విద్యాదేవత అడుగుపెట్టబోతున్నది

1990 సంవత్సరంలో నవంబరునెల చివర్లో ఒకరోజు. కర్నూల్లో జిల్లాకలెక్టరు తన సహచర అధికారులు కొందరిని తన ఇంటికి అత్యవసరసమావేశానికి పిలిచారు. ఎందుకు పిలిచారో ఎవరికీ తెలియదు. అప్పుడు నేను కర్నూల్లో జిల్లాగిరిజన సంక్షేమాధికారిగా పనిచేస్తున్నాను.

నాకు కూడా ఆ సమావేశానికి ఆహ్వానం అందించింది. వెళ్లి చూసేటప్పటికి అక్కడకు వచ్చినవాళ్లంతా నా కన్నా చాలా సీనియర్ అధికారులు. కొందరు పెద్దలు కూడా ఉన్నారు. వారిలో ఉద్యోగరీత్యా నేను జూనియర్‌ని కావడమే కాక, అందరికన్నా పిన్నవయస్కుణ్ణి కూడా. వారందరితో పాటు నన్ను కూడా పిలిస్తే, నల్లమల అడవులకు సంబంధించిన కార్యక్రమమేదన్నా కలెక్టరు చర్చించబోతున్నారేమో అనుకున్నాను.

నేను పార్వతీపురం నుంచి సెలవు మీద వెళ్లిపోయిన తర్వాత దాదాపు రెండు నెలల  పైగా ప్రభుత్వం నా విషయం మీద ఏ నిర్ణయానికీ రాలేకపోయింది. ఆ సమయంలో నా సేవల్ని తనకి అప్పగించమని అప్పుడు కర్నూలు జిల్లాకలెక్టరుగా పనిచేస్తున్న టి.ఎస్. అప్పారావుగారు ప్రభుత్వానికొక లేఖ రాసారు. ఆయనకి అప్పటికే గిరిజనాభివృద్ధిలో విశేష అనుభవం ఉంది. మేం సర్వీసులో చేరేటప్పటికే ఆయన సమగ్రగిరిజనాభివృద్ధి సంస్ధ, పాడేరుకు ప్రాజెక్టుఅధికారిగా పనిచేసి ఆకస్మిక బదిలీకి గురయ్యారు. ఆయన కృషిని ఇప్పటికీ ఆ గిరిజనప్రాంతాల్లో స్మరించుకుంటూఉంటారు. ఆయన బదిలీ అయినప్పుడు పాడేరు గిరిజనప్రాంతాల్లో ప్రజాజీవితం స్తంభించింది. అదొక సంచలనం.

కాని ఆయన హృదయంలో గిరిజనులకోసమొక ప్రత్యేక స్ధానముంటూనే వచ్చింది. ఆయన ఏ హోదాలో పనిచేసినా తనున్న స్ధానం నుంచే గిరిజనులకోసం ఏం చెయ్యగలనా అని ఆలోచిస్తూంటారు. ఆ ఆలోచనలోనే భాగంగా, తనకి కర్నూలు జిల్లాకలెక్టర్ బాధ్యతలు లభించినప్పుడు అక్కడి నల్లమల అడవుల్లో చెంచువారి కోసమేదన్నా చెయ్యాలనే కోరికతో నన్నక్కడికి పంపమని ప్రభుత్వానికి రాసారు.

నేను కర్నూలు వెళ్లగానే ఆయన రెండు గిరిజనసదస్సులు ఏర్పాటు చేసారు. వాటికి ఉన్నతాధికారుల్నీ, ప్రజాప్రతినిధుల్నీ, చెంచుపెద్దల్నీ ఆహ్వానించి వారి అభిప్రాయాలు విన్నారు. ఆ సదస్సులో తీసుకున్న నిర్ణయాలు అమలయ్యేలా పర్యవేక్షించే బాధ్యతను నాకు అప్పగించారు. మొత్తం కర్నూలు జిల్లాలో చెంచు జనావాసాలు ముప్ఫెíకి మించి ఉండేవి కావు. అందువల్ల ఏ విధంగా చూసినా అది నా సేవల్ని పూర్తిస్ధాయిలో వినియోగించుకోవడం కాకపోవచ్చని ఆయన మనసులో ఉండిఉంటుంది.

అందువల్ల, జిల్లాలో తనకి ముఖ్యమని తోచిన ఏ పనిని నెరవేర్చాలన్నా ఆయన నా వైపు చూసేవారు. అందులో భాగంగా, ఆత్మకూరు మండలంలోని సిద్ధాపురం సెటిల్‌మెంట్ కాలనీ మీద అధ్యయనం చేసి ఆయనకిచ్చాను. అలాగే, జిల్లా మొత్తం మీద పనిచేయకుండా ఉంటున్న దాదాపు నలభై సహకార సేద్యపుసంఘాల్ని సందర్శించి వాటి మీద కూడా సవివరమైన అధ్యయనాన్నిచ్చాను.

ఈలోగా శ్రీశైలం ప్రాజెక్టుకింద నిర్వాసితులైనవారికిపరిహారం చెల్లింపులో జరుగుతున్న జాప్యం, మునకగ్రామాల స్ధితిగతులు మరొక అంశంగా మారాయి. దాదాపుగా ఆ ప్రాంతాలూ, చెంచుప్రాంతాలూ ఒకటే కావడంతో ఆ అంశాలమీద కూడా కలెక్టర్ ఏమి ఆదేశిస్తే అది నెరవేరుస్తుండేవాణ్ణి.

ఇది కాక, కొన్నాళ్లు సాంఘికసంక్షేమ శాఖ కార్యకలాపాలతోనూ, కొన్నాళ్లు వెనుకబడిన తరగతుల సంక్షేమ, అభివృద్ధి కార్యక్రమాలతోనూ కూడా నేను కలిసి పని చేయవలసివచ్చింది. అందువల్ల, ఇటు తూర్పు వైపు గిరిజన ప్రాంతాలతోనే కాక, అటు పడమటి ప్రాంతాలైన ఆదోని, ఆలూరు తాలూకాల్లో దళితుల స్ధితిగతుల పట్లా, వడ్డెర, బోయ, వాల్మీకి, దొమ్మర, మేదర వంటి వెనకబడిన జాతుల పట్లా అవగాహన ఏర్పడింది.

ఇటువంటి అదనపు బాధ్యతల వల్ల, కావడానికి గిరిజన సంక్షేమాధికారినే అయినప్పటికీ, మొత్తం జిల్లాతోనూ, దాని భౌగోళిక స్వరూపంతోనూ, వివిధ ప్రజా సమూహాల స్ధితిగతులతోనూ నాకు త్వరలోనే మంచి పరిచయం ఏర్పడింది. బహుశా, నన్నేదో మరింత ఉత్తమ కార్యసాధనకు భవిష్యత్తులో వినియోగించుకోవడానికి వీలవు తుందని కూడా కలెక్టరు నాకీ వివిధ అదనపు బాధ్యతలు ఇస్తూ ఉండివుండవచ్చు.

ఈ నేపథ్యంలో కలెక్టర్ ఏర్పాటు చేసిన సమావేశం ఏదో ప్రజాసమూహానికో లేదా ఏదో నిర్దిష్ట ప్రాంతానికో చెందిన సమస్యల మీద ఏర్పాటు చేసింది కావచ్చని అనుకున్నాను. కాని, కొద్దిసేపటికే ఆ సమావేశ సారాంశం నాతో సహా అక్కడ ఉన్న సీనియర్ అధికారుల్నీ, పురప్రముఖుల్ని కూడా ఆశ్చర్యపరిచింది. అది, మన దేశంలో ప్రతి విద్యావంతుడికీ దాదాపుగా కలగా ఉంటూ వస్తున్న, ఎప్పటికన్నా నిజంగా సంభవిస్తుందా అన్న సందేహంతో, నిరాశావాదంతో ప్రతి ప్రభుత్వాన్నీ కలతపరుస్తూ వచ్చిన విషయం.

ఒక్క మాటలో చెప్పాలంటే  సంపూర్ణ అక్షరాస్యత. ఇంకా చెప్పాలంటే, ఆ లక్ష్యం కాదు మమ్మల్ని సంభ్రమపరిచింది`

ఆ లక్ష్యానికి కలెక్టరు నిర్దేశిస్తున్న లక్ష్యాలు, అవీ మమ్మల్ని గుటకవెయ్యనివ్వనిది.

ఆయన చెప్పినదాని ప్రకారం ఆ వచ్చే అక్టోబర్ రెండవతేదీతో మొదలయి, ఆరునెలల్లో చేపట్టబోయే కార్యక్రమం ద్వారా జిల్లాలోని ఆరులక్షలమంది వయోజనుల్ని అక్షరాస్యతా కార్యక్రమానికి మానసికంగా సంసిద్ధుల్ని చేయాలి. రాబోయే ఉగాదితో మొదలయ్యే అక్షరాస్యతా కార్యక్రమంలో ఆరులక్షలమందీ అభ్యసనం పూర్తి చేసి ఆపై అక్టోబర్ రెండవ తేదీ నాటికి మూడు వాచకాలు పూర్తి చేయాలి. అప్పుడు వాళ్ళు అక్షరాస్యులనిపించు కుంటారు.

అంటే కేవలం సంతకం పెట్టడం వరకూ నేరుస్తారని కాదు. స్పష్టంగా నిర్దేశించబడ్డ ప్రాతిపదికల మేరకు ఎప్పటికప్పుడు వారి అభ్యసన స్ధాయిలు మదింపు చేయబడతాయి. దానర్ధం, ఆ యజ్ఞం పూర్తయ్యేటప్పటికి ప్రతి ఒక్క అక్షరాస్యుడూ తనంతతానుగా పుస్తకాలు చదువుకోగలగాలన్నమాట.

నందికొట్కూరుమండలంలో శ్రీశైలం జలాశయం మునకగ్రామాలైన సిద్ధేశ్వరం, కపిలేశ్వరంలో చేపలు పట్టే బెస్తవారు, నీలి షికారీలు, ఆలూరు తాలుకా అంచుల్లోని మద్దికెర మండలంలో వజ్రాలవేట తప్ప మరొకటి తెలియని ఎరుకలవాళ్లు, ఆళ్లగడ్డ తాలూకాలో ఏ ఇద్దరు ఫాక్షనిస్టుల మధ్య తగాదాలు వచ్చినా ఒకరిమీద మరొకరు వేట కొడవళ్లు, గొడ్డళ్లు ఎత్తుకునే బోయవాళ్లు, దూదేకులవాళ్లు, మహానంది నుంచి నంద్యాలదాకా ఫారెస్టు అధికారుల కళ్లల్లో పడకుండా వెదురుబుట్టలు, చేటలు తయారుచేసుకుని జీవిక కొనసాగించే మేదరలు, ఆదోని మున్సిపల్ ప్రాంతాల్లో అర్బన్ వాడల్లో స్టీలుగిన్నెల వ్యాపారం తప్ప మరొక బతుకు తెరువులేని ముస్లిములు.

ప్రతి ఒక్క ప్రజాసమూహంలోని ప్రతి ఒక్క వయోజనుడూ, తన బాల్యంలో తాను దేన్ని పొందలేకపోయాడో అతన్నే లేదా ఆమెనే వెతుక్కుంటూ నేడు విద్యాదేవత అతని ఇంటిముంగిటకు రాబోతోందన్నమాట. ఎమ్మిగనూరు నేతమగ్గాలమీద, బేతంచెర్ల పాలిష్ బండల ఫాక్టరీల్లో, కర్నూల్లో పొగాకు బీడీ పనుల్లో, నంద్యాల తాలూకా పత్తిచేýల్లో పనిచేసే అసంఖ్యాక నిరక్షరాస్య మహిళల జీవితాలకొక సాధికారికత నేడు మొదటిసారిగా లభించబోతోందన్నమాట.

కలెక్టర్ ఒకదాని వెనక ఒకటి కార్యక్రమ లక్ష్యాల్ని వివరిస్తుంటే ఊహించలేనంత గగుర్పాటుతో కొత్త కల కలుగుతున్నప్పటి పులకింతతో మనసంతా చలించిపోయింది.

అక్షరతపస్సాధన

ఆ అధికారులముందు, పెద్దల ముందు కలెక్టరు వివరించింది కేవలం ప్రతిపాదన కాదు. అదప్పటికే నిర్దిష్ట కార్యాచరణ ప్రణాళికా రూపాన్ని సంతరించుకుంది. ఒక విధంగా చెప్పాలంటే, ఆ ప్రణాళికను సమగ్ర కార్యాచరణతో, కేలండర్‌తో నిర్దిష్టంగా రూపొందించు కున్నాకే ఆయన దాన్ని ప్రజలముందుకు తీసుకువచ్చారనాలి.

దానిలో ఎప్పుడు ఏం జరగాలో, ఎవరు ఎప్పుడు ఏమి చెయ్యాలో స్పష్టంగా నిర్దేశింపబడిఉంది. దానిలోని ఏ తేదీనిగాని, లేదా ఏ చర్యనుగాని మార్చడానికి గాని, ముందుకు వెనక్కు జరపడానికిగాని వీల్లేనంత కచ్చితంగా, దుర్భేద్యంగా రూపొందించబడ్డ ప్రణాళిక అది.

నిజంగానే అప్పుడెవరమూ ఏ విషయమూ ఆలోచించనే లేదు. అదేమిటో ప్రతి ఒక్కరం  దాని గురించే వాంఛిస్తున్నవారుగా, అటువంటిదేదో సంభవించితీరాలని ఎదురుచూస్తున్న వారు గానే మమ్మల్ని మేం భావించుకున్నాం.

కలెక్టరు వివరించిన ప్రణాళిక, దాని కాలెండరు స్వరూపాన్ని స్ధూలంగా ఇలా వివరించవచ్చు. కర్నూలు జిల్లాలో అప్పటికి దాదాపు ఇరవైనాలుగు లక్షలమంది జనాభా ఉన్నారనుకుంటే వారిలో 15 నుంచి 35 సంవత్సరాల మధ్య వయస్కులైన వయోజనులు దాదాపు ఆరులక్షలమంది ఉండవచ్చుచనని అంచనా.

వారిని సాంప్రదాయిక వయోజన విద్య ద్వారా గాని లేదా ఇతర అనియతవిద్యా మార్గాల ద్వారాగాని కనీస అక్షరాస్యుల్ని చేయాలన్నా అది ఎంతో వ్యయంతో, ప్రయాసతో కూడుకున్న పని. ముఖ్యంగా దానికి పట్టే కాలవ్యవవధి వల్ల అదొక దీర్ఘకాలిక లక్ష్యంగా మారిపోయి సామాజిక ఏకాగ్రతనుండి పక్కకు తప్పుకుంటుంది. ఈలోగా కొత్త నిరక్షరాస్యులు వారికి జమవుతుంటారు. కాబట్టి దాన్నొక నియమితవిద్యావిధానంతో ఎదుర్కోలేం.

అలాకాక, ఉద్యమ స్ఫూర్తితో ఆ సమస్యను సమీపించినట్లయితే, ప్రజల్లో నిద్రాణంగా ఉన్న అక్షరాస్యతాకాంక్షను జాగృతం చేసి, ఆ జ్వాలను రగిలించి, దాన్ని ఆరకుండా చూడటానికి త్యాగనిరతి కలిగిన స్వచ్ఛంద కార్యకర్తలను ప్రజలనుండే ఎంపిక చేసి వారికి తోడ్పాటునిచ్చినట్టయితే అది స్వల్పవ్యవధిలోనే సాధ్యమవుతుంది.

కలెక్టర్ ఆ సందర్భంగా కేరళలోని ఎర్నాకుళం జిల్లా గురించి చెప్పారు. అక్కడ ఆ విధంగా ప్రజలు, ప్రభుత్వం, స్వచ్ఛంద సంస్ధలూ కలిసి తక్కువ వ్యవధిలోనే నూటికి నూరుశాతం అక్షరాస్యత సాధించాయనీ, ఆ నమూనాను దేశంలోని ఇతర జిల్లాలు కూడా అనుసరించడం వీలవుతుందేమో చూడమని జాతీయ అక్షరాస్యతా మిషన్ చెప్తోందని కూడా ఆయన చెప్పారు. అప్పటికి రాష్ట్రంలో నెల్లూరు జిల్లాలో ఆ కార్యక్రమం మొదలయిందనో, లేదా పురోగతిలో ఉందనో ఆయన మాకు చెప్పినట్టు కూడా గుర్తు.

అటువంటి పద్ధతిలో కర్నూలు జిల్లాలో కూడా సంపూర్ణ అక్షరాస్యతా ఉద్యమాన్ని చేపట్టడానికి జిల్లా యంత్రాంగం ముందుకొస్తే జాతీయ అక్షరాస్యతా మిషన్ నాలుగుకోట్ల రూపాయల ఆర్ధిక సహాయాన్ని అందించడానికి సుముఖత వ్యక్తం చేసిందని కూడా ఆయన చెప్పారు. బహుశా, ఆయన మాకు వివరిస్తున్న ప్రణాళిక జాతీయ మిషన్ ఆమోదం కోసం రూపొందించినదే అయిఉండవచ్చు.

అయితే, ఆ అర్ధిక సహాయంలో అధికభాగం వాతావరణనిర్మాణానికీ, బోధనాభ్యసన సామగ్రి ఏర్పాటుకే సరిపోతుందనీ, దానిలో జిల్లాయంత్రాంగం తన విధినిర్వహణలో భాగంగా నెరవేర్చవలసిన వివిధ రకాల సేవలు స్వచ్ఛంద సేవలుగానే అందించవలసి ఉంటుందనీ, అన్నిటికన్నా ముఖ్యం అక్షరాస్యతా బోధకులకు ఏ విధమైన పారితోషికం చెల్లించబడదనీ, అదంతా స్వచ్ఛందంగా జిల్లాలోని విద్యావంతులే అందించవలసి ఉంటుందనీ ఆయన అన్నారు.

దాదాపు పదినెలలనుంచి ఏడాది మధ్యకాలంలో కార్యక్రమంలోని అధికభాగం పూర్తి కావలసిఉంటుందనీ, ఆ తరువాత పోస్ట్- లిటరసీ కార్యక్రమాలు మాత్రమే ఉంటాయనీ ఆయన వివరించారు.

ప్రణాళిక ప్రకారం జాతీయ  అక్షరాస్యతామిషన్ పోస్ట్ లిటరసీ కోసం కేటాయించగల నిధులు స్వల్పంగానే ఉండే అవకాశం ఉన్నందున కార్యక్రమానికి వినియోగించవలసిన నిధుల్లో వీలయినంత పొదుపు, జాగరూకతా పాటించగలిగినట్లయితే, ఆ విధంగా పొదుపు చేసిన నిధులతో కొత్త అక్షరాస్యుల కోసం అధికసంఖ్యలో జనశిక్షణాలయాలు ఏర్పాటు చెయ్యవచ్చునని కూడా ఆయన అన్నారు.

కార్యక్రమం మొత్తాన్ని ఆయన మూడు దశలుగా విడదీసి వివరించారు.

మొదటి దశ జనవరి 2 వ తేదీనుంచి ప్రారంభమై ఏప్రిల్ 2 తో ముగుస్తుంది.    ఆ మూడున్నర నెలలపాటూ జిల్లా అంతటా పెద్ద ఎత్తున ప్రచార కార్యక్రమం నిర్వహించి, అక్షరాస్యతా సాధన పట్ల ప్రజల్ని సుముఖుల్నీ, కార్యోన్ముఖుల్నీ చేయవలసిఉంటుంది. ఇందుకోసం రకరకాల ప్రచారవ్యూహాల్ని మోహరించవలసిఉంటుంది. పెద్ద ఎత్తున గ్రామీణ కళాకారులతో కళాజాతాబృందాల్ని ఏర్పరచి వారికి నిర్దిష్టశిక్షణ ఇవ్వలసి ఉంటుంది. ప్రచార కార్యక్రమం పూర్తయిన తర్వాత జిల్లా వ్యాప్తంగా సర్వే చేపట్టవలసి ఉంటుంది.

ఆ సర్వే అన్ని గ్రామాల్లో, జనావాసాల్లో ఒక్కరోజు మాత్రమే జుగుతుంది. ఎలెక్షన్లలో పోలింగు ఏర్పాట్ల తరహాలో ఆ సర్వేకు ఏర్పాట్లు చేసుకోవలసిఉంటుంది. సర్వే ప్రధాన ఉద్దేశ్యాలు మూడు:

మొదటిది, జిల్లాలో ప్రతి జనావాసంలోనూ నిరక్షరాస్య వయోజనుల్ని పేరుపేరునా గుర్తించడం, రెండు, వారికి పదిమందికి ఒకరు చొప్పున అక్షరాస్యతా కార్యకర్తలను ఎంపిక చెయ్యడం, అన్నిటికన్నా ముఖ్యం, అక్షరాస్యతా సందేశాన్ని ప్రతి ఇంటిగడప ముందుకూ తీసుకుపోవడం. ఆ విధంగా సర్వేతో మొదటి విడత ప్రచారం పతాకస్ధాయికి చేరుకుంటుంది.

అప్పటినుండీ కార్యక్రమాలు ముప్పేట అల్లుకుని సాగవలసిఉంటుంది. ఒకవైపు సర్వేలో సేకరించిన సమాచారాన్ని కంప్యూటర్ల ద్వారా క్రోడీకరించడం (కంప్యూటర్లు అప్పుడప్పుడే వినియోగంలోకి వస్తున్నాయి), మరొకవైపు వయోజనులు చదవడానికి వాచకాలు రూపొందించడం, వాటితో పాటు కార్యకర్తలకు కరదీపికలు రూపొందించడం, ఆరులక్షల మంది వయోజనులకు బోధించడానికి గాను ఎంపిక కాబడే అరవై వేల మంది కార్యకర్తలకు శిక్షణ నివ్వడం.

ఈ లోగా మొదటి విడత ప్రచార కార్యక్రమాల తీరుతెన్నుల్నీ, ప్రజా ప్రతిస్పందననూ చూసుకుని ప్రచార వ్యూహాల్నీ పునఃసమీక్షించుకోవడం, అవసరమయితే కళాకారులకు మరొకదఫా శిక్షణ ఇవ్వడం, తిరిగి కార్యక్రమ ప్రారంభానికి ముందు మరొక విడత ప్రచార కార్యక్రమాన్ని నిర్వహించడం అందులో ఉన్నాయి. వీటన్నిటికీ అవసరమైన సామగ్రిని ఎప్పటికప్పుడు సమకూర్చుకోవడం, దానిలో వీలైనంత పొదుపు పాటించడం, మరొకవైపుఉన్నాయి.

ఏప్రిల్ 2 నుంచి అన్ని జనావాసాల్లో అక్షరాస్యతా కార్యక్రమం ప్రారంభమవుతుంది. దానిలో తిరిగి మూడు అంతర్దశలున్నాయి. మొదటి దశలో ప్రతి అభ్యాసకుడూ మొదటి వాచకాన్ని పూర్తిచేయవలసిఉంటుంది. అది ప్రధానంగా స్వీయ చైతన్యం మీద ఆధారపడ్డ అంశాలతో బోధకుడికి ఆసక్తి కలిగిస్తూ అతనికి కనీస నైపుణ్యాల్నివ్వడానికి ప్రయత్నిస్తుంది. అది మూడు నెలలపాటు పట్టే కార్యక్రమం. మొత్తం అభ్యసన కార్యక్రమంలోనే అది సుదీర్ఘ దశ.

జూలై 2తో ఆ దశ ముగిసేనాటికి గ్రామాల్లో వ్యవసాయ కార్యక్రమాలు పూర్తిగా పుంజుకుంటాయి. ఆ విధంగా అభ్యాసకుడు తిరిగి పని ఒత్తిడికి లోనుకాకముందే తన అభ్యాసంలో ప్రధానదశను పూర్తి చేసేసుకుంటాడు. తరువాత మూడు నెలల్లో అభ్యాసకుడు రెండవ, మూడవ వాచకాల్ని పూర్తి చేయవలసిఉంటుంది. మొదటి దశ వాచకాన్ని పూర్తి చేసినందువల్ల లభ్యమయ్యే కనీస నైపుణ్యాలతో అతడు రెండు, మూడు వాచకాల్ని చదవ వలసిఉంటుంది.

మొదటి వాచకం స్వీయచైతన్యం మీద ఆధారపడిన అంశాల్ని పరిచయం చేయగా, రెండవాచకం ఇరుగు, పొరుగు, గ్రామస్ధాయి అంశాల్ని చర్చిస్తుంది.మూడవ వాచకానికి వచ్చేటప్పటికి వయోజనుడికి సంఘం, దేశం, జాతీయసమైక్యత వంటి విస్తృత భావనల పరిచయం కలుగుతుంది.

అక్టోబర్ 2 వ తేదీనాటికి అభ్యసనం పూర్తయి ప్రతి వయోజనుడూ జాతీయ అక్షరాస్యతామిషన్ నిర్దేశించిన ప్రమాణాల మేరకు అక్షరాస్యుడనిపించుకుంటాడు. ఆ తరువాత పోస్ట్-లిటరసీ కార్యక్రమాలు మొదలుకావడం మూడవదశ.

కలెక్టర్ ఆ రోజు అక్టోబర్ 2 వ తేదీ వరకు కార్యక్రమాన్ని మాత్రమే వివరించారు. బహుశా ఆయన నిర్దిష్ట రూపంలో ప్రణాళికను ఆ మేరకు మాత్రమే రూపొందించి ఉండవచ్చు. కార్యక్రమం ముందుకు పోయిన తర్వాత భవిష్యకార్యక్రమాన్ని రూపొందించవచ్చునని ఆయన భావించి ఉండవచ్చు. కార్యక్రమం మొత్తం పోస్ట్ లిటరసీకి చేరే ఒక ముందడుగు మాత్రమేననీ, అసలైన కార్యక్రమమంతా ఆ తర్వాతనుంచే మొదలు కావాలనీ మాత్రం ఆయన ఆ రోజూ అన్నారు. ఆ తరువాత కూడా ఎన్నోసార్లు అన్నారు.

ఇక కార్యక్రమ నిర్వహణ ఏర్పాట్ల గురించి. ఆ విషయంలో కూడా ఆయన  ఆ సమావేశం ఏర్పాటు చేసేనాటికే చాలా హోమ్ వర్క్ చేసిఉన్నారు. నిర్వహణవ్యవస్ధకు సంబంధించి జిల్లాలో జిల్లాలో సాక్షరతా సమితి సొసైటీల చట్టం ప్రకారం రిజిష్టరవుతుంది. దానికి జిల్లా కలెక్టరు అధ్యక్షులుగా, వివిధ అధికార, అనదికార ప్రతినిధులు సభ్యులుగా, వయోజనవిద్యాశాఖ ఉపసంచాలకుడు కన్వీనరుగా ఉంటారు. అక్షరాస్యతా కార్యక్రమానికి సంబంధించినంతవరకూ జిల్లాలో అదే అత్యున్నత సంస్ధ. జాతీయ అక్షరాస్యతా మిషన్ అందించే నిధులు ఆ సంస్ధకే జమ అవుతాయి. దానికొక చిన్న కార్యనిర్వాహక కమిటీ కూడా ఉండేదని గుర్తు.

ఇక ఆ సంఘంలో సభ్యులతో వివిధ కమిటీలు వివిధ బాధ్యతలతో ఏర్పడతాయి. వాటిలో అవసరాన్ని బట్టి వివిధ అంశాల్లో నిపుణుల్ని కూడా సభ్యులుగా తీసుకోవచ్చు. నాకు గుర్తున్నంతవరకూ అటువంటి కమిటీలు ఆరుదాకా ఏర్పడ్డాయి.

అన్నిటికన్నా మొదటిది, అకడమిక్ వ్యవహారాల కమిటీ. దానికి సిల్వర్ జూబిలీ డిగ్రీ కళాశాల ప్రిన్సిపాలు అధ్యక్షులుగా, వయోజనవిద్యాశాఖ ఉపసంచాలకుడు కన్వీనరుగా వ్యవహరిస్తారు. రెండవది, ట్రయినింగ్, ప్లేస్‌మెంట్ వ్యవహారాల కమిటీ. అది అరవైవేల మంది కార్యకర్తలకు తగిన శిక్షణనివ్వడం, వారిని విధుల్లో నియమించడం, వారి పునశ్చరణ తరగతులు మొదలైన వ్యవహారాలు చూస్తుంది. దానికి ఎస్.సి. కార్పొరేషన్ ఎగ్జిక్యూటివ్ డైరెక్టర్ అధ్యక్షులుగానూ, జిల్లా విద్యాశాఖ అధికారి కన్వీనరుగానూ వ్యవహరిస్తారు.

మూడవది, ప్రచార వ్యవహారాల కమిటి. దానికి జాయింట్‌కలెక్టర్ అధ్యక్షులుగా వ్యవహరిస్తారు. నాలుగవది, ఆర్ధిక వ్యవహారాల కమిటీ. దానికి జిల్లా గ్రామీణాభివృద్ధి సంస్ధ ప్రాజెక్టు డైరెక్టరు అధ్యక్షులుగా వ్యవహరిస్తారు. అయిదవది, వివిధ వస్తు సామగ్రి కొనుగోలు, సరఫరాలను చూడవలసిన కమిటీ. దానికి జిల్లా పోలీసు సూపరింటెండెంట్ అధ్యక్షులుగా ఉండగా, జిల్లా గిరిజన సంక్షేమాధికారి కన్వీనరుగా ఉంటారు.

ఆరవది, మానిటరింగ్ కమిటీ. దానికి జిల్లా గృహనిర్మాణశాఖ మేనేజరు ప్రకాశం అధ్యక్షులుగా ఉండగా, నేషనల్ ఇన్ఫర్మేటిక్స్ సెంటర్ అధికారి కన్వీనరుగా వ్యవహరిస్తారు. ప్రతి కమిటీలోనూ వివిధ శాఖల అధికారులు, ప్రజాప్రతినిధులు, రచయితలు, సంఘ సేవకులు, మేధావులు కూడా సభ్యులుగా ఉంటారు. మొత్తం కార్యక్రమానంతటికీ క్రియాశీల భాగస్వామిగా ఉండటానికి జనవిజ్ఞానవేదిక ముందుకు వచ్చింది.

ఇది కాక జిల్లాలోని దాదాపు అరవై మండలాలకు గాను రెండేసి మండలాలకు ఒక అధికారి చొప్పున నోడల్ ఆఫీసర్ ఉంటారు. (నోడల్ ఆఫీసర్ ఏర్పాటు రాష్ట్రంలో అదే మొదటిసారి). ఆ విధంగా ఏర్పాటయ్యే ముప్పైమంది నోడల్ అధికార్లలో వివిధ కమిటీల అధ్యక్షులు, కార్యదర్శులు కూడా తప్పనిసరిగా ఉండాలన్నది కలెక్టర్ ఏర్పాటు.

అందువల్ల వివిధ స్ధాయీ సంఘాలకు ఎప్పటికప్పుడు గ్రామస్ధాయి వాస్తవాలతో నిత్య ప్రత్యక్ష పరిచయం సాధ్యమవుతుందని ఆయన భావన. అందువల్ల ఆయన తను కూడా ఒక మండలానికి నోడల్ అధికారిగా వ్యవహరించడానికి నిశ్చయించుకున్నారు.

వివిధ కమిటీల బాధ్యులతో, నోడల్ అధికారులతో, వీరిలో చేరకుండా మిగిలిన ఎగ్జిక్యూటివ్ కమిటీ సభ్యులతో జిల్లా కోర్ కమిటీ కూడ ఏర్పాటయ్యింది. ఆ కోర్ కమిటీ ప్రతి ఆదివారం జిల్లాకలెక్టర్ అధ్యక్షతన సమావేశమై ఆ ముందు వారంలో చేపట్టిన చర్యల్ని సమీక్షిస్తుంది. రాబోయే వారానికొక దిశానిర్దేశాన్ని ఏర్పాటు చేసుకుంటుంది.

కోర్ కమిటీ సమావేశంలో తీసుకున్న నిర్ణయాల మేరకు ఆ నోడల్ అధికారి సోమ, మంగళ వారాల్లో ఒక రోజుగాని లేదా రెండు రోజులుగాని తనకివ్వబడ్డ మండలాల్లో మండలస్ధాయి సమీక్ష నిర్వహించవలసి ఉంటుంది. తిరిగి శుక్రవారంగాని, లేదా శనివారంగాని ఆ మండలాల్ని పునః సందర్శించి అంతవరకూ నడిచిన ప్రగతిని సమీక్షించుకుని ఆదివారం కోర్ కమిటీకి సమాచారం అందించవలసిఉంటుంది.

అంతేకాక జిల్లా కలెక్టరు కార్యాలయంలో అక్షరాస్యతా కార్యక్రమాల పర్యవేక్షణకు గాను ఒక 24 గంటల కార్యాలయాన్ని కూడా ఏర్పాటు చేసాడు. అది నిజంగానే ఇరవై నాలుగ్గంటలూ పనిచెయ్యాలనే ఆయన భావించాడు.

రోజుకు మూడు షిఫ్టుల చొప్పున నిర్విరామంగా ఆ కార్యాలయం మండలం కేంద్రాలతో అనుసంధానం చెందాలనీ, ఎప్పటికప్పుడు తన దృష్టికి వచ్చిన సమస్యల పట్ల ప్రతిస్పందిస్తూఉండాలని వైర్‌లెస్ సెట్ కూడా ఏర్పాటు చేసాడు. వయోజనవిద్యలో ప్రాజెక్టు అధికారిగా ఉన్న ఓబులరెడ్డి ఆ కార్యాలయానికి ఇంఛార్జిగా ఉండేవారు.

కలెక్టర్ మొత్తం కార్యక్రమం వివరించేటప్పటికి మాకు బోధపడ్డదేమంటే, జిల్లాలో ప్రతి అధికారీ, ప్రతి విద్యావంతుడూ, ప్రతి ఔత్సాహికుడూ, ప్రతి వయోజనుడూ రానున్న పదినెలలపాటు అహర్నిశలు అక్షరతపస్సాధనలో నిమగ్నులు కావలసిఉంటుందని.

అంటే, మా ప్రతి ఒక్కరి కాలెండర్‌లో రానున్న పదినెలల్లో ఏ రోజు ఏ గంట ఎక్కడ ఎవరితో కలిసి ఏ పని చెయ్యవలసిఉంటుందో అప్పటికే అనుల్లంఘనీయంగా నిర్దేశించబడిందన్నమాట!

The Goddess of Learning at the Doorstep

One day toward the end of November 1990, the District Collector of Kurnool called a few of his fellow officers to his residence for an urgent meeting. No one knew the agenda. At that time, I was serving as the District Tribal Welfare Officer in Kurnool.

I, too, received an invitation to the meeting. Upon my arrival, I noticed that everyone present was considerably senior to me in service, along with several prominent citizens. Among them, I was not only the most junior officer present, but also the youngest. Given my role, I assumed the Collector intended to discuss some development initiative for the Nallamala forests.

After I departed from Parvathipuram on long leave, the government remained undecided about my posting for over two months. During that period, Sri T.S. Appa Rao, then serving as the District Collector of Kurnool, wrote to the state government requesting that my services be placed under his disposal. He possessed extensive experience in tribal welfare. Long before we entered the service, he had served as the Project Officer of the ITDA in Paderu, where his sudden transfer had sparked widespread public dismay. To this day, his contributions are fondly remembered across those tribal hills; when he was transferred, life in the Paderu agency came to a virtual standstill—a testament to his profound impact on the people.

Yet, a special devotion to the Adivasis always burned in his heart. Regardless of the office he held, he was constantly pondering how he could serve tribal communities from his position. Driven by that conviction upon assuming charge as Collector of Kurnool, he wrote to the government asking for my posting, eager to initiate constructive work for the Chenchu community in the Nallamala forests.

As soon as I assumed charge in Kurnool, he organized two district-level tribal meets. He invited senior officials, elected representatives, and Chenchu elders, listening intently to their perspectives. He then entrusted me with the responsibility of ensuring that the decisions taken at those meets were strictly implemented. However, the entire Kurnool district contained no more than thirty Chenchu hamlets. Deep down, the Collector felt that managing these hamlets alone would not utilize my capacities to their fullest extent.

Consequently, whenever he needed an important task accomplished in the district, he turned to me. As part of these assignments, I conducted a comprehensive field study on the Siddhapuram settlement colony in the Atmakur mandal and submitted my report to him. Similarly, I inspected nearly forty defunct cooperative farming societies across the district and presented a detailed study on their revival.

Meanwhile, delays in compensating the displaced families of the Srisailam Hydroelectric Project and the plight of the submerged villages emerged as critical issues. Since these affected areas largely overlapped with the Chenchu hamlets, I faithfully carried out whatever duties the Collector entrusted to me regarding these matters.

In addition, I was called upon to coordinate activities for the Social Welfare Department, as well as development schemes for the Backward Classes. This varied workload deepened my understanding—not only of the tribal belts in the east, but also of the Dalit communities in the western taluks of Adoni and Alur, as well as backward castes like the Vaddera, Boya, Valmiki, Dommara, and Medara.

Through these extra responsibilities, although technically a Tribal Welfare Officer, I rapidly acquired a thorough grasp of the entire district—its complex geography, social realities, and diverse communities. Perhaps the Collector was consciously exposing me to these varied tasks to prepare me for some greater endeavor in the future.

Against this backdrop, I assumed that the meeting called by the Collector was intended to address the grievances of a specific community or region. Within minutes, however, the sheer scope of the agenda stunned everyone present—senior officers and prominent citizens alike. It concerned a goal that had long been a distant dream for every educated citizen in our country—a monumental challenge that had filled successive governments with pessimism and doubt as to whether it could ever be achieved in reality.

In a word: Total Literacy.

To be precise, it was not merely the goal itself that awed us, but the uncompromising timeline and targets set by the Collector—targets that left us virtually breathless.

According to his plan, starting from the upcoming October 2nd, an intensive six-month mobilization campaign would be launched to mentally prepare six hundred thousand illiterate adults across the district. Then, beginning on Ugadi, all six hundred thousand learners would embark on active instruction, completing three graded primers by the following October 2nd—at which point they would be declared fully literate.

This did not mean merely teaching them to sign their names. Their learning progress would be continuously evaluated against strictly defined national benchmarks. In essence, by the time this grand endeavor (Yajna) reached its conclusion, every single participant was expected to read books independently.

It was staggering even to imagine: every Chenchu, Sugali, Erukula, Mala, Madiga, Vaddera, Boya, and Kammari adult in the district becoming capable of picking up and reading a newspaper on their own.

There were the Besta fishermen and Neeli Shikari communities casting their nets in the submerged reservoir villages of Siddheswaram and Kapileswaram in Nandikotkur mandal; the Erukula families in Maddikera mandal, along the borders of Alur taluk, who knew no other livelihood than searching for diamonds; the Boya and Dudekula laborers in Allagadda taluk, drawn into taking up sickles and axes against one another whenever factional leaders clashed; the Medara weavers making bamboo baskets and winnows out of sight of forest officials all the way from Mahanandi to Nandyal; and the Muslim families in the urban slums of Adoni, who eked out a living selling stainless steel utensils from door to door.

Now, the goddess of learning was about to arrive at the very threshold of every adult across every community—reaching out to the child within them who had once been denied an education. For the very first time, true empowerment was coming into the lives of countless illiterate women—weaving at the handlooms of Yemmiganur, working in the polished stone yards of Bethamcherla, rolling beedis in the tobacco sheds of Kurnool, and picking cotton in the fields of Nandyal taluk.

As the Collector laid out target after target, a deep thrill ran through me, and my whole being was stirred by the gentle awakening of a new dream.

The Penance of Literacy

What the Collector presented before that gathering of senior officers and prominent citizens was far more than a mere proposal. It had already taken the form of a fully articulated action plan. Indeed, he had brought it before us only after finalizing every detail into a rigorous strategy and a precise timetable.

The plan clearly specified what had to occur at every stage, and who was responsible for each task. It was structured with such uncompromising precision and firmness that not a single target date or action item could be modified, advanced, or postponed.

In laying this roadmap before his fellow officers, he did not ask for our formal approval, nor did he invite opinions regarding its feasibility. He proceeded on the conviction that these were fundamental truths beyond debate—that in a nation where, even four decades after Independence, universal literacy remained an unfulfilled promise, there could be no one who did not desire to make as many adult citizens literate as rapidly as possible.

In truth, none of us raised a single objection. It was as though every one of us had secretly been longing for just such an initiative—as if we had all been waiting for a moment like this to arrive.

The plan outlined by the Collector and its operational schedule can be broadly summarized as follows:

Assuming the total population of Kurnool district at the time to be roughly 2.4 million, it was estimated that adults in the 15–35 age group numbered around six hundred thousand. To impart basic literacy to a population of this size through traditional adult education or conventional non-formal streams would require enormous expenditure and years of effort. Because of the long timeframe involved, such a slow-moving target inevitably loses public momentum and social focus, while a fresh generation of illiterates continues to join the ranks. Hence, the challenge could never be met through routine bureaucratic methods.

If, instead, the problem were tackled in the spirit of a mass movement—igniting the dormant yearning for learning among the people, keeping that flame alive, and mobilizing dedicated volunteers directly from the community—the goal could be achieved within a remarkably brief period.

In this context, the Collector cited the historic example of Ernakulam district in Kerala, where the public, the administration, and voluntary organizations had joined hands to achieve one hundred percent literacy in record time. He shared that the National Literacy Mission was urging other districts across the country to replicate this Ernakulam model. I also recall him mentioning that a similar campaign had already been launched and was making steady progress in our own state’s Nellore district.

The Collector informed us that if the district administration stepped forward to undertake the Total Literacy Campaign on such a scale, the National Literacy Mission had expressed its readiness to grant four crore rupees. The roadmap he was sharing with us had likely been drafted for the formal sanction of the National Mission.

However, he emphasized that the bulk of these funds would barely cover the cost of environment-building campaigns and the printing of instructional materials. The varied administrative services required of the district machinery had to be offered as part of our duty, without extra cost. Most importantly, no salary or honorarium would be paid to the literacy instructors; the entire teaching burden had to be carried voluntarily by the educated citizens of the district.

He explained that the core campaign would span ten to twelve months, after which the initiative would transition into a post-literacy phase. Since funds allocated by the National Literacy Mission for post-literacy were expected to be modest, the Collector stressed that strict financial discipline and maximum frugality should be maintained at every stage. Any savings accrued through such care would be funneled directly into setting up a network of Jana Shikshanalayas (Continuing Education Centers) to sustain the reading habits of the neo-literates.

He then broke down the entire campaign into three distinct phases. The first phase, spanning three and a half months from January 2 to April 2, was dedicated to preparation and mobilization. Throughout this period, a massive, multi-tiered publicity campaign would sweep across the entire district to inspire and prepare the public. Cultural troupes (Kala Jathas) composed of rural artists would be formed and trained to perform in every corner of the district.

At the conclusion of this campaign, a comprehensive, single-day household survey would be conducted across all villages and habitations, organized with the precision of general election polling. This survey carried three vital objectives: identifying every illiterate adult by name, selecting voluntary instructors at a ratio of one volunteer for every ten learners, and, most importantly, carrying the message of literacy directly to the threshold of every home. With this survey, the initial mobilization would reach its crescendo.

Thereafter, operations would move simultaneously along three tracks: compiling survey data using computers, which were just then being introduced into public administration; printing graded adult literacy primers along with guidebooks for instructors; and conducting training modules for the sixty thousand voluntary instructors selected to teach the six hundred thousand adult learners. Meanwhile, the impact of the initial mobilization would be critically reviewed, campaign strategies adjusted, artists given refresher orientation, and a second wave of publicity launched just before classroom instruction began.

On April 2, active learning centers would open across all habitations, marking the second phase of the campaign. This instructional period was subdivided into three stages. During the first three months, ending on July 2, learners would complete Primer I, which focused on themes of self-awareness while instilling basic reading skills. This was the longest and most critical phase, timed so that learners would master core literacy before peak agricultural operations intensified. Over the subsequent three months, learners would progress through Primers II and III using the foundation already built. While Primer I introduced self-awareness, Primer II expanded to neighborhood and village issues, and Primer III introduced broader concepts such as civic society, nationhood, and national integration.

By October 2, classroom instruction would culminate, and every participating adult would achieve functional literacy according to National Literacy Mission standards, allowing the campaign to transition seamlessly into its third phase of post-literacy and continuing education.

On that initial day, the Collector outlined the blueprint only up to October 2nd. He had likely structured the plan in a concrete form up to that milestone, intending to formulate subsequent phases as the movement gained ground. However, he emphasized then—and reiterated on numerous occasions thereafter—that the entire ten-month campaign was merely a prelude to reach post-literacy, and that the true work of social transformation would begin only after that milestone was crossed.

Regarding operational arrangements, the Collector had conducted exhaustive groundwork well before convening our meeting. To manage the movement, a district body named the District Saksharatha Samithi was registered under the Societies Registration Act. The District Collector served as its President, the Deputy Director of Adult Education as its Convener, and various official and non-official representatives as members. As the highest authority for literacy in the district, this society received all funds allocated by the National Literacy Mission, guided by a compact executive committee.

To execute specialized responsibilities, six functional committees were established under the society, drawing in domain experts alongside official members.

The Academic Affairs Committee was headed by the Principal of the Silver Jubilee Degree College as Chairman, with the Deputy Director of Adult Education as Convener. The Training and Placement Committee—tasked with training sixty thousand voluntary instructors, assigning their duties, and organizing refresher courses—was chaired by the Executive Director of the SC Corporation, with the District Educational Officer serving as Convener. The Campaign Committee was led by the Joint Collector, while the Finance Committee was headed by the Project Director of the District Rural Development Agency (DRDA). The Procurement and Supply Committee, responsible for sourcing and distributing learning materials, was chaired by the District Superintendent of Police, with the District Tribal Welfare Officer as Convener. Finally, the Monitoring Committee was headed by Sri Prakasam, Manager of the District Housing Corporation, with the District Informatics Officer of the National Informatics Centre (NIC) acting as Convener. Each committee integrated departmental heads, elected representatives, writers, social workers, and local intellectuals. Notably, the Jana Vignana Vedika stepped forward as a key active partner across all operations.

In addition, a system of Nodal Officers was introduced—a administrative innovation deployed for the first time in the state. One senior officer was assigned to oversee two mandals across the district’s sixty mandals. The Collector mandated that all committee chairmen and conveners must also serve among these thirty Nodal Officers, ensuring that policymakers maintained continuous, first-hand exposure to ground realities. Leading by example, the Collector himself took charge of one mandal as a Nodal Officer.

A District Core Committee was constituted, comprising committee heads, Nodal Officers, and remaining executive members. This Core Committee met every Sunday under the chairmanship of the Collector to review the previous week’s progress and chart out the exact operational directives for the coming week. Following Sunday’s decisions, Nodal Officers conducted field reviews in their assigned mandals on Monday or Tuesday, returned for follow-up inspections on Friday or Saturday, and presented updated field reports to the Core Committee every Sunday.

Furthermore, a 24-hour control room was established at the District Collectorate to monitor literacy operations round the clock. To ensure uninterrupted connectivity across three daily shifts, a dedicated wireless communication network was installed to receive real-time updates and address field emergencies instantly, with Sri Obula Reddy, Project Officer of Adult Education, serving as officer-in-charge.

As the Collector concluded his exposition of the grand plan, the full weight of the endeavor dawned upon us. Every officer, every educated citizen, every volunteer, and every adult across the district was being called to immerse themselves day and night in a sacred penance for literacy (akshara tapassadhana). In truth, for the next ten months, every day, hour, and task in our individual lives had already been unalterably set.
