగుతారో, వారు నిజమైన సంక్షేమాధికారులెలా కాగలుగుతారో నాకు బోధపడేది కాదు.
మా ప్రాజెక్టు అధికారికి విద్య పట్ల అత్యున్నతమైన ప్రాధాన్యత ఉండేది. ఆయన కోరుకొండ సైనిక పాఠశాల విద్యార్ధి. ఉత్తమ పాఠశాలల సంప్రదాయాల గురించి ఆయనకు స్వీయానుభవం ఉంది. దాదాపుగా అటువంటి వాతావరణాన్ని మన పాఠశాలలకు కూడా అందించాలనే తపన ఆయనకుండేది. కాని అటువంటి కలల్ని వాస్తవం చేసుకోవడానికి ఎటువంటి సాంకేతికజ్ఞానం అవసరమో నాకు లాగానే ఆయనకు కూడా తెలిసేది కాదు.
అందువల్ల మొదట్లో ఆయన కొన్ని ప్రయోగాలు చేసాడు. వాటిల్లో ఒకటి, పదవ తరగతి ఫెయిలయిన విద్యార్ధులందరికీ మళ్లా ప్రత్యేక శిక్షణ నివ్వడానికి పూనుకున్నాడు. దాదాపు రెండువందల మంది విద్యార్ధులకి అలా శిక్షణ ఇచ్చారు. తీరా చేసి వాళ్లు పరీక్షకు వెళ్లేముందు వాళ్ల హాల్టికెట్ల నెంబర్లు సేకరించలేదెవ్వరూ. అలా ముందే సేకరించాలని ఎవరికీ స్ఫురించలేదు కూడా. దాంతో ఆ పరీక్ష రాసిన వాళ్లలో ఎవరు పాసయ్యారో, ఎందరు ఫెయిలయ్యారో తెలియనే లేదు. అక్కడితో ఆ ప్రయోగం అంతమైంది.
ఈలోగా కొత్తగా ఏకోపాధ్యాయులుగా నియమితులైన గిరిజన యువతీ యువకులకు ఓరియెంటేషన్ శిక్షణ ఏర్పాటు చేస్తే బాగుంటుదనిపించింది ఆయనకు. దానికోసం పెద్ద ఎత్తున ఏర్పాట్లు చేసాం. నేను హైదరాబాద్లో ఆడ్మినిస్ట్రేటివ్ శిక్షణ పొందుతున్నప్పుడు ప్రొఫెసర్ హరగోపాల్, ప్రొఫెసర్ ముత్తయ్యగార్ల ప్రసంగాలు విన్నాను. వారు నన్నెంతో ఆకర్షించారు. అందుకని వారిని ఆ శిక్షణకు వక్తలుగా ఆహ్వానించాను.
దానికి ముత్తయ్యగారు రాలేకపోయారు. కాని ప్రొఫెసర్ హరగోపాల్ ఆ శిక్షణకు హాజరుకావడమే కాకుండా, ఆ యువకుల్ని ఎంతో ఉత్తేజితుల్ని చేసారు. తిరిగి వెళ్లిపోతున్నప్పుడు ఆయన వాళ్ల హృదయాలు స్వచ్ఛఫలకాలుగా ఉన్నాయనీ, ఎటువంటి ఆరోగ్యకరమైన ముద్రలు పడితే వాటిమీద అటువంటి ప్రవర్తననే వాళ్లు చూపించబోతారనీ జాగ్రత్తలు చెప్పి వెళ్లిపోయారు.
ఆ శిక్షణ కార్యక్రమాన్ని మేం కురుపాం మండలంలోని ధర్మలక్ష్మీపురం ఆశ్రమ పాఠశాలలోనూ, కొమరాడ మండలంలోని ఉలిపిరి పాఠశాలలోనూ నిర్వహించాం. అందులో ఉలిపిరి పాఠశాల ఆవిష్కరణ సభకుగాను, బొబ్బిలి సంస్ధానం ఉన్నత పాఠశాల ప్రధానోపాధ్యాయులుగా పనిచేస్తున్న రామచంద్రరావుగారిని పిలవ వలసిందిగా మా ప్రాజెక్టు అధికారి నాకు సూచించారు. నేను రామచంద్రరావుగారిని పిలవడానికి వారి పాఠశాలకు వెళ్లినప్పుడు అక్కడి సంస్క ృతిని చూసి ముగ్ధుణ్ణయ్యాను.
ఇంకా పాతకాలపు విలువల్ని ఆయన తన పాఠశాలలో కాపాడుకొస్తుండటం నన్ను ఆశ్చర్యపరిచింది. ఆయన శక్తికి ఆధారం కూడా ఆ మర్నాడే నాకు బోధపడింది. ఆ అవిష్కరణ సభకు మా సబ్కలెక్టర్ ముఖ్య అతిథి. ఆయనతో సహా మేమంతా సభకు ముందు ప్రార్ధన జరిగేటప్పుడు సాధారణంగా వేదిక మీద కూచునే వాళ్లంతా ప్రవర్తించేటట్టే కాలుమీద కాలువేసుకుని కూచున్నాం. రామచంద్రరావుగారు మాత్రం వెంటనే లేచి నిల్చున్నారు. ‘లేవాలా?’ అని అడిగాను ఆయన చెవిలో. ‘యస్, బికాజ్, ఇటీజ్ ప్రేయర్ ’ అన్నారాయన. రాజీకి తావులేని కంఠస్వరంతో.
మేమా శిక్షణ కార్యక్రమానికి ఆహ్వానించడం కోసం మరొక రిసోర్స్ పర్సన్ని కూడా వెతుక్కుంటూ వెళ్లాం. ఆయన ఆంధ్ర విశ్వవిద్యాలయంలో ఆంత్రొపాలజీ అధిపతిగా ఉన్న ప్రొఫెసర్ యతిరాజ్కుమార్. ఆయన్ని ఆ రోజు కలవడం నాకు చాలా లభించింది.
మొదటిది, ఆయన తన డాక్టరల్ పరిశోధనకు విజయనగరం జిల్లా ఆశ్రమ పాఠశాలల్నే విషయంగా ఎంచుకున్నానని చెప్పి, ఆ పాఠశాలల్లో వచ్చిన మార్పుల్నీ వాటి చారిత్రిక నేపథ్యాన్నీ సవివరంగా వివరించారు. అప్పటిదాకా నాకా విషయాలు చెప్పినవారే లేరు.
రెండవది, ఆయన నాకు గిడుగు సీతాపతి రచించిన ‘సవరలు’ అనే పుస్తకాన్ని ఇచ్చారు. ఆ పుస్తకంలో అనుబంధంగా గిడుగు రామ్మూర్తి పంతులు 1894లో మద్రాసు ప్రభుత్వానికి సమర్పించిన విజ్ఞాపన ఒకటి ఉన్నది.
చాలా విధాలుగా ఆ విజ్ఞాపన నా కళ్లు తెరిపించింది. తెలుగు సాహిత్యంలో చాలామందికి గిడుగురామ్మూర్తిగారి పేరు వ్యావహారిక భాషా ఉద్యమం విషయకంగానే తెలుసు. కాని గిడుగు రామ్మూర్తి (1863-1940) ఆదివాసుల కోసం మొదటి పాఠశాలని ప్రారంభించిన విద్యావేత్త.
దళితుల విద్యావికాసాల గురించి మాట్లాడేటప్పుడు మహాత్మా జ్యోతిరావు పూలే ఎటువంటి గౌరవానికి, వందనానికీ అర్హుడో, గిరిజన విద్య గురించి మాట్లాడేటప్పుడు గిడుగువారు అటువంటి నమోవాకానికి అర్హుడు. అప్పటికి పదేండ్ల కిందట (1881) లార్డ్రిప్పన్ మొదటివిద్యాకమిషన్ను నియమించాడు. హంటర్కమిషన్గా ప్రసిద్ధి చెందిన ఆ కమిషన్కు దళితుల విద్య గురించీ, ప్రాధమిక విద్య గురించీ మహాత్మా జోతిరావుపూలే ఒక నివేదికను 1892లో సమర్పించి ఉన్నాడు. ఆయన అభ్యర్ధనలేవీ కూడా ఆ కమిషన్ తన పరిగణనకిలోకి తీసుకోలేదు. దాంతో శూద్రుల, అతిశూద్రుల, ఆదివాసుల విద్యలో చెప్పుకోదగ్గ పురోగతి ఏమీ లేదు.
అటువంటి పరిస్ధితుల్లో అప్పటి గంజాం జిల్లాలో సవరల విద్యావిధానాన్ని చూసి ఎంతో ఆవేదనకు లోనయ్యి గిడుగురామ్మూర్తిగారు మద్రాసు ప్రెసిడెన్సీకి ఒక వినతి సమర్పించారు. ఆ విజ్ఞాపన దాదాపుగా వంద ఏళ్ల తరువాత కూడా ఆ ప్రాంతాల పరిస్ధితులకు నిలువుటద్దం పడుతున్నట్టుగా కనిపించడం నన్ను విచిలితుణ్ణి చేసింది. ఆ విజ్ఞాపనలో ఆయన ఇలా వినతి చేసాడు :
‘ప్రపంచమంతటా పాఠశాలలు నాగరికతను పెంపొందింపచేసే సంస్ధలుగా గుర్తింపబడుతుండగా, ఇక్కడ (గిరిజన ప్రాంతాల్లో) ఆ పాఠశాలల వైఫల్యం, మందకొడి ప్రగతికి గల కారణాలను గురించి ప్రభుత్వం దర్యాప్తు చెయ్యవలసి ఉంది. అందుకు ఇక్కడి విద్యావ్యవస్ధ గురించి పరిగణనలోకి తీసుకోవలసిన రెండు ముఖ్యమైన అంశాలున్నాయి.
మొదటిది, ఇక్కడి సమాజంలోని పరిస్ధితులు, వాటి అవసరాలకు తగిన విధంగా విద్యాబోధన ఉండాలి. రెండవది, ఇక్కడ ప్రజల స్ధానిక భాషలో విద్యాబోధన జరగాలి. ఈ రెండూకాక, మూడవ అంశాన్ని కూడా చేర్చవచ్చు. అదేమంటే, అనాగరికులైన ఈ వర్గాలవాళ్లకు విద్యద్వారా తమకు నూతనమైన ఆశయాలు, కోర్కెలు నెరవేర గలవన్న అభిప్రాయం వారిలో కలిగే విధంగా విద్యాబోధన జరగాలి. ఈ విషయాలను గమనించకుండా వ్యవహరించినంత కాలం గిరిజన గ్రామాల్లో నెలకొల్పిన పాఠ శాలలూ, గిరిజనుల పట్ల చూపే ఉదారవైఖరీ నిరుపయోగం కాక తప్పదు’.
నూరేళ్లుగా ఆదివాసుల విద్యలో రాశిపరంగా కొంతమార్పు వచ్చి ఉండవచ్చు గాని, అవి లేవనెత్తే గాఢమైన మౌలిక ప్రశ్నలకి ఒక శతాబ్దంగా ఎవరూ సమాధానం చెప్పడానికి ప్రయత్నించలేదని నాకు అర్ధం అయింది. కావడానికి అది విజ్ఞాపనే అయినప్పటికీ ఒక రకంగా అది అగ్రహపత్రం కూడా.
‘ఈ సవర బాలబాలికలకి ఆరునెలలపాటు ఆమూల్య కాలాన్ని వృథా చేసి ఎవరూ కొరగాని ఆరు ఒరియా అక్షరాలు నేర్పేకంటే ఆరు నీతికథలు చెప్పి ఉంటే వారికా విద్య ఎంతో ప్రయోజనదాయకంగానూ, అర్ధవంతంగానూ ఉండి ఉండేది’
అని కూడా రాసాడాయన అందులో.
రామ్మూర్తిగారి విజ్ఞాపన చదివిన తర్వాత గిరిజన విద్య గురించి నా ఆలోచనలు సక్రమంగానే ఉన్నాయనీ, నా ఆవేదనలో నేనొంటరిని కాననీ నాకు బోధపడింది. కానీ ఏ ప్రయత్నాన్ని ఎటునుంచి మొదలుపెట్టాలన్న దానిలో మాత్రం ఇంకా నాకో స్పష్టత ఏర్పడలేదు.
మా ప్రాజెక్టు అధికారి నాకు గొప్ప చేయూతనివ్వడానికి సంసిద్ధంగా ఉండేవారు. నాకెంతో ప్రోత్సాహాన్నిచ్చారు. కాని ఆయన దృష్టి కొత్తగా నియమితులైన గిరిజన ఏకోపాధ్యాయుల మీద ఉండేది. వారప్పుడే విద్యారంగంలోకి ప్రవేశించినందు వల్ల వారికొక స్పష్టమైన దిశానిర్దేశాన్నివ్వాలను-కుంటుండేవారాయన. వారిని ఉత్తేజితుల్ని చెయ్యడానికి ఆయనొక డాక్యుమెంటరీ తీయించారు. అప్పుడు విశాఖ పోర్ట్ ట్రస్టులో పనిచేస్తుండే గొప్ప కళాకారుడు బి.రామ్మూర్తి ఆ డాక్యుమెంటరీకీ దర్శకత్వం వహించారు. ప్రముఖ కళింగాంధ్ర రచయిత, విప్లవ కథకుడు అట్టాడ అప్పల్నాయుడు ఆ సినిమాకు సంభాషణలు రాసారు.
ఏకోపాధ్యాయుడు కేవలం విద్య కోసం మాత్రమే కాక, గిరిజన వికాసం కూడా పనిచెయ్యాలనే సందేశంతో తీసిన ‘నాను సదూకుంతాను’ అనే ఆ చిత్రం గిరిజన యువతీ యువకుల్ని ఉత్తేజితుల్ని చెయ్యజూస్తుంది.
నా ఆలోచన అందుకు భిన్నంగా ఉండేది. ఆ ఏకోపాధ్యాయులు ఎక్కణ్ణుంచి వచ్చారు? ఆ ఆశ్రమ పాఠశాలలు, ఆ హష్టళ్లలనుండే కదా. ఆ పాఠశాలలు వారి కెటువంటి రోల్ మోడల్స్నిస్తే ఆ నమూనాలనే వాళ్లు కూడా అనుసరిస్తారు.
తాము చదువుకున్న పాఠశాలల్లో ఉపాధ్యాయులు సెలవులు పెట్టకుండా పాఠశాలకు రోజుల తరబడి గైరుహాజరవుతూండగా, వారు ఎన్నడూ పాఠ్య ప్రణాళికలు రూపొందించుకోకుండానే తరగతి గదుల్లో ప్రవేశిస్తూ ఉండగా, ఆ పాఠశాలల నుంచి పెరిగి పెద్దవాళ్లయిన ఏకోపాధ్యాయులు మాత్రం మరొకలా ఎలా ప్రవర్తిస్తారు?
నేను ఇతర పాఠశాలల గురించి ఆలోచించడం మానేసాను. మా హాస్టళ్ల గురించి కూడా అంతగా పట్టించుకోవాల్సిన అవసరం లేదనుకున్నాను. ఆశ్రమ పాఠశాలలు, వాటిని ఆదర్శపాఠశాలలుగా నడపడం మానె, సృజనశీల పాఠశాలలుగా పనిచెయ్యక పోయినా మానె. కనీసం క్రియాశీల పాఠశాలలుగా పనిచేసేటట్టు చెయ్యడం ఎలా? అహర్నిశలు అదే ఆలోచన నాకు.
ఈ ఆలోచనల మధ్య 1988 పదవతరగతి ఫలితాలు వచ్చాయి. దాదాపుగా అన్ని హాష్టళ్లూ దారుణమైన రిజల్టుని చూపించాయి. ఎందుకంటే వాటిల్లో చదువుకునే విద్యార్ధులు జిల్లాపరిషత్ పాఠశాలల్లో, ప్రభుత్వ పాఠశాలల్లో చదువుకునేవారు. ఆ పాఠశాలల మీద అదుపు చూపించవలసిన అధికారులు ఎక్కడో విజయనగరంలో ఉంటారు. వారికి ఆ పాఠశాలల గురించి పట్టించుకునే తీరిక ఉండదు.
ఆ పాఠశాలలు ఎటువంటి క్రమశిక్షణ లేకుండా, ఎన్నో పోస్టులు ఖాళీగా, అరకొర సౌకర్యాలతో నడుస్తుంటాయి కాబట్టి వాటిలో అంతకన్నా గొప్ప ఫలితాన్ని ఆశించడం కష్టం. (అప్పటికింకా మాస్ కాపీయింగ్ ఒక అలవాటుగా స్ధిరపడలేదు)
కాని నన్ను తీవ్రంగా బాధించింది మా హైస్కూళ్ల ఫలితాలు. అప్పట్లో మా ఆశ్రమ పాఠశాలల్లో రెండే ఉన్నత పాఠశాలలుండేవి. ఒకటి కురుపాం మండలం లోని ధర్మలక్క్ష్మీపురం పాఠశాల. మరొకటి గుమ్మలక్ష్మీపురం మండలంలోని రేగిడి పాఠశాల.
అందులో రేగిడి పాఠశాల నుంచి పరీక్షకు హాజరయిన విద్యార్ధులందరూ పరీక్ష తప్పగా ధర్మలక్క్ష్మీపురం నుంచి వెళ్లిన వాళ్లల్లో ఇద్దరు మాత్రమే పాసయ్యారు. సబ్జెక్టువారీ ఫలితాల్ని విశ్లేషిస్తే తెలిసిన విషయాలు సంభ్రమాన్ని కలిగించాయి. అందులో మూడు నాలుగు సబ్జెక్టుల్లో విద్యార్ధులంతా చాలా మంచి మార్కులు తెచ్చుకున్నారు. తక్కిన సబ్జెక్టుల్లో విద్యార్ధుల మార్కులు బాగాలేవు.
ముఖ్యంగా తప్పినవాళ్లంతా హిందీలోనే తప్పారు. పాసయిన ఇద్దరూ కూడా హిందీలో కనీస మార్కులు తెచ్చుకోవడం వల్లనే పరీక్ష పాస్ కాగలిగారు.
అంటే ఏమిటి? ఉన్నత పాఠశాల ఏకోపాధ్యాయ పాఠశాల కాదు. అది సమష్టి కృషి. జయాపజయాలు మొత్తం బృందకృషి మీద ఆధారపడతాయి. ఆ టీమ్లో ఒక్కరు విఫలం చెందినా మొత్తం పాఠశాల విఫలమవుతుంది. అంతకన్నా ముఖ్యం. ఆ పాఠశాలలో హిందీ పండితుడు సరిగ్గా పనిచెయ్యడం లేదని మనకి వార్షిక పరీక్షదాకా ఎందుకు తెలియలేదు?
అంటే, అక్కడ నిరంతర సమగ్ర మూల్యాంకనం లేదన్నమాట. అటువంటి మూల్యాంకనం ఎందుకు లేదు? అంటే ఆ పాఠశాల ఎప్పుడూ తనకై తానొక వార్షిక సంస్ధాగత ప్రణాళికను రూపొందించుకోలేదన్నమాట. చివరికి వైఫల్యాల మూలకారణం స్పష్టమైన ప్రణాళికలు రూపొందించుకోకపోవడమేననే మెలకువకి చేరాన్నేనప్పటికి.

Constant Thought Day and Night
When I started my program on tribal education in Parvathipuram, I too had to travel on this path. My job was to visit schools, take action if any teachers were absent, or complain to the concerned managements to take action against them.
In fact, the system couldn’t even accept my visiting schools. The argument was frequently heard that as a Welfare Officer, I was only supposed to look after hostels and not schools. Finally, when I went to a high school functioning under our agency for the first time (I was still the drawing officer for their salaries then), the headmaster there didn’t even want to look at me.
When I went looking for him in the staff room, he apologetically answered, “The warden has gone to Parvathipuram, sir”. That meant, if there was anyone related to me in that school of mine, it was only the warden of that school.
I couldn’t help but erupt with anger at this limitation and this lack of accountability. I tried to let them know in various ways that my existence was not solely dependent on supplying material goods to children. Welfare is not just running hostels, nor is it merely giving various kinds of handouts to tribals. Nor is it standing guard at the threshold to ensure the special protections given to them by the Constitution are implemented.
Ultimately, it is about ensuring that the tribal reaches a capability where he can manage his own affairs without depending on anyone else’s mercy, and education is the main basis for creating such skills. I couldn’t understand how any officer, institution, or leader could bring about true tribal development or become a true welfare officer without being able to exert any influence on educational programs.
Our Project Officer gave the highest priority to education. He was an alumnus of the Korukonda Sainik School. He had personal experience with the traditions of good schools. He strongly desired to bring a similar atmosphere to our schools. But, just like me, he didn’t know what technical knowledge was required to make such dreams a reality.
Therefore, he initially conducted some experiments. In one of them, he set out to give special training to all students who had failed the tenth grade. Such training was given to nearly two hundred students. But when they finally went to the exam, no one collected their hall ticket numbers. It didn’t even occur to anyone to collect them beforehand. As a result, it was never known who among those who took the exam passed or failed. That experiment ended there.
Meanwhile, the Project Officer felt it would be good to arrange an orientation training program for the newly appointed tribal youth who were going to manage the single-teacher schools. We made large-scale arrangements for it. When I was undergoing administrative training in Hyderabad, I had heard speeches by Professor Haragopal and Professor Mutthaiah. They had impressed me deeply. Therefore, I invited them as speakers for this training.
Professor Mutthaiah could not make it. But Professor Haragopal not only attended the training but also highly motivated the young men. As he was leaving, he gave us a word of caution. He said that the hearts of these youth were like clean slates, and they would reflect whatever healthy impressions were made upon them through their future behavior.
We conducted this training program at the Dharmalaxmipuram Ashram School in the Kurupam mandal and the Ulipiri school in the Komarada mandal. For the inaugural function at the Ulipiri school, our Project Officer suggested that I invite Sri Ramachandra Rao, who was working as the headmaster of the Bobbili Samsthanam High School. When I went to his school to invite him, I was deeply impressed by the culture maintained there.
It surprised me to see how he was still preserving old-world values in his school. The source of his inner strength became clear to me the very next day. Our Sub-Collector was the chief guest for the inaugural meeting. Before the meeting commenced, during the prayer, all of us on the stage sat with our legs crossed, as people usually do. Sri Ramachandra Rao, however, immediately stood up. I whispered in his ear, “Should we stand?” He replied in an uncompromising voice, “Yes, because it is a prayer.”
We also went in search of another resource person to invite to our training program. He was Professor Yatiraj Kumar, the head of the Anthropology department at Andhra University. Meeting him that day proved to be highly beneficial to me. First, he told me that he had chosen the ashram schools of Vizianagaram district as the subject for his doctoral research. He explained the historical background and the changes that had occurred in those schools in great detail. Until then, no one had told me these facts. Second, he gave me a copy of the book Savaralu, written by Gidugu Sitapati. In the appendix of that book, there was a memorandum submitted by Gidugu Ramamurthy Pantulu to the Madras Government in 1894.
That memorandum opened my eyes in many ways. In Telugu literature, most people know Gidugu Ramamurthy only in connection with the spoken language movement. But Gidugu Ramamurthy (1863–1940) was the pioneer who started the very first school for indigenous people. Just as Mahatma Jyotirao Phule deserves our deepest respect and gratitude when we speak about the education of Dalits, Gidugu Ramamurthy deserves equal reverence when we discuss tribal education. Ten years prior to that, in 1881, Lord Ripon had appointed the first education commission, famously known as the Hunter Commission. Mahatma Jyotirao Phule had submitted a representation to this commission in 1882 regarding Dalit education and primary education. However, the commission did not take his requests into consideration. Consequently, there was no significant progress in the education of Shudras, Ati-Shudras, and Adivasis.
Under such circumstances, Gidugu Ramamurthy was deeply distressed by the state of education among the Savaras in the then Ganjam district, and he submitted a memorandum to the Madras Presidency. It troubled me to see that even after nearly a hundred years, that memorandum stood as a clear mirror to the conditions of these regions. In that appeal, he wrote:
“While schools all over the world are recognized as institutions that promote civilization, the government needs to investigate the reasons for the failure and slow progress of schools here in the tribal areas. For this, there are two important points to be considered regarding the educational system here. First, the teaching must suit the conditions and needs of the local society. Second, education must be imparted in the local language of the people. Besides these two, a third point may also be added. Education should be given in such a way that it makes these simple groups feel that their new aspirations and desires can be fulfilled through education. As long as these matters are ignored, the schools established in tribal villages and the generosity shown toward the tribals will inevitably remain useless.”
I understood that while there might have been some quantitative change in tribal education over the last century, no one had tried to answer the profound, fundamental questions raised a hundred years ago. Although it was framed as a memorandum, it was, in a way, a document of deep anger.
He also wrote in it:
“Instead of wasting six months of the precious time of these Savara boys and girls to teach them six useless Oriya letters, if they had been told six moral stories, that education would have been far more beneficial and meaningful to them.”
Reading Ramamurthy’s memorandum made me realize that my thoughts on tribal education were right and that I was not alone in my distress. However, I still lacked clarity on how or from where to begin my efforts.
Our Project Officer was always ready to give me great support. He gave me a lot of encouragement. But his focus was on the newly appointed tribal single-teacher educators. Because they had just entered the field of education, he wanted to give them a clear direction. To motivate them, he had a documentary film made. Sri B. Ramamurthy, a great artist who was then working in the Visakhapatnam Port Trust, directed that documentary. The prominent Kalingandhra writer and revolutionary storyteller, Attada Appalnayudu, wrote the dialogues for the film. This film, titled Naanu Sadookuntanu (IToo Will Study), carried the message that a single-teacher educator should work not only for education but also for tribal development. It aimed to inspire the tribal youth.
My thinking was different. Where did those single-teacher educators come from? They came from those very ashram schools and hostels. They would follow whatever role models those schools had provided them. When the teachers in the schools where they studied absented themselves for days without even applying for leave, and entered the classrooms without ever preparing any lesson plans, how could the single-teacher educators raised in those schools behave any differently?
I stopped thinking about the other schools. I also felt there was no need to worry so much about our hostels. Never mind running the ashram schools as ideal schools, and never mind if they did not function as creative schools. How could we make them function at least as active, effective schools? This was my constant thought day and night.
Amidst these thoughts, the 1988 tenth-grade results came out. Almost all the hostels showed terrible results. This was because the students living in them studied in the Zilla Parishad and government schools. The officers who were supposed to control those schools sat far away in Vizianagaram. They had no time to care about these schools. Because those schools ran without any discipline, with many vacant posts, and with very poor facilities, it was difficult to expect any better results from them. (Mass copying had not yet become an established habit by then).
But what deeply hurt me was the results of our own high schools. At that time, we had only two high schools among our ashram schools. One was the Dharmalaxmipuram school in the Kurupam mandal. The other was the Regidi school in the Gummalaxmipuram mandal. Out of these, all the students who appeared for the exam from the Regidi school failed. From the Dharmalaxmipuram school, only two students managed to pass. Analyzing the subject-wise results revealed surprising facts. In three or four subjects, all the students scored very good marks. In the remaining subjects, their marks were poor. Most notably, all those who failed had failed in Hindi. Even the two students who passed were able to do so only because they secured the minimum passing marks in Hindi.
What did this mean? A high school is not a single-teacher school. It is a collective effort. Success and failure depend entirely on teamwork. Even if one person in that team fails, the entire school fails. More importantly, why did we not know until the final annual examination that the Hindi pandit in that school was not working properly? It meant that there was no continuous comprehensive evaluation there. And why was there no such evaluation? It meant that the school had never formulated an annual institutional plan for itself. By then, I reached the clear realization that the root cause of these failures was ultimately the lack of clear planning and monitoring.

Ultimately, it is about ensuring that the tribal reaches a capability where he can manage his own affairs without depending on anyone else’s mercy, and education is the main basis for creating such skills.

It is astonishing that we are still debating the same fundamental issues that Gidugu Ramamurthy garu pointed out, and that you encountered the same problems in your experience a hundred years later. ☹️
1988 పదవ తరగతి ఫలితాల విషయంలో మీరు చేసిన analysis, exemplary, sir. హిందీలో పిల్లలు fail అయ్యారంటే ఏ ఒక్కరినో తప్పు పట్టకుండా, వార్షిక పరీక్ష వరకు ఎందుకు గుర్తించలేకపోయాం? అని ప్రశ్నించడం, అక్కడి నుంచి నిరంతర సమగ్ర మూల్యాంకనం లేకపోవడం, పాఠశాల తనకై తానొక వార్షిక సంస్థాగత ప్రణాళికను రూపొందించుకోకపోవడం వంటి మూలకారణాలను గుర్తించి, దాని పరిష్కారాల దిశగా ముందుకు వెళ్లడం చాలా బాగుంది సర్.
Welfare programs అమలు జరుగుతున్నాయా లేదా అని చూడడమే కాదు, వారి పనులు వారే చక్కబెట్టుకునే సామర్థ్యాన్ని build చేయడమే సంక్షేమం అనీ, అందుకు ప్రధానమైన ఆధారం విద్య అనీ, అటువంటి విద్య మీద దృష్టి పెట్టకుండా నిజమైన సంక్షేమాన్ని ఎలా సాధించగలరన్న మీ మెలకువ ఏవో సిద్ధాంతాలు చదివి వచ్చిన insights కాదు.
Ground level లో ప్రజల మధ్య పనిచేస్తూ, ఆయా సమాజాలను, వారి సమస్యలనూ, విధానాలలోనూ, వ్యవస్థ లోనూ వున్న లోటుపాట్లనూ అర్థం చేసుకుంటే వచ్చిన ఈ మెలకువలు ఎంతో విలువైనవి, ప్రతి public servant కి పాఠాలివి !! 🙏🏽
